    Absence of the Transition into Abrikosov Vortex State of Two-Dimensional Type-II Superconductor with Weak Pinning

    The resistive properties of thin amorphous NbO_{x} films with weak pinning were investigated experimentally above and below the second critical field H_{c2}. As opposed to bulk type II superconductors with weak pinning where a sharp change of resistive properties at the transition into the Abrikosov state is observed at H_{c4}, some percent below H_{c2} (V.A.Marchenko and A.V.Nikulov, 1981), no qualitative change of resistive properties is observed down to a very low magnetic field, H_{c4} < 0.006 H_{c2}, in thin films with weak pinning. The smooth dependencies of the resistivity observed in these films can be described by paraconductivity theory both above and below H_{c2}. This means that the fluctuation superconducting state without phase coherence remains appreciably below H_{c2} in the two-dimensional superconductor with weak pinning. The difference the H_{c4}/H_{c2} values, i.e. position of the transition into the Abrikosov state, in three- and two-dimensional superconductors conforms to the Maki-Takayama result 1971 year according to which the Abrikosov solution 1957 year is valid only for a superconductor with finite dimensions. Because of the fluctuation this solution obtained in the mean field approximation is not valid in a relatively narrow region below H_{c2} for bulk superconductors with real dimensions and much below H_{c2} for thin films with real dimensions. The superconducting state without phase coherence should not be identified with the mythical vortex liquid because the vortex, as a singularity in superconducting state with phase coherence, can not exist without phase coherence.Comment: 4 pages, 4 figure

    Forming of Public Confidence in the Activities of Law Enforcement Bodies

    The authors of the article, based on appealing to the works of home and Western researchers on the problems of studying the psychological foundations of confidence, considering the historical and legal aspects of the interaction and practice of the work of state authorities and public organizations with law enforcement bodies at various stages of national history, propose a concept for analyzing the socio-psychological factors of forming confidence to law activities. The article defines the main directions and technologies of work on the formation of public confidence in the professional activities of employees of the Ministry of Internal Affairs of Russia, staff members and troops of the Federal Service of the National Guard Troops (Rosgvardia) under the condition of the intensification of the negative information and psychological impact of external and internal destructive forces on the personnel of these departments. conclusions are drawn on the need to renew approaches in management activities and increase the effectiveness of conducting activities in this sphere, the fulfillment of it will contribute to support internal political stability in the state, strengthening the rule of law and law and order, security of public safety of citizens

    Activities of Force Structure Military-Political Bodies: Historical Retrospective and Modern Priorities

    The article examines the historical and legal aspect of the origin and development of militarypolitical bodies, traces changes in the content of their functioning during the February and October revolutions, during the Civil (1917–1922) and Great Patriotic Wars (1941–1945), during the post-war and post-Soviet stages of national history.The conducted analysis of the current regulatory documents of the Ministry of Defense of the Russian Federation, the Ministry of Internal Affairs of Russia, the Russian Guard, allowed the authors to conclude that the military-political (political) and moral-psychological factors are strengthening in the organization of personnel education in the new geopolitical conditions. The article highlights such priority spheres of activity of officials as the formation of a statepatriotic worldview within the framework of modern informational narratives and the protection of military personnel and employees from the negative informational impact of internal and external destructive forces.The scientific novelty of the article is provided by the recommendations proposed by the authors for the activities of state authorities on information and military-political support for a special military operation in the territory of Donbass and priority areas for professional and moral and psychological training of personnel of law enforcement agencies, taking into account the military-historical heritage of the Past

    ECOLOGY OF INFLUENZA VIRUS IN WILD BIRD POPULATIONS IN CENTRAL ASIA

    The study provides the results of AIV surveillance in Central Asia region during 2003-2009. We have analyzed. 2604 samples from wild birds. These samples were collected in Kazakhstan. (279), Mongolia (650), and Russia (1675). Isolated viruses from samples collected in Mongolia (13 isolates) and. in Russia (4 isolates) were described. Virological analysis has shown that 6 isolates belong to H3N6 subtype and. 5 isolates belong to H4N6 subtype. Two H1N1 influenza viruses, one H10N7 virus, two H3N8 viruses, and. H13N8 virus, which is new for Central Asia, have been also isolated. Samples were taken from birds of 6 orders, including several species, preferring water and semi-aquatic biotopes, one species, preferring dry plain regions, and one more species which can inhabit both dry and. water biotopes
