HACIA UNA NUEVA CONCEPCIÓN EPISTEMOLÓGICA DE LA UNIVERSIDAD VENEZOLANA EN EL MARCO DE LA MISIÓN ALMA MATER

The third millennium marks the opening of a new historical cycle for university education, the new Venezuelan university, which stands in the context of the Mission Alma Mater, based on a new conception of society, science and technology and professional is required for national and Latin American integration. This third historical cycle of the university consists of momentous changes not only in the fundamentals and principles that define the phenomenology university, but also how these have operated for so long. Therefore arises as the central axis of the article, the need for a new epistemological conception of the university. This paper presents new definitions and ways of responding to this epistemological void, specifically in the transformation of the Colleges and University Institutes of Technology in Regional Polytechnic Universities, a process that is part of the Mission Alma Mater, which constitutes the axis central to the expansion and modernization of the education system and one of the biggest challenges of the Bolivarian government for Venezuela's college education.  El tercer milenio marca la apertura de un nuevo ciclo histórico para la educación universitaria, el de la nueva universidad venezolana, que se erige en el contexto de la Misión Alma Mater, basada en una nueva concepción de la sociedad, de la ciencia y la tecnología y del profesional que se requiere para la integración nacional y latinoamericana. Este tercer ciclo histórico de la universidad, está constituido por cambios trascendentales, no solo en los fundamentos y principios que definen la fenomenología universitaria, sino también en  la forma como estos han operado durante tanto tiempo. Por ello se plantea como eje central del artículo, la necesidad de una nueva concepción epistemológica de la universidad. El artículo presenta nuevas definiciones y formas de dar respuesta a este vacío epistemológico, específicamente en el proceso de transformación de los Colegios e Institutos Universitarios de Tecnologías en Universidades Politécnicas Territoriales; proceso que forma parte de la Misión Alma Mater, que se constituye en el eje central para la ampliación y modernización  del sistema educativo y uno de los mayores retos y desafíos del gobierno Bolivariano para la educación universitaria venezolana

EL PROGRAMA NACIONAL DE FORMACIÓN EN SISTEMAS DE CALIDAD Y AMBIENTE. UNA EXPERIENCIA DE TRANSFORMACIÓN CURRICULAR EN EL MARCO DE LA NUEVA UNIVERSIDAD VENEZOLANA

The Venezuelan university before the Bolivarian Revolution was characterized by institutional behavior that essentially promoted the exclusion for income level, university management linked to capitalist bourgeois interests, outdated laws remained in force and decontextualized, in its generality, the practice of university graduates was reproductive foreign models characteristic of the capitalist system. This reality has been changing radically progressive and after the enactment of the Constitution of the Bolivarian Republic of Venezuela in 1999, the creation of the Bolivarian University, the Sucre Mission, Mission Alma Mater, the decree of Education Law, among other initiatives of the Bolivarian government. In this reality, originates the National Training Program in Quality Systems and Environment (PNFSCA) as a college project, designed for a social, political, economic and cultural different: XXI century socialism. This paper aims to present the experience of reconstruction curriculum of this training program already exists, through the joint efforts of Venezuelan and Cuban specialists in the areas of quality, environment and curriculum. As main results are, first, the determination of PNFSCA links with the Simón Bolívar National Project 2007-2013, curricular reconstruction of their goals, objectives, structure, curriculum, professional profiles and development of several programs Synoptics. Finally done, as a proposal, design and presentation of a master in the same program, aimed at teachers who administer it.La universidad venezolana antes de la Revolución Bolivariana se caracterizó por un comportamiento institucional que esencialmente promovía la exclusión para el ingreso al nivel, una gestión universitaria ligada a intereses de la burguesía capitalista, mantuvo en vigencia leyes obsoletas y descontextualizadas; en su generalidad, la práctica de los egresados universitarios era reproductora de modelos foráneos característicos del sistema capitalista. Esta realidad se ha ido transformando progresiva y radicalmente a partir de la promulgación de la Constitución de la República Bolivariana de Venezuela en 1999, la creación de la Universidad Bolivariana, la Misión Sucre, la Misión Alma Mater, el decreto de Ley Orgánica de Educación, entre otras iniciativas del gobierno Bolivariano. En esta realidad, se origina el Programa Nacional de Formación en Sistemas de Calidad y Ambiente (PNFSCA) como proyecto de educación universitaria, ideado para un contexto social, político, económico y cultural diferente: el socialismo del siglo XXI. Este trabajo tiene como objetivo presentar la experiencia de reconstrucción curricular de este programa formativo ya existente, a través del trabajo conjunto entre especialistas venezolanos y cubanos, en las áreas de calidad y ambiente y en currículo. Como resultados fundamentales están, en primer lugar, la determinación de los vínculos del PNFSCA con el Proyecto Nacional Simón Bolívar 2007-2013, la reconstrucción curricular de sus objetivos, finalidades, su estructura curricular, perfiles profesionales y elaboración de varios programas sinópticos. Por último se hace, a manera de propuesta, el diseño y presentación de una maestría en el mismo programa, dirigida a los profesores que lo administran
