ЗАКОНОДАВЧЕ ЗАБЕЗПЕЧЕННЯ ДЕРЖАВНОГО УПРАВЛІННЯ ПОТЕНЦІАЛОМ РОЗВИТКУ СФЕРИ ПОСЛУГ ЯК ЕЛЕМЕНТ СОЦІАЛЬНО-ЕКОНОМІЧНИХ ТРАНСФОРМАЦІЙ

The paper investigates problems of the formation of the efficient system of the public management of development potential in the service sector in modern social and economic conditions. In the article authors analyze normative maintenance of the sphere of services, which was carried out, its specificity and peculiarities of development were determined, peculiarities of the use of development potential in the sphere of rendering services were determined. The results of the analysis determined the priorities of the implementation of European standards of development for improving the functioning of the national service sector. Authors also treats social and economic effect from application of the service sector development standards which corresponds to the requests of European Union. It suggests future directions of the improvement of normative and legal support of public management of development potential of service sector and also defines ways of bringing it into line with the European standards. A comparative analysis of the regulatory framework of Ukraine and the EU in the field of service sector development was conducted. The socio-economic role of introduction of European standards in the system of legislative regulation and public administration has been determined. Recommendations on implementation of legislation in accordance with socio-economic information and reforms in the Ukrainian system of public administration are given.Исследованы проблемы построения эффективной системы государственного управления потенциалом развития сферы обслуживания в современных социально-экономических условиях. Определен социально-экономический эффект от внедрения стандартов развития сферы обслуживания. Предложены пути усовершенствования нормативно-правового обеспечения государственного управления потенциалом развития сферы услуг и приведения ее в соответствие к европейским стандартам.Досліджено проблеми побудови ефективної системи державного управління потенціалом розвитку у сфері обслуговування в сучасних соціально-економічних умовах. Визначено соціально-економічний ефект від запровадження стандартів розвитку сфери обслуговування, що відповідають вимогам ЄС. Запропоновано шляхи удосконалення нормативно-правового забезпечення державного управління потенціалом розвитку сфери послуг і приведення його у відповідність до європейських стандартів
