    Utah Multihazards Planning Demonstration Project - A Case Study Report

    This report is intended to describe, document, and evaluate the approach used in the Utah Multihazards Mitigation Project (UMP) which culminated in the Utah Plan, and to make that project experience available for use by other State and local governments throughout the nation. The report summarizes the planning and decision-making process followed, describes the specific mitigation measures identified, and assesses the transferability of the Utah approach and requirements for its replication by other State and local governments

    [EN] There is ample recognition of the risk inherent in our very existence and modes of social organization, with a reasonable expectation that implementing risk governance will result in enhanced resilience as a society. Despite this, risk governance is not a mainstream approach in the infrastructure sector, regardless of the increasing number of peer-reviewed published conceptualizations, mature procedures to support its application, or public calls to cope with systemic risks in our modern societies. This paper aims to offer a different view on the issue of risk governance, with focus in the analysis of the root causes of its relatively low degree of implementation in the infrastructure sector. We later analyze the impact of such essential causes, which we have grouped and labeled as the ontology, the concerns, the anathemas, and the forgotten, in the specific field of large dams. However, their combined efforts at times are not sufficient to effectively address the direct results of the most serious events. These situations call for Federal assistance. The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), 42 U.S.C. section 5121-5207, authorizes the President to provide Federal assistance to supplement State, Tribal, and local efforts. The Federal Emergency Management Agency (FEMA), a component of the Department of Homeland Security, coordinates the delivery of assistance under the law and provides grants through the Public Assistance Program to help with the extraordinary costs for response and infrastructure recovery. This Handbook explains how applicants can obtain help through the Public Assistance Program.
