On Maintenance and Development of Administrative Education
This article gives a brief assessment of the current management education crisis and presents the author’s approach to its maintenance and development, based on the assumption that the management objects are technical, socio-economic systems, and socio-political processes. Accordingly, the requirements for the maintenance of curriculums of the trainings for the management specialists in the university, the ratio of the technical-technological disciplines in economics, organization and production management, socio-political relations organization and management are determined. The post-graduate management education is also considered
Wave packet evolution approach to ionization of hydrogen molecular ion by fast electrons
The multiply differential cross section of the ionization of hydrogen
molecular ion by fast electron impact is calculated by a direct approach, which
involves the reduction of the initial 6D Schr\"{o}dinger equation to a 3D
evolution problem followed by the modeling of the wave packet dynamics. This
approach avoids the use of stationary Coulomb two-centre functions of the
continuous spectrum of the ejected electron which demands cumbersome
calculations. The results obtained, after verification of the procedure in the
case atomic hydrogen, reveal interesting mechanisms in the case of small

ABOUT THE APPROACH AND METHOD OF DETERMINING THE VALUE OF ROYALTIES FOR THE DEVELOPMENT OF MINERALS
All business entities, regardless of their form of ownership, must obey established rules, when paying for the right to use licenses for inventions, renting films, publishing books, products, patents, innovations. The calculation of the amount of payment is carried out in accordance with the bilateral agreement. Calculating royalties, based on profits earned by an enterprise, has certain disadvantages. Many of the most diverse factors affect the volume of profit. The author’s approach and the method of determining the value of royalties for the development of mineral resources have been explained in the article. Their basis consists of: determining the value of economic rent as a result of the extraction and sale of mineral resources; ensuring, that mining companies receive income on their production capital at a level not lower than the average for the country’s economy as a whole
The comparative evaluation of the operational performance of the economies of constituent entities of the Russian Federation
The article consideres the existing practice of the comparative assessment of effectiveness of the economies of constituent entities of the Russian Federation, reveals its shortcomings, and the factors causing them, factors causing them, including the shortcomings of the system and indicators of state statistical reporting and methods for their determination, as well as the consequences of these shortcomings in the system of internal economic and social-labor relations. The authors ’proposals are based on the following: adopting, as a generalized indicator of the economic efficiency of the functioning of the economies of administrative-territorial entities of the country, the indicator of gross domestic income generated in their territories, regardless of which of them are registered; changes in the basic provisions for determining in statistical accounting the volumes of the gross domestic product and gross income, excluding from their volumes the cost of services, that do not represent in their content the newly created value
On the comparative assessment of the investments’ economic efficiency in production capital
The article notes that in the current methodological document approved by government bodies on determining the investment projects effectiveness there are no recommendations for a comparative assessment of the economic efficiency of decisions made in the process of investment and construction activities, and at the same time their necessity is shown. The authors’ approaches to solving this problem are substantiated and presented. It is proposed to use income and property approaches in determining the economic efficiency of investment projects for the creation of new enterprises, industries, reconstruction and technical re-equipment of existing ones. The proposed methods and indicators are presented, which make it possible to give a comparative assessment of both investment projects as a whole and individual decisions on the choice of production technologies, technological and other equipment, design and construction solutions for buildings and structures
Bounds on positive interior transmission eigenvalues
The paper contains lower bounds on the counting function of the positive
eigenvalues of the interior transmission problem when the latter is elliptic.
In particular, these bounds justify the existence of an infinite set of
interior transmission eigenvalues and provide asymptotic estimates from above
on the counting function for the large values of the wave number. They also
lead to certain important upper estimates on the first few interior
transmission eigenvalues. We consider the classical transmission problem as

Hydration of copper(II) amino acids complexes
© 2017 Wiley Periodicals, Inc. Hydration of the copper(II) bis-complexes with glycine, serine, lysine, and aspartic acid was studied by DFT and MD simulation methods. The distances between copper(II) and water molecules in the 1st and 2nd coordination shells, the average number of water molecules and their mean residence times in the hydration shells were calculated. Good agreement was observed between the values obtained and those found by DFT and NMR relaxation methods. Influence of the functional groups of the ligands and the cis-trans isomerism of the complexes on the structural and dynamical parameters of the hydration shells was displayed and explained. Analysis of the MD trajectories reveals the competition for a copper(II) axial position between water molecules or water molecules and the functional chain groups of the ligands and confirms the suggestion on the pentacoordination of copper(II) in such complexes. MD simulations show that only one axial position of Cu(II) is basically occupied at each time step while in average the coordination number more than 5 is observed
Superposition in nonlinear wave and evolution equations
Real and bounded elliptic solutions suitable for applying the Khare-Sukhatme
superposition procedure are presented and used to generate superposition
solutions of the generalized modified Kadomtsev-Petviashvili equation (gmKPE)

Group classification of heat conductivity equations with a nonlinear source
We suggest a systematic procedure for classifying partial differential
equations invariant with respect to low dimensional Lie algebras. This
procedure is a proper synthesis of the infinitesimal Lie's method, technique of
equivalence transformations and theory of classification of abstract low
dimensional Lie algebras. As an application, we consider the problem of
classifying heat conductivity equations in one variable with nonlinear
convection and source terms. We have derived a complete classification of
nonlinear equations of this type admitting nontrivial symmetry. It is shown
that there are three, seven, twenty eight and twelve inequivalent classes of
partial differential equations of the considered type that are invariant under
the one-, two-, three- and four-dimensional Lie algebras, correspondingly.
Furthermore, we prove that any partial differential equation belonging to the
class under study and admitting symmetry group of the dimension higher than
four is locally equivalent to a linear equation. This classification is
compared to existing group classifications of nonlinear heat conductivity
equations and one of the conclusions is that all of them can be obtained within
the framework of our approach. Furthermore, a number of new invariant equations
are constructed which have rich symmetry properties and, therefore, may be used
for mathematical modeling of, say, nonlinear heat transfer processes.Comment: LaTeX, 51 page
