Byzantium, Rus and Cumans in the early 13th century

This paper examines the foreign policy of the Galician-Volhynian prince Roman Mstislavich. Roman became the main military ally of the Byzantine Empire in the early 13th century. Byzantium was going through a severe political crisis caused by the Serbian and the Bulgarian uprisings and by the crushing raids of the Cumans. According to Niketas Choniates, the nomads’ aggression could have been stopped only thanks to the aid of the Galician prince Roman. The circumstances and the time of Roman’s campaign in Choniates’ account are the same as in the Russian chronicles reporting the steppe campaigns of the Galician-Volhynian prince

Comment on `Strong Vortex Liquid Correlation' from Multiterminal Measurements on Untwinned YBa2_2Cu3_3O7−δ_{7-\delta} Single Crystals'

A.Rydh and \"O.Rapp [Phys. Rev. Lett. {\bf 86}, 1873 (2001).] claim that the vortex liquid in untwinned YBa$_2$Cu$_3$O$_{7-\delta}$ crystals is correlated above the melting transition, in striking contrast to previous work [D.L\'opez {\it et al.}, Phys. Rev. Lett. {\bf 76}, 4034 (1996).]. In this Comment we present new measurements using the same experimental technique on twinned and untwinned YBa$_2$Cu$_3$O$_{7-\delta}$ crystals with similar overall characteristics as those reported by Rydh and Rapp . The comparison of the vortex correlation response in both cases indicates that the central conclusion of their work is not correct. Our results reconfirm the work by L\'opez {\it et al.} and points on the origin of the misinterpretation in the work of Rydh and Rapp.Comment: comment on A.Rydh and \"O.Rapp, Phys. Rev. Administrative Responsibility in the Field of Road Safety: Current Trends and Prospects

The article discusses the prospects and current trends of administrative responsibility in the field of road safety. The priorities of the state policy in the field of road safety are defined in the Strategy of road safety in the Russian Federation for 2018-2024, which, among other things, notes the need to improve legal liability for offenses in this area. Based on the analysis of a number of initiatives put forward to date by the subjects of lawmaking to strengthen administrative responsibility for offenses in the field of traffic, it can be argued that their essence is to constantly increase sanctions and the introduction of new compositions of offenses against drivers of vehicles. At the same time, other road users, as well as legal entities whose activities have an impact on road safety, are not a priority object of impact, largely due to the high latency of their offenses. Based on the analysis and arguments, the following conclusions: 1) the most effective way of differentiation and individualization of administrative responsibility of drivers of vehicles; 2) it is necessary to improve the mechanisms of detection and suppression of administrative offenses in the field of road safety committed by legal entities, as well as certain categories of road users (pedestrians, passengers)
