    A new algorithm for calculating the most reliable pair of disjoint paths in a network, Journal of Telecommunications and Information Technology, 2006, nr 4

    In various types telecommunication networks, namely mobile ad hoc networks, WDM networks and MPLS networks, there is the necessity of calculating disjoint paths for given node to node connections in order to increase the reliability of the services supported by these networks. This leads to the problem of calculating a pair of disjoint paths (or a set of disjoint paths) which optimises some measure of performance in those networks. In this paper we present an algorithm, designated as OptDP, for obtaining the most reliable pair of disjoint paths based on the loopless version of MPS, a very efficient k-shortest path algorithm, and on Dijkstra algorithm. Since to the best of our knowledge there is no other proposal of an algorithm capable of solving exactly the same problem we perform a comparison with the application to this problem of the DPSP algorithm which calculates a set of disjoint paths with high reliability. Also a comparison with a simplified version (designated as NopDP) of the proposed algorithm, which stops after a maximal number F of candidate pairs of paths have been found, is presented. The comparison also includes the percentage of cases in which both algorithms were not capable of finding the optimal pair

    Molecular analysis of hepatitis B virus "a" determinant in asymptomatic and symptomatic Mexican carriers

    BACKGROUND: Hepatitis B virus (HBV) is a small DNA-containing virus with 4 genes, C, S, X and P. The S gene codes for the surface antigen (HBsAg), which contains the "a" determinant, the main region for induction of a protective humoral immune response. To compare the genotype and sequence of the "a" determinant between strains isolated from asymptomatic and symptomatic Mexican HBV carriers. RESULTS: 21 asymptomatic (blood donors) and 12 symptomatic (with clinical signs and with >1 year lamivudine treatment) HBV carriers were studied; all patients were positive for the HBsAg in serum. Viral load, genotypes, and subtypes were determined in plasma. A fragment of the S gene including the "a" determinant was PCR amplified and sequenced to determine genotype, subtype and to identify mutations. Mean viral load was 0.7965 × 10(4 )copies/ml in asymptomatic carriers and 2.73 × 10(6 )copies/ml in symptomatic patients. Genotypes H, C, and F were identified in asymptomatic individuals; whereas H was dominant in symptomatic patients. A fragment of 279 bp containing the "a" determinant was amplified from all 33 carriers and sequences aligned with S gene sequences in the GenBank. Mutations identified were Y100N, T126I, Q129H and N146K in the asymptomatic group, and F93I and A128V in the symptomatic group. CONCLUSION: Differences in genotype and in mutations in the "a" determinant were found between strains from asymptomatic and symptomatic HBV Mexican carriers

    INCENTIVOS FISCAIS DIRECIONADOS A SUPRIR DEFICIÊNCIA DA SAÚDE PÚBLICA E IMPULSIONAR O REAQUECIMENTO ECONÔMICO NA PANDEMIA COVID-19

    RESUMOObjetivos: O artigo visa analisar a viabilidade jurídica da concessão de incentivos fiscais para enfrentamento da pandemia. Busca-se avaliar se referidas medidas isentivas são adequadas para os fins propostos, à luz das normas constitucionais e legais brasileiras.Metodologia: O presente estudo utiliza o método empírico e dedutivo, por intermédio de uma abordagem quantitativa; quanto ao procedimento, é uma pesquisa documental, mediante a revisão de doutrinas e legislações vigentes, visando esclarecer a pertinência de políticas intervencionistas frente as características do ordenamento pátrio.Resultados: Conclui-se que medidas urgentes, nos mais diversos âmbitos, carecem de imediata aplicação para combater o avanço e as consequências da doença. A pesquisa demostrou que, no caso brasileiro, os incentivos fiscais voltados ao aquecimento da economia e o reabastecimento da saúde são respostas cabíveis e necessárias, tais medidas encontram respaldo na Constituição Federal e na Lei de Responsabilidade Fiscal.Contribuições: A principal contribuição do trabalho consiste em recomentar que políticas de incentivos extrafiscais sejam aplicadas e avaliadas a luz do arcabouço normativo.Palavras-chave: Covid-19; incentivos fiscais; extrafiscalidade; saúde pública; reaquecimento econômico ABSTRACTObjective: The paper analyzes the legal feasibility of granting possible tax incentives to face the pandemic. It seeks to assess whether said exempt measures are adequate in light of Brazilian constitutional and legal rules.Methodology: The present study uses the empirical and deductive method, through a quantitative approach; as for the procedure, it is a documentary research, through the revision of current doctrines and legislation, aiming to clarify the pertinence of interventionist policies in view of the characteristics of the national order.Results: It is concluded that urgent measures, in the most diverse areas, need immediate application to combat the progress and consequences of the disease. The survey showed that, in the Brazilian case, tax incentives aimed at heating the economy and health replenishment are appropriate and necessary responses, such measures are supported by the Federal Constitution and the Fiscal Responsibility Law.Contributions: The main contribution of the work consists in recommending that extra-fiscal incentive policies be applied and evaluated in the light of the Brazilian normative framework.Keywords: Covid-19; tax aids; extrafiscality; public health; economic recover
