    Managing competences in entrepreneurial technology firms: a comparative institutional analysis of Germany, Sweden and the UK

    Innovative firms face two major kinds of risks in developing new technologies: competence destruction and appropriability. High levels of technical uncertainty and radical changes in knowledge in some fields generate high technical failure risks and make it difficult to plan research and development programmes. They therefore encourage high levels of flexibility in acquiring and using skilled staff. Appropriability risks, on the other hand, encourage innovative firms to develop organisation-specific competences through investing in complementary assets, such as marketing and distribution capabilities, that involve longer-term employer-employee commitments to building complex organisations. These connections between technology risks and employment policies help to explain why different kinds of market economies with contrasting labour market institutions develop varied innovation patterns. This study focuses on subsectors of the computer software and biotechnology industries in three distinct Europea n countries, UK, Germany and Sweden, that vary in their level of technical change and appropriability.n/a

    Special Report on Children Born to HIV Positive Parents in Nevada, 1991-1999

    Background: This report encompasses an effort to look at the number of children born to HIV (Human Immunodeficiency Virus) and/or AIDS (Acquired Immunodeficiency Syndrome) infected parents during the years 1991 to 1999 in Nevada. According to the Healthy People 2000 (HP 2000) Review for the years 1998- 1999, infants of untreated or undetected HIV positive women have been identified as a distinct population at risk for contracting the virus that causes AIDS. The State of Nevada’s Bureau of Disease Control and Intervention Services in collaboration with the Bureau of Health Planning and Statistics has taken the initial step to “cross match” two databases that are housed within the two bureaus. “Cross match” refers to a process whereby records pertaining to a person, household, event, etc. in one database are matched to records pertaining to that same person, household, event, etc. in another database. For our purposes, this process involves using records from the database known as HARS or the HIV/AIDS Reporting System*, and records from the birth registry for the years 1991 to 1999 to be linked or cross-matched. By cross matching these two databases, it is first possible to determine the number of HIV/AIDS infected parents who gave birth in Nevada from 1991-1999. Additionally, it is possible to determine the number of children born to these parents, analyzing specific variables such as their demographic and birth weight information recorded on the birth certificate

    Pilot study of the safety and effect of adalimumab on pain, physical function, and musculoskeletal disease in mucopolysaccharidosis types I and II.

    Mucopolysaccharidosis I and II are lysosomal storage disorders that, despite treatment with hematopoietic cell transplantation (HCT) and/or enzyme replacement therapy (ERT), continue to cause significant skeletal abnormalities leading to pain, stiffness, physical dysfunction, and short stature. Tumor necrosis factor - alpha (TNF-α) is elevated in individuals with MPS I and II and associated with pain and physical dysfunction. Therefore, we evaluated the safety and effects of the TNF-α inhibitor adalimumab in patients with MPS I and II in a 32-week, randomized, double blind, placebo-controlled, crossover study of adalimumab at a dose of 20 mg (weight 15-<30 kg) or 40 mg (weight ≄ 30 kg) administered subcutaneously every other week or saline placebo for 16 weeks. Participants were evaluated at baseline, week 16, and week 32 with the Children's Health Questionnaire - Parent Form 50 (CHQ-PF50), the Pediatric Pain Questionnaire (PPQ), range-of-motion (ROM) measurements, anthropometry, six-minute walk test (6MWT), hand dynamometer, and laboratory evaluations for safety. The primary outcome was safety and primary efficacy outcome was bodily pain (BP) measured by the CHQ-PF50. Two subjects, one with MPS I and one with MPS II, completed the study. Adalimumab was well tolerated and there were no serious adverse events. Standardized BP scores for age and gender were higher (i.e. less pain) at the end of the treatment versus placebo phase for both subjects. Subject #1 became unblinded during treatment due to skin erythema. Behavior measured by both CHQ-PF50 and parental report improved during treatment compared to placebo in both subjects. ROM improved by > 5° in seven of eight joints in Subject #1 and five of eight joints in Subject #2 (range 7.0° to 52.8°). There was no change in the PPQ, 6MWT, or hand dynamometer. Data from this small pilot study suggest that treatment with adalimumab is safe, tolerable, and may improve ROM, physical function, and possibly pain, in children with MPS I or II. However, additional clinical trials are needed before this therapy should be recommended as part of clinical care

    An Alternative Humans to Mars Approach: Reducing Mission Mass with Multiple Mars Flyby Trajectories and Minimal Capability Investments

    Mars flyby trajectories and Earth return trajectories have the potential to enable lower- cost and sustainable human exploration of Mars. Flyby and return trajectories are true minimum energy paths with low to zero post-Earth departure maneuvers. By emplacing the large crew vehicles required for human transit on these paths, the total fuel cost can be reduced. The traditional full-up repeating Earth-Mars-Earth cycler concept requires significant infrastructure, but a Mars only flyby approach minimizes mission mass and maximizes opportunities to build-up missions in a stepwise manner. In this paper multiple strategies for sending a crew of 4 to Mars orbit and back are examined. With pre-emplaced assets in Mars orbit, a transit habitat and a minimally functional Mars taxi, a complete Mars mission can be accomplished in 3 SLS launches and 2 Mars Flyby's, including Orion. While some years are better than others, ample opportunities exist within a given 15-year Earth-Mars alignment cycle. Building up a mission cadence over time, this approach can translate to Mars surface access. Risk reduction, which is always a concern for human missions, is mitigated by the use of flybys with Earth return (some of which are true free returns) capability

    Practicing What We Preach? Reflections on More Sustainable and Responsible IS Research and Teaching Practices

    Research on IS solutions for environmental sustainability have evolved to a modest, but firm body of knowledge. Despite this progressive understanding about the potential of IS in enabling environmental sustainability, our academic practices seem widely unaffected by these insights. The way we do research or conduct teaching is rarely influenced by sustainability considerations. For example, before the pandemic many of us belonged to a hypermobile group that travelled 5-6 times more than the average employee. Our research is also often not aligned with environmental goals. We research digital technologies without sufficiently acknowledging the significant amounts of resources they consume. Similarly, our teaching often focuses on the effective development and use of information systems; however, rebound, second order, or spillover effects are barely covered. Based on these observations we raise the question: Are we practicing enough of what we preach? While recognizing several efforts of IS researchers, we can no longer ignore the ‘environmental elephant in the room’. In our panel report, we discuss the status-quo and ideas to improve the environmental and societal impact of our academic practices and present three ideas to move forward: Leverage virtualization and limit air travel, overhaul teaching curricula, and recalibrate incentives and evaluation regimes

    Over the past decade, research on IS solutions for environmental sustainability evolved and produced a modest but firm body of knowledge. Despite this progressive understanding about ICT’s solution potential for environmental sustainability, our research practices seem widely unaffected by these insights. Most of us travel by air for work several times a year, to conferences, research stays, or guest lectures. Our community meetings do not seem well aligned with ecological goals. We research and apply technologies, such as blockchain or artificial intelligence, without sufficiently acknowledging the enormous amounts of energy they consume. It raises the fundamental question: Do we practice what we preach? While recognizing the good intentions IS research pursues, should we no longer ignore the environmental ‘elephant in the room’? In this inclusive panel discussion, we openly debate these issues. Thereby, we intend to capture the status-quo of the sustainability of our research practices and develop recommendations on how to improve it and ways of measuring the carbon footprint of some key activities
