    The coupling between the ionosphere and the protonosphere and its implications on the long term variations of ionospheric electron content

    The long-term variations in the daytime exchange flux are estimated with the use of model hydrogen concentrations based on the inverse relationship between the abundance of neutral hydrogen and the neutral temperature in the thermosphere. The results are found to be compatible with the observed long-term behavior of the ionospheric electron content at a midlatitude location, as revealed by Faraday observations using geostationary satellites. The basic processes occurring in the ionosphere are reviewed, with emphasis on the concepts of limiting velocity and limiting flux. An approach to the problem of numerical simulation of the ionosphere is also presented and discussed

    FROM GOLDEN HANDCUFFS TO PIG IRON: PROJECTING PENSION REFORM’S IMPACT ON THE HOMELAND SECURITY ENTERPRISE

    The chronic underfunding of numerous public pensions, along with historic capital-market setbacks, has created a public pension debt crisis throughout much of the nation. The depth of this crisis makes pension reform inevitable, and that reform will transform the nature of public-servant compensation in the coming decades. This thesis explores the impact pension reform will have on the effectiveness of public-sector organizations with homeland security missions. To approach this issue, this thesis draws on existing academic literature from a wide range of disciplines, including economics, public administration, organizational behavior, sociology, and social psychology. Emerging from the research is a clear recognition that pension reform will change employee behavior, organizational culture, and the market for human capital through second- and third-order effects. Exactly how such change will play out is not so clear. The thesis turns to scenario-planning techniques to synthesize the diverse literature and provide plausible responses to the question of what pension reform’s impact will be within the homeland security domain.     Dentistry for Nigerians with special needs: an overview

    There are approximately 25 million residents with disabilities in Nigeria. Social inclusion of individuals with disabilities is difficult since societal views of these persons are in terms of charity and welfare rather than functioning members of a community. While there are no national studies of the dental needs of individuals with disabilities in Nigeria, there are reports of local studies of patients with disabilities which indicate a greater incidence of management difficulties as well as the need for improved oral hygiene and restorative services. Nevertheless, a study of practitioner involvement in the care of individuals with disabilities reported limited preparation of dental students to provide service for this population. Some organizations, such as the Special Olympics Healthy Athletes Special Smiles and the Smile Train, have set up programmes, both educational and service, to address some of their oral health issues. It is recommended that there is a need to identify the availability of current dental service centers for individuals with disabilities, establish a national organization to stimulate an awareness of the varied needs of individuals with disabilities and real programs in schools to prepare dental students to care for individuals with disabilities. Examples of dental education accreditation standards in other countries are used as models for the improvement in the preparation of dental students to provide services for individuals with special needs
