Basic income, social justice and poverty

In December 2010, at the end of the European Year for Combating Poverty and Social Exclusion, the European Commission launched a new initiative on poverty. Officially designated the “Platform against Poverty and Social Exclusion”, it is part of what has been christened the Europe 2020 Strategy, which aims to achieve a number of ambitious targets by 2020. They include reducing by at least 20 million the number of Europeans affected by or threatened with poverty and social exclusion. In industrialized countries, the dualization of labour markets has generated an increasing gap between insiders, who enjoy decent wages and earnings-related social security benefits, and outsiders, who must cope with precarious work conditions, uncertain earnings, and limited access to social programmes. In this chapter, I discuss the potential contribution of a partial basic income – i.e. a ‘modest’ basic income in terms of amount – to the reduction of this gap
