    ā€˜Social license to operateā€™ in the Blue Economy

    Ā© 2019 The Authors The Blue Economy is an ocean based economic growth model gaining traction around the world. The way in which the Blue Economy is conceived and understood differs significantly across different sets of actors. A particular area of contestation exists around which ocean based industries or sectors can be considered to be ā€˜Blueā€™. This highlights the possibility of the Blue Economy becoming a forum through which the legitimacy of different private uses of ocean resources is contested and debated. The question of legitimacy of Blue Economy activities and sectors is explored through a critical engagement with the notion of a ā€˜social license to operateā€™ (SLO). Whilst SLO is normally considered in the context of individual businesses or developments, in this article we explore the applicability of SLO at a cross-sectoral scale. In doing so we examine how the concept of SLO may inform debates over appropriate private use of public ocean resources, and how this might influence the legitimacy of the broader concept of a Blue Economy. A case study involving a range of private sectors actors engaged in diverse ocean industries was conducted, drawing on interviews, a cross-sectoral survey and an interactive workshop with the ocean business community. The case study explores the role that SLO is currently playing in ocean industries. In particular we explore perceptions of who grants a SLO, what kind of concerns impact a SLO and how sectors work to obtain, or maintain, a SLO. By comparing the responses of individual sectors to these three critical questions, we identify that many of the SLO challenges currently being experienced by ocean industries relate to conflicting social and political values. This is creating a range of complex, sometimes irresolvable, SLO challenges for maritime industries, largely concentrated in sectors engaged in resource extraction, such as mining and oil and gas. In addition we find that attempts to address SLO challenges to date focus mostly on technical or technological adaptations. When comparing this to Blue Economy narratives we find that current engagement with SLO speaks primarily to interpretations of the Blue Economy which favour growth based narratives, and largely neglect competing discourses. This has considerable implications for the overall legitimacy of the Blue Economy, as the loss of SLO within one sector may undermine the credibility of the concept overall. This research highlights the importance of broader societal and political engagement in questions about appropriate use and management of private sector activities in the ocean

Macroevolutionary patterns remain obscure, however, due to the few rigorous phylogenetic analyses. The subsocial sphecid wasps are a useful group in which to study parental care because of the diverse range of strategies they exhibit. These strategies range from placing a single prey item in a pre-existing cavity to mass provisioning a pre-built nest, through to complex progressive provisioning where a female feeds larvae in different nests simultaneously as they grow. We show that this diversity stems from multiple independent transitions between states. The strategies we focus on were previously thought of in terms of a stepping-stone model in which complexity increases during evolution, ending with progressive provisioning which is a likely precursor to eusociality. We find that evolution has not always followed this model: reverse transitions are common, and the ancestral state is the most flexible rather than the simplest strategy. Progressive provisioning has evolved several times independently, but transitions away from it appear rare. We discuss the possibility that ancestral plasticity has played a role in the evolution of extended parental care

    Physical restraint use among nursing home residents: A comparison of two data collection methods

    BACKGROUND: In view of the issues surrounding physical restraint use, it is important to have a method of measurement as valid and reliable as possible. We determined the sensitivity and specificity of physical restraint use a) reported by nursing staff and b) reviewed from medical and nursing records in nursing home settings, by comparing these methods with direct observation. METHODS: We sampled eight care units in skilled nursing homes, seven care units in nursing homes and one long-term care unit in a hospital, from eight facilities which included 28 nurses and 377 residents. Physical restraint use was assessed the day following three periods of direct observation by two different means: interview with one or several members of the regular nursing staff, and review of medical and nursing records. Sensitivity and specificity values were calculated according to 2-by-2 contingency tables. Differences between the methods were assessed using the phi coefficient. Other information collected included: demographic characteristics, disruptive behaviors, body alignment problems, cognitive and functional skills. RESULTS: Compared to direct observation (gold standard), reported restraint use by nursing staff yielded a sensitivity of 87.4% at a specificity of 93.7% (phi = 0.84). When data was reviewed from subjects' medical and nursing records, sensitivity was reduced to 74.8%, and specificity to 86.3% (phi = 0.54). Justifications for restraint use including risk for falls, agitation, body alignment problems and aggressiveness were associated with the use of physical restraints. CONCLUSIONS: The interview of nursing staff and the review of medical and nursing records are both valid and reliable techniques for measuring physical restraint use among nursing home residents. Higher sensitivity and specificity values were achieved when nursing staff was interviewed as compared to reviewing medical records. This study suggests that the interview of nursing staff is a more reliable method of data collection

    Brains and the city: big-brained passerine birds succeed in urban environments

    Urban regions are among the most humanaltered environments on Earth and they are poised for rapid expansion following population growth and migration. Identifying the biological traits that determine which species are likely to succeed in urbanized habitats is important for predicting global trends in biodiversity. We provide the first evidence for the intuitive yet untested hypothesis that relative brain size is a key factor predisposing animals to successful establishment in cities. We apply phylogenetic mixed modelling in a Bayesian framework to show that passerine species that succeed in colonizing at least one of 12 European cities are more likely to belong to big-brained lineages than species avoiding these urban areas. These data support findings linking relative brain size with the ability to persist in novel and changing environments in vertebrate populations, and have important implications for our understanding of recent trends in biodiversity.Peer Reviewe

    An International Ultraviolet Explorer Archival Study of Dwarf Novae in Outburst

    We present a synthetic spectral analysis of nearly the entire far ultraviolet International Ultraviolet Explorer (IUE) archive of spectra of dwarf novae in or near outburst. The study includes 46 systems of all dwarf nova subtypes both above and below the period gap. The spectra were uniformly analyzed using synthetic spectral codes for optically thick accretion disks and stellar photospheres along with the best-available distance measurements or estimates. We present newly estimated accretion rates and discuss the implications of our study for disk accretion physics and CV evolution.Comment: Accepted for publication in the ApJ, Part

    The GALEX Ultraviolet Virgo Cluster Survey (GUViCS) III. The Ultraviolet Source Catalogs

    In this paper we introduce the deepest and most extensive ultraviolet extragalactic source catalogs of the Virgo Cluster area to date. Archival and targeted GALEX imaging is compiled and combined to provide the deepest possible coverage over ~120 deg^2 in the NUV (lambda_eff=2316 angstroms) and ~40 deg^2 in the FUV (lambda_eff=1539 angstroms) between 180 deg <= R.A. <= 195 deg and 0 deg <= Decl. <= 20 deg. We measure the integrated photometry of 1770 extended UV sources of all galaxy types and use GALEX pipeline photometry for 1,230,855 point-like sources in the foreground, within, and behind the cluster. Extended source magnitudes are reliable to m_UV ~22, showing ~0.01 sigma difference from their asymptotic magnitudes. Point-like source magnitudes have a 1 sigma standard deviation within ~0.2 mag down to m_uv ~23. The point-like source catalog is cross-matched with large optical databases and surveys including the SDSS DR9 (> 1 million Virgo Cluster sources), the Next Generation Virgo Cluster Survey (NGVS; >13 million Virgo Cluster sources), and the NED (~30,000 sources in the Virgo Cluster). We find 69% of the entire UV point-like source catalog has a unique optical counterpart, 11% of which are stars and 129 are Virgo cluster members neither in the VCC nor part of the bright CGCG galaxy catalog (i.e., m_pg < 14.5). These data are collected in four catalogs containing the UV extended sources, the UV point-like sources, and two catalogs each containing the most relevant optical parameters of UV-optically matched point-like sources for further studies from SDSS and NGVS.     Correlates of species richness in the largest Neotropical amphibian radiation

    Although tropical environments are often considered biodiversity hotspots, it is precisely in such environments where least is known about the factors that drive species richness. Here, we use phylogenetic comparative analyses to study correlates of species richness for the largest Neotropical amphibian radiation: New World direct-developing frogs. Clade-age and species richness were nonsignficantly, negatively correlated, suggesting that clade age alone does not explain among-clade variation in species richness. A combination of ecological and morphological traits explained 65% of the variance in species richness. A more vascularized ventral skin, the ability to colonize high-altitude ranges, encompassing a large variety of vegetation types, correlated significantly with species richness, whereas larger body size was marginally correlated with species richness. Hence, whereas high-altitude ranges play a role in shaping clade diversity in the Neotropics, intrinsic factors, such as skin structures and possibly body size, might ultimately determine which clades are more speciose than others
