Eritrea.Since 1991 Centre for International Environment and Development Studies (Noragric), Agricultural University of Norway (AUN) has assisted the Norwegian Agency for Development Co-operation (NORAD) in the management and administration of the Sahel-Sudan-Ethiopia (SSE) Programme. One of the projects in Eritrea, the "Veterinary Assistant Training Programme" (VATP), is implemented by the Development Fund (DF) on the Norwegian side and started off in 1992. Ministry of Agriculture (MoA) is responsible for implementation on the Eritrean side. The project is due to finish after graduation of the first batch of students, i.e. autumn 1998. A second phase of the project may be considered by the DF. Hithereto the project has never been reviewed. Therefore, Noragric suggested to undertake such a mission. The issues to be covered are described in the Terms of Reference (ToR) (Annex 1) and include: - an overall view of the implementation and progress - the institutional set-up and sustainability - future prospects Dr. Aragay Waktola and Dr. Arve Lund, Noragric, comprised the review team. A programme was set up in agreement with MoA (Annex 2). Key persons met during the mission are listed in Annex 3. The mission was conducted in the period June 23. - 29. 1997

Propsed for SSE funding by Norwegian Church Aid in partnership with Ministry of Agriculture, Eritrea and Eritrean Relief and Rehabilitation Commission.Since 1991 the Centre for International Environment and Development Studies, Noragric (Noragric) has been engaged to assist the Norwegian Agency for Development Cooperation (NORAD) in the management and administration of the Sahel-Suden-Ethiopia (SSE) Programme that funds projects implemented by nongovernmental organisations (NGO) in Sudan, Ethiopia and Eritrea. The agreement defines Noragric's role and mandate as being an advisor for NORAD after having reviewed projects for their compliance with SSE objectives. Noragric should also act as technical advisor for the NGOs involved in implementing such projects and, based on knowledge and experiences gained, provide forums for the communication and sharing of experiences and increased collaboration among NGOs. Norwegian Church Aid Eritrea (NCA Eritrea) had submitted application for SSE funding in support of the Zula Integrated Community Development Programme (ZICDP). A three year project covering the period 1996-1998 was prepared based on the findings and recommendations of a Baseline study conducted in 1994 which was funded by NORAD. The application was approved with an allocation of NOK 2,517,500 for 1996 on condition that the project be reviewed in 1996. Toere were some outstanding questions and issues which this review was intended to clearify. A Noragric team was sent to Eritrea for this purpose in accordance with the above mentioned agreement

    Review of durame dairy draught development (4-D) project

    Fra NORAGRIC. EthiopiaThe Durame Dairy/Draught Development (4-D) Project (Ethiopia) is a three-year project proposed jointly by ADRA-Ethiopia and ADRA-Norway for financing by NORAD. Subsequently, in the spring of 1997, the project was approved for funding by NORAD and CRDA-Ethiopia. Additional funding was also to be provided by ADRA-Ethiopia and the beneficiary farmers participating in the project. The total budget of the project is Birr 339,197. Noragric, as advisors to NORAD, had made technical comments which had to be cleared at an initial stage of implementation. The technical comments focussed on aspects of zero grazing, the feasibility of introducing improved fodder resources as well as the viability of some of the technical, institutional and economic assumptions made to introduce and sustain dairy/draught purpose cattle, in the traditional intensive small-holder mixed farming system

    Supply of Teaching Aid to Mekele College of Dryland Agriculture and Natural Resources Mekele, Ethiopia : A report to NORAD

Ethiopia, Mekele.Following a visit made by Dr. Gustav Klem, Head, Natural Resources Division of NORAD, to Ethiopia and Eritrea, NORAD wished to offer assistance to three Colleges of agriculture (two in Ethiopia and one in Eritrea). This initiative was described as a fast and basic institution strengthening package designed to help the colleges to meet their basic needs and to stimulate further long term co-operation with AUN /NORAGRIC. It was understood that the level of development cooperation between the Government of Norway and the Governments of Ethiopia and Eritrea, was expanding especially in the field of natura! resources management. Based on the report and recommendation of Dr. Klem, the grant was specifically earmarked for the provision of teaching aid defined very broadly to include textbooks, reference books, audio-visual aid, equipment for teaching material preparation, laboratory and library equipment and supplies as well as transportation means to facilitate practical training and field experience. This was consistent with the urgent needs of the College. While the direct link between teaching and research was fully realised, the focus of the grant was on improving the quality of teaching through the provision of teaching aid
