    Regional Investment Policy Under the Impact of Budget Limitations and Economic Sanctions

    The article is devoted to the assessment of influence of budgetary restrictions and economic sanctions on investment policy of a region. The paper studies the bilateral negative effect on socio-economic development of regions from both the external sanctions and braking mechanism of economic development within the country. On the basis of the comparative and statistical analysis, the need to change focus of investment policy from the growth in volumes to qualitative perfecting is proved. The new direction of investment policy connected with the import substitution process realization, its combination with acceleration of innovative development on the certain example of Sverdlovsk region is analyzed. The conclusions and offers stated in the article are applicable to the public authorities of subjects of the Russian Federation, experts in the sphere of regional investment policy and improvement of investment climate, and also the specialized organizations specialized in attracting investment and work with investors in regions of Russia

    Shock waves in superconducting cosmic strings: growth of current

    Intrinsic equations of motion of superconducting cosmic string may admit solutions in the shock-wave form that implies discontinuity of the current term \chi. The hypersurface of discontinuity propagates at finite velocity determined by finite increment \Delta \chi =\chi_+ -\chi_-. The current increases \chi_+>\chi_- in stable shocks but transition between spacelike (\chi >0) and timelike (\chi<0) currents is impossible.Comment: 13 pages, 3 figure

    Interaction between superconducting vortices and Bloch wall in ferrite garnet film

    Interaction between a Bloch wall in a ferrite-garnet film and a vortex in a superconductor is analyzed in the London approximation. Equilibrium distribution of vortices formed around the Bloch wall is calculated. The results agree quantitatively with magneto-optical experiment where an in-plane magnetized ferrite-garnet film placed on top of NbSe2 superconductor allows observation of individual vortices. In particular, our model can reproduce a counter-intuitive attraction observed between vortices and a Bloch wall having the opposite polarity. It is explained by magnetic charges appearing due to discontinuity of the in-plane magnetization across the wall.Comment: 4 pages, 5 figure

    Collapse and stable self-trapping for Bose-Einstein condensates with 1/r^b type attractive interatomic interaction potential

    We consider dynamics of Bose-Einstein condensates with long-range attractive interaction proportional to 1/rb1/r^b and arbitrary angular dependence. It is shown exactly that collapse of Bose-Einstein condensate without contact interactions is possible only for b2b\ge 2. Case b=2b=2 is critical and requires number of particles to exceed critical value to allow collapse. Critical collapse in that case is strong one trapping into collapsing region a finite number of particles. Case b>2b>2 is supercritical with expected weak collapse which traps rapidly decreasing number of particles during approach to collapse. For b<2b<2 singularity at r=0r=0 is not strong enough to allow collapse but attractive 1/rb1/r^b interaction admits stable self-trapping even in absence of external trapping potential

    Corruption and legal limits of anti-corruption enforcement

    Purpose: The article studies the issue of the limits to fight corruption in Russia within the framework of criminal law. The article is mainly devoted to the problems of combating corruption and its criminal law methods. Design/Methodology/Approach: Authors analyzed the state of corruption taking into account public opinion and the general state of the law enforcement system. Authors also illustrated a criminological profile of an exactor. Findings: The features of the specific crimes of the Criminal Code of the Russian Federation are studied in this article. Auhtors highlighted a number of points: first, the identity between the definitions of corruption as a negative social and legal phenomenon and second as crime itself. Practical Implications: The article provides a detailed analysis and classification of corruption crimes under the Criminal Code of the Russian Federation, and proposes solutions to the identified problems aimed at improving the effectiveness of criminal law counteraction against bribery and other corruption phenomena. Originality/Value: The main contribution of this study is a detailed analysis of the legal framework of the Russian Federation regarding the anti-corruption enforcement and contains solutions to improve the effectiveness of criminal law counteraction against bribery, other corruption crimes and corruption in general.peer-reviewe

    Hydrodynamic Instability of the Flux-antiflux Interface in Type-II Superconductors

    The macroturbulence instability observed in fluxline systems during remagnetization of superconductors is explained. It is shown that when a region with flux is invaded by antiflux the interface can become unstable if there is a relative tangential flux motion. This condition occurs at the interface when the viscosity is anisotropic, e.g., due to flux guiding by twin boundaries in crystals. The phenomenon is similar to the instability of the tangential discontinuity in classical hydrodynamics. The obtained results are supported by magneto-optical observations of flux distribution on the surface of a YBCO single crystal with twins.Comment: 12 pages, 3 figures, submitted to Physical Review Letter

    Strong Collapse Turbulence in Quintic Nonlinear Schr\"odinger Equation

    We consider the quintic one dimensional nonlinear Schr\"odinger equation with forcing and both linear and nonlinear dissipation. Quintic nonlinearity results in multiple collapse events randomly distributed in space and time forming forced turbulence. Without dissipation each of these collapses produces finite time singularity but dissipative terms prevents actual formation of singularity. In statistical steady state of the developed turbulence the spatial correlation function has a universal form with the correlation length determined by the modulational instability scale. The amplitude fluctuations at that scale are nearly-Gaussian while the large amplitude tail of probability density function (PDF) is strongly non-Gaussian with power-like behavior. The small amplitude nearly-Gaussian fluctuations seed formation of large collapse events. The universal spatio-temporal form of these events together with the PDF for their maximum amplitudes define the power-like tail of PDF for large amplitude fluctuations, i.e., the intermittency of strong turbulence.Comment: 14 pages, 17 figure
