Program-modular approach to the coordination of interests of participants of regional water markets (the case of southern regions of Russia)
Relevance. The efficiency of water management is determined by the quality of managerial decision-making. These decisions should ensure the balance of interests of all the actors in regional water markets. At present, in Russia, however, the balance of interests is considered only in macro-level strategies, which leads to the inefficiency of water distribution in regions. The study of the issues of rational distribution of water resources and their use in various industries and spheres of activity is, therefore, particularly relevant.Research objective. This article aims to propose methodology for maintaining the optimal balance between the interests of economic actors in regional water markets.Data and methods. This article proposes a program-modular approach to building a more efficient water management system. It is shown how the proposed methodology based on the incremental model of management can be used for balancing the interests of economic agents (suppliers and consumers of water resources). Results. It is proved that the plurality and divergence of interests of economic agents makes it difficult to manage them and thus precludes social and economic development of territories. The structural-functional analysis of the incremental model reveals various types of connections between the water-retaining capacity of gross regional product and indexes of industrial production for regions of the South Federal District.Conclusions. The prospects of development of water management in regions are associated with ensuring the balance of interests of the water marketβs participants. The program-modular approach proposed by the authors combines the administrative and resource potential of regional water management and aligns the goals on the regional level with the more general goals of hydropower modernization. The novelty of our research is that it relies on the incremental model, which, unlike other models of management, leads to an incremental achievement of the desired through certain iterations
Agrobacterium-mediated transformation of <i>Nicotiana glauca</i> and <i>Nicotiana sylvestris</i>
Agrobacterium-mediated transformation is the most popular approach for obtaining transgenic plants nowadays. There are plenty of protocols developed for different plant species. These protocols usually include the medium composition, the technology for preparing plant explants and cultivation conditions, as well as the choice of agrobacteria strains. Nicotiana tabacum, or cultivated tobacco, was one of the first successfully transformed plant species. Nicotiana tabacum is a model object in plant genetics, particularly due to its ability for transformation and regeneration. N. tabacum is a naturally transgenic plant since its genome contains a cellular T-DNA acquired from Agrobacteria. The significance of cT-DNA for plants has not yet been established. Some assume that cT-DNA can increase the ability of plants to regenerate due to some of the genes they contain. For example, rolC has been shown to affect the hormonal balance of plants, but the molecular mechanisms underlying this have yet to be found. RolC is also somehow involved in the secondary metabolism of plants. Like N. tabacum, Nicotiana glauca produces a wide range of secondary metabolites and contains an intact rolC gene in its genome. At the same time, unlike N. tabacum, N. glauca is a diploid species, which makes it more suitable for genetic engineering approaches. Nicotiana sylvestris is one of the ancestral species of N. tabacum and does not contain cT-DNA. The aim of this work was to develop a protocol for transformation and regeneration of N. glauca and N. sylvestris. We managed to find an optimum ratio of auxins and cytokinins that promotes both active callus formation and organogenesis in N. glauca and N. sylvestris leaf explants. The developed technique will be useful both for fundamental research that includes the N. glauca and N. sylvestris species, and for practical application in the pharmaceutical industry and biosynthesis
The circular economy model and the role of solvates in regional innovative development (the case of Russian regions)
Relevance. Recent practice has convincingly tested the fact that the transition to a circular economy is an important goal for society and individual companies, especially in resource-intensive manufacturing industries.Research objective. The purpose of the study is to develop a theoretical and methodological basis for the creation of innovative solvates in regional industry, based on the concept of circular economy.Β Data and methods. The research methodology is represented by the convergence of system-synergetic, resource-efficient and cluster approaches, which makes it possible to identify regions where integrating industrial enterprises and related fields of activity form conditions and produce values in the concept of the circular economy.Results. The theoretical and methodological basis for the creation of new structures for the innovative development of regional industry on the platform of circularity, principles of inclusiveness, resilience and environmental friendliness has been formed; a new concept - innovative solvates has been introduced into scientific circulation. Based on the cluster analysis, the zones of localization of innovative solvates in the regions of Russia were identified. This made it possible to single out a cluster group with a high scientific and innovative potential, as well as a cluster of regions with the potential to localize innovative solvates, which included regions of industrial and resource specialization.Conclusions. The article presents the directions of solving the problem of achieving the conditions imposed by the circular economy in the innovative solvates of the industrial sector of the region. The study is motivated by several considerations. The first is the formation of an integral conceptual and terminological apparatus, theoretical and methodological basis of research. The second is the establishment of partnerships necessary for the implementation of circularity conditions in an innovative solvate, and the analysis of ways in which a solvate can switch to a circular economy

IMMUNOSUPPRESSION AS A COMPONENT OF MULTIPLE ORGAN DYSFUNCTION SYNDROME FOLLOWING CARDIAC SURGERY
Aim. To defne the role of myeloid-derived suppressor cells in the development of persistent multiple organ dysfunction followed cardiac surgeries with cardiopulmonary bypass.Methods. 40 patients who have undergone cardiac surgery were included in the study. Granulocyte myeloid-derived suppressor cells (G-MDSC) were defned as cells with the HLA-DRβ / CD11Ξ²+ / CD15+ / CD33+ phenotype, and monocytic MDSC (M-MDSC) as cells with the HLA-DRβ / CD11Ξ²+ / CD14+ / CD33+ phenotype using ο¬ow cytometry. Levels of cytokines, IL-1Ξ², IL-6, TNF-Ξ±, and IL-10 were measured with an enzyme immunoassay. All patients were assigned to three groups: Group 1 β patients with the uncomplicated postoperative period (n = 14), Group 2 β patients with non-persistent MODS and its early resolution (n = 16), and Group 3 β patients with persistent MODS at day 7.Results. We observed an increase in M-MDSCs and G-MDSC at day 1 following cardiac surgery. The most pronounced increase was found in monocytic-myeloid derived suppressor cells, i.e. an 8-fold increase in M-MDSCs in all study groups at day 1 after surgery. The number of M-MDSCs remained high in patients with persistent MODS at day 7 after cardiac surgery. Levels of IL-6 and IL-10 increased at day 1 after surgery. IL-6 reached its peak level, signifcantly exceeding baseline levels. By day 7, blood levels of all cytokines have decreased, except IL-10 levels, which remained above the baseline in patients with persistent MODS.Conclusion. An increase in M-MDSCs and elevated serum levels of the anti-inο¬ammatory cytokine IL-10 have been found in patients regardless of the presence or absence of the complications in the early postoperative period after cardiac surgery with cardiopulmonary bypass. Persistent MODS with the SOFA scoring > 5 scores at day 7 after cardiac surgery, is associated with an increase in M-MDSCs and elevated levels of the anti-inο¬ammatory cytokine IL-10, related to higher rate of hospital infections, prolonged intensive care unit stay and higher mortality.Aim. Frequency dependence of the magnetoimpedance effect of amorphous ribbons was studied. Different reasons of the discrepancy in magnitude of theoretically calculated sensitivity and experimental data were considered. Goal of research: analysis of the effectiveness of Biofeedback therapy is differentiated depending on the clinical forms of autonomic dysfunction. Exchange rate control efficacy of biofeedback hardware was conducted on the dynamics of clinical andl aboratory data, surveys and assessment of the functional State of the SNC using heart rate variability, vegetative resonance test, Kerdo index definition, as well as Γ¨lektrokardiografiΔe applications and questionnaires, characterizing the State of psychoemotional sphere (SpilbergeraβHanina, test, Luscher). Laboratory tests include a complete blood count with evaluation of Adaptive reactions of the organism. Cell Structures in Heterologous Anti-Rabies Immunoglobulin Production
This paper reviews basic modern trends in obtainment of anti-rabies immunoglobulin with enhanced properties. One of these trends is associated with the substitution of organ-tissue antigen by cultural antigen at the stage of producer immunization. Analyzed are the results of research connected with the use of the cell-cultures grown Rabies virus in production of heterologous anti-rabies immunoglobulin. The study testifies of applicability of the transferred Vero cell culture as a substrate for rabies antigen preparation. In addition to this, specified are the advantages of the rabies cultural antigen usage over the organ-tissue one at the stage of hyper-immune serum production

There was a clinical efficiency analysis with combination of physio and reflexotherapy methods and apparatus biocontrol in a complex approach of recover correction of vegetative disfunctions among military people at the age from 22 to 55. Control of apparatus biocontrol course efficiency followed on dynamic of clinical symptoms, electrocardiogram indexes, general and biochemical blood analysis, reflex diagnostics data according to the methodic of vegetative resonant testing and questionnaires characterizing condition of psycho emotional sphere (SAN, test of SpilbergβKhanin).There was a determination of general non specific adaptation reaction with using GarkaviβKvakinaβUkolova index.
