Electron-phonon interaction via Pekar mechanism in nanostructures
We consider an electron-acoustic phonon coupling mechanism associated with
the dependence of crystal dielectric permittivity on the strain (the so-called
Pekar mechanism) in nanostructures characterized by strong confining electric
fields. The efficiency of Pekar coupling is a function of both the absolute
value and the spatial distribution of the electric field. It is demonstrated
that this mechanism exhibits a phonon wavevector dependence similar to that of
piezoelectricity and must be taken into account for electron transport
calculations in an extended field distribution. In particular, we analyze the
role of Pekar coupling in energy relaxation in silicon inversion layers.
Comparison with the recent experimental results is provided to illustrate its
potential significance

STATE GOVERNANCE OF SOCIO-DEMOGRAPHIC PROCESSES IN AGING SOCIETY
Purpose of the study: The main approach of the research is a combination of methodological and applied aspects, including the development of public policy directions aimed at prolonging the active longevity of the Russian population.
Methodology: The research used a statistical analysis of the processing of official statistics of Rosstat, data of international organizations - the United Nations (Population Division), the World Bank, the World Health Organization (WHO); analytical - analysis of regulatory legal acts of Russian and international law in the field of regulation.
Results: The authors analyze global and Russian trends in an aging society. The influence of the demographic aging of the population on the socio-economic development of the state is revealed. The main directions of the state policy in relation to the aging problems of the population are determined, and the world experience of solving the indicated problems is studied.
Applications of this study: This research can be used for the universities, teachers, and students.

DIAGNOSTICS OF PROBLEMS OF REPRODUCTION OF PROFESSIONAL POTENTIAL OF THE STATE AND MUNICIPAL MANAGEMENT AS A PRECONDITION OF ITS SYSTEM RENOVATION
Purpose of the study: This article deals with the renovation system of reproduction of professional potential and provides a definition of this concept.
Methodology: The study uses the methods of dialectical contradiction, the ascent from the abstract to the concrete, structural-functional and comparative analysis, theoretical modeling and generalization. Primary sociological information is collected through a questionnaire survey, document analysis, free interview, and observation. Methods of grouping and classification of empirical data, qualitative analysis of factors are also used.
Results: the renovation system of reproduction of the professional potential of a state municipal government involves the diagnosis of its problems with the aim of determining the ways of their resolution. The conducted diagnostics identified six groups of actual problems, namely lack of professionalism, the disintegration of indicators of individual and institutional efficiency, the imperfect system of training and advanced training of managerial personnel, the weak motivation of their professional development, inefficient use of professional potential, and passive personnel policy

Spin instability criteria based on parametric identification of the node distribution in Trace transform direct image of the SHS combustion wave chronogram
The article gives examples of virtual chronograms of the propagation of a combustion wave in the diffusion, thermal, and spin instabilities of the SHS process. It is shown that the use of high-speed video recording allows one to reliably determine the moment of occurrence of the spin instability of the SHS combustion wave by differential chronoscopy methods. As a criterion for the recognition of spin instability, we selected the sign of the appearance of local maxima in the central transversal region of the spectrum of the trace transform. It is concluded that the spin instability is characteristic of the transition from the thermal to diffusion instability, in the presence of a hysteretic dependence of the burning rate on temperature.The work is supported by Russian Foundation for Basic Research in scientific projects No. 18-08-01475 and 18-41-220004
