Taking wing: time to decide on the F-35 Joint Strike Fighter
Summary: The government is about to make a decision on whether to spend between $8 and 10 billion of taxpayer’s money on the new F-35 Joint Strike Fighter. It’s also an important call because it will cement the F-35 as the main instrument of Australian air-power for decades into the future.
The F-35 has a troubled past—management issues and the enormous complexity of the project have caused significant cost and schedule overruns. But now it seems to be on track to come into service with the RAAF in 2020, and to be a very capable aircraft.
The other option is a further purchase of less-advanced Super Hornets, which would come with a marginally lower price tag. But that choice would come at a cost to Canberra’s relationship with Washington as we pulled out of the US-run program, and provide less capability in a region replete with rapid military modernisation
“Treasures” from the Canadian War Museum’s Backlog
In the 1970s Canadian War Museum curatorial staff decided they needed to bolster the scope of the museum’s national military collection. Consequently, they placed ads in Legion magazine and enclosed flyers in veterans’ pension cheques inviting veterans to send in military or military related items they had in their possession that they thought would be of interest to the museum. The response was overwhelming. In the end, a grand total of 24,400 objects poured in; many more than was anticipated and much too large a number for the museum’s small staff to properly register and catalogue. The only option was to carry out a basic inventory and then pack the objects away in boxes (which occupied a total of 197 pallets) pending the day when sufficient resources would become available to process them adequately, so that they would become properly identified and usable museum artifacts
Empirical Problems Using the Efficient Frontier to Find Optimal Weights in Asset Classes
This study documents the transitory nature of efficient weights in six commonly employed asset classes, going beyond a simple stock and bond classes and using a 30 year data window. We review the literature on asset class diversification, including its failures during the recent credit crisis. Results show that asset class diversification benefits are inconsistent and, contrary to common academic wisdom before recent times, historical asset class covariances (even estimated with decades of data) are poor estimates of future values
