    Protecting Vietnam’s Sovereignty in Cyberspace: Insights from Human Right Laws

    In order to protect state sovereignty in cyberspace, Vietnamese law has placed restrictions on the right to online free expression. Using qualitative and empirical methods, this article examines the necessity and proportionality of these restrictions. The article finds that the language of a number of restrictive provisions appears to be more political than legal. The second reason is that vague and expansive laws may make it difficult to determine the true extent of damage in criminal prosecutions involving online expression that undermine state sovereignty. It would violate Articles 19 and 20 of the International Covenant on Civil and Political Rights. To surmount this opposition, Vietnamese lawmakers must provide a comprehensive interpretation of the relevant laws to ensure that the freedom of online expression is vitally important but must be balanced with the national interest.

    Si pour l’individu, la motivation au travail n’est pas une nécessité absolue, de nombreuses études montrent qu’il y a un lien de cause à effet entre la motivation des salariés et la performance de l’entreprise. A l’issue de l’analyse des résultats de nos enquêtes auprès de cadres français et vietnamiens, nous présentons des recommandations pour la GRH dans sa mission d’assurer un double développement organisationnel et personnel des cadres. Elles portent sur les trois points suivants: –1) compréhension de la motivation des cadres et de l’influence des variables personnelles sur leur motivation; –2) mise en évidence des structures motivationnelles de cadres; –3) compréhension des profils motivationnels en vue d’un management individualisé des cadres.     Study of nano-engineered solid-liquid interfaces based on polymer brushes and biomimetic multifunctional glue

    Dans cette étude, nous présentons un protocole basé sur la chimie de surface inspirée des moules afin de greffer des chaines de polyacrylamide sur différentes surfaces solides. Dans une solution alcaline, la dopamine s'oxyde spontanément, formant des produits réactifs (DOPA), par conséquent, ces produits oxydés s'assemblent sur n'importe quelle surface solide. Ceci forme une couche mince de DOPA qui peut probablement être modifiée avec les molécules désirées. Selon la littérature, les amines, les thiols et les groupes carboxyles réagissent avec le DOPA. Nous avons synthétisé une variété de polyacrylamide et ses dérivés avec une fonction amine, à différents poids moléculaires. les polymères ont été fixés sur différents matériaux par la chimie de surface inspirée des moules par une voie "one-pot" et les surfaces modifiées ont été étudiées par différents techniques de caractérisation.In this study, we present a substrate-independent route for grafting end-functionalized polyacrylamide chains onto any solid surfaces through mussel inspired chemistry. Dopamine spontaneously oxidizes, under alkaline conditions, and forms highly reactive products that further polymerize and self-organize. This leads to a formation of thin-layer coating (DOPA films) that can be additionally modified with various molecules of interest. It has been shown in the literature that amines, thiols and carboxyl groups react with DOPA films. We have synthesized a variety of amino-terminated polyacrylamide and polyacrylamide derivative chains of different molecular weights. The polyacrylamide chains were end-tethered on different materials via a one-pot approach and the modified surfaces were thoroughly characterized

    THE IMPACT OF DATA SECURITY ON THE INTENTION OF VIETNAMESE CONSUMERS TO USE E-WALLETS

    E-wallets are used as a form of payment that brings many benefits to users. This article studies the impact of data security on consumer intentions to use e-wallets in the rapidly growing economy of Vietnam. The data consist of 236 observations from a survey of consumers in Vietnam. Covariance-based structural equation modeling (CB-SEM) was employed to test the proposed hypotheses. Research results show that security trust has the greatest impact on the intention to use e-wallets, followed by perceived privacy risk, social influence, and information sensitivity. The study also reveals the role of privacy policies and security concerns in consumer intentions to use e-wallets. Based on the research results, the study provides recommendations for consumers, e-wallet providers, and governmental agencies to increase awareness of and responsibility for information security among the consumers who use e-wallets

    Research on Criteria for Operational Audit of Expenditure from State Budget in Vietnam

    In Vietnam, operational audits have been upgraded as an independent form of audit in the operation of the supreme audit agency. However, because it was introduced later than other types of audit, it is still confusing and general in setting criteria of audit. There are no specific guidelines for auditing expenditure from state budget. Therefore, the formation and application of audit criteria in the audit practice of expenditure from state budget has not been effective, spontaneous and influenced by the actual capacity of assigned auditors. Meanwhile, in order to perform the proper audit function, the most important thing is to build up the evaluation criteria. Based on data collected both secondary and primary from interviewing auditors, experts in the field of state budget, we conducted the synthesis, analysis, evaluation, comparison and clarification of research issues. The results show that the formation of audit criteria is not really reasonable; criteria for economic efficiency and effectiveness are sometimes unclear. Therefore, this study is to identify and develop criteria for evaluating the operational audit of expenditure from state budget in Vietnam.     Reducing inequality of human opportunities in Vietnam : a challenge for social progress

    The paper updates the status (2012) of education and housing infrastructure opportunities as well as examines a new indicator relating to healthcare service. Eight geographical regions are considered. Education levels of household heads, well-being and regional circumstances are the most crucial factors in determining inequality of children’s opportunities, including access to housing. Access to improved safe water and sanitation seems to depend on ethnicity and location. To sum up, children in the most vulnerable groups usually live with less educated heads of poor households, in rural area and are ethnic minorities

    VOLATILE COMPOSITION, ANTIOXIDANT PROPERTY AND ANTIMICROBIAL ACTIVITIES AGAINST FOOD-BORNE BACTERIA OF VIETNAMESE THYME (Thymus vulgaris L.) ESSENTIAL OIL

    The essential oil (EO) obtained from the leaves of the thyme (Thymus vulgaris L.) grown in Vietnam was found to contain thymol (39.79%), cymene (17.33%), and γ-terpinene (13.45%) as the main volatile components. The antimicrobial activities of this oil were screened against several food-borne bacteria and fungi species. Significant growth inhibition effects against food-borne bacteria Escherichia coli, Staphylococcus aureus, Bacillus cereus, and Salmonella Typhimurium were observed using the standard disc diffusion method. Thyme EO showed the antibacterial effect against all the test pathogenic strains with the inhibition zones were 23.3 ± 0.4 mm, 24.7 ± 0.4 mm, 29.0 ± 0.7 mm, 32 ± 0.7 mm in diameter against B. subtilis,  E. coli, S. Typhimurium and S. aureus, respectively. The minimum inhibitory concentration (MIC) determined by micro-dilution method in MHB liquid medium was 1.56 µl/ml. The bactericidal concentrations (MBC) was 3.13 µl/ml for three isolates from B. subtilis,  E. coli, and S. aureus, while the MBC tested for S. typhi was 1.56 µl/ml. The antifungal properties of the thyme EO were also determined in this study against three important pathogenic fungi such as Candida albicans, Rhizoctonia solani and Fusarium oxysporum with the inhibition zones ranging approximately from 23.20 ± 0.06 to 44.10 ± 0.03 mm. On the other hands, the results also showed the antioxidant activity of Vietnamese thyme EO and suggested that thyme EO can be applied in food industries as natural flavoring preservatives/additives to control food spoilage and food born bacteria and fungi

    Determining the Price of Software Products in Software Manufacturing Firms in Vietnam

    From the early 2000s to the present, Vietnam has made efforts to facilitate the development of information technology industry and to promote the growth of it market in general and software in particular. Many policies and measures to encourage the development of software firms have been issued by the government. However, despite enjoying favorable conditions from the State's support policy, software firms still face many difficulties in product consumption. In addition to illegally copying software and copyrighted software that have been severely damaged, causing great harm to manufacturers, there are also situations where products are not sold with the right value. Currently, in Vietnam there is not yet a method of calculation, as well as a complete unified accounting for the determination of software product price, each firm follows its experience. Based on data collected, both primary and secondary, we synthesize, evaluate, compare and analyze the research topic. The results show that the determination of software product price at software manufacturing firms is not very reasonable; the recognition and allocation of core software value has not been proper. So based on the findings, some recommendations are given for improving the determination of product prices at software manufacturing firms in the context of developing countries like Vietnam.
