European Integration and Social Convergence: A Qualitative Appraisal
Although with the Maastricht Treaty, European construction took a remarkable step forward, the robust pillar of the single currency started to shake the other one: the social welfare systems. The main goal of this contribution is to study the evolution of Social Protection in Europe by questioning the existence of a convergence between the different social welfare systems and the impact of the Treaty of Maastricht on this process. The evolution of the social protection concept in Europe, the reforms implemented in the most important domains of social protection: pensions, health and employment are analyzed. A common philosophy clearly appears. The welfare State is receding, calling more and more upon market mechanisms. Furthermore, the traditional binary typology is changing and countries are becoming more similar in their financing methods. We can thus say that a process of social convergence seems well and truly underway in the European Union.Welfare-state, Social welfare, Convergence, European Union
From the Relative Women Disadvantage Index to Womenâs QualityâofâLife
Abstract Using Senâs capability approach and an aggregation methodology based on the fuzzy set approach, this article attempts to move beyond the main criticisms of the United Nations Development Programme indices for analysis of gender inequality. The Relative Women Disadvantage Index can be used to measure gender inequality in three domains (health, education, participation). It is complemented by the Womenâs QualityâofâLife Index, constructed from indicators that concern only women and children. LâĂ©rudition renvoie Ă la collecte, Ă la lecture et Ă lâexploitation des sources. Pendant quinze siĂšcles, du IIIe au XVIIIe siĂšcle, dans lâEurope de culture grĂ©co-latine et au Proche-Orient, les Ă©rudits ont abondamment puisĂ© dans les Ă©crits des Anciens, mais loin dâĂȘtre de simples compilateurs, ils sâappropriaient les Ă©crits quâils citaient, sâefforçaient de les rendre accessibles Ă leurs lecteurs et les mettaient au service dâun projet pĂ©dagogique ou intellectuel cohĂ©rent. Les Ă©crits des Ă©rudits renseignent sur leur maniĂšre de travailler et sur les objectifs quâils poursuivaient. LâĂ©rudition fut-elle neutre ? Avait-elle pour seule mission de diffuser des savoirs et dâaccroĂźtre la connaissance dans diffĂ©rentes disciplines ? Quels que fussent ses objectifs, elle reposait sur des pratiques que lâon retrouve pendant quinze siĂšcles : lâapprentissage de langues Ă©trangĂšres, lâemprunt de manuscrits, le recours constant Ă la correspondance. Les aspects matĂ©riels de lâĂ©rudition sont un aspect important de la vie intellectuelle. Le travail effectuĂ© dans les scriptoria, la mise au point dâindex et de tables des matiĂšres, la publication de lieux communs aidĂšrent les savants dans leurs recherches. Au XVIIIe siĂšcle, la figure de lâhonnĂȘte homme, qui supplanta celle de lâĂ©rudit, posa des problĂšmes spĂ©cifiques aux Ă©diteurs qui durent mettre en Ćuvre de nouvelles stratĂ©gies pour minimiser les risques que leur posaient les livres Ă©rudits. Ă cĂŽtĂ© des savants et des humanistes reconnus, des hommes et des femmes participaient Ă la vie intellectuelle de leur Ă©poque, sans rĂ©diger dâĆuvres majeures. Membres de rĂ©seaux de correspondants, vulgarisateurs Ă©clairĂ©s, lecteurs attentifs, ils contribuaient Ă la diffusion de la culture savante en enseignant, en encourageant la vie de lâesprit et en faisant connaĂźtre par leurs Ă©crits les idĂ©es nouvelles
Les témoins devant la justice
Cet ouvrage apporte des informations multiples et renouvelées sur un sujet qui n'a encore été que trÚs peu abordé par les spécialistes de l'histoire de la justice et de la criminalité : les rapports entre témoins et justice au cours de l'histoire. Il le fait dans des perspectives diachroniques et comparatives, qui ne constituent pas la moindre de ses originalités. Deux chapitres introductifs présentent la preuve testimoniale à travers les siÚcles. Le corps du livre comprend trente-deux chapitres, répartis en trois thÚmes : justice et témoins, portraits de témoins, le langage des témoins. Les deux derniers chapitres concluent sur l'analyse des rapports entre société et témoignages. Cet ouvrage n'est pas une édition des actes du colloque international (Les témoins, de l'Antiquité à l'époque contemporaine - Dijon, octobre 2001) dont il est le fruit. Ceux-ci ont été profondément remaniés pour aboutir à la rédaction d'un ouvrage possédant la cohérence d'un livre collectif destiné à une plus large diffusion
