    Purpose: the aim of the work is to study the risks of innovative development of regions and industries, develop systemic risk management models in the formation and implementation of innovative development programs in the region.Methods: the work used general scientific methods and approaches to research, such as analysis, comparison, generalization, optimization methods. Methodological approaches of risk management models include concepts, approaches aimed at the problems of risk management in the formation and implementation of regional innovative development programs, studied in domestic and foreign literature; mathematical apparatus of dichotomous and network programming.Results: the article provides a methodological justification and description of the criteria aspects of managing such tasks, risk analysis, develops a theory of project risks of a complex of innovative development programs for regions, presents models for assessing complex risk of a program, gives a statement of the problem of risk management and the formation of multi-purpose programs taking into account complex risks, as well as limitations for financing medium-risk and high-risk programs, algorithms for solving the risk management problem by dichotomous methods and networks are presented of programming.     Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches).Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study.Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed.Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents.     System Models of Risk Management in the Formation of Programs of Innovative Development of the Region

    Purpose: the aim of the work is to study the risks of innovative development of regions and industries, develop systemic risk management models in the formation and implementation of innovative development programs in the region.Methods: the work used general scientific methods and approaches to research, such as analysis, comparison, generalization, optimization methods. Methodological approaches of risk management models include concepts, approaches aimed at the problems of risk management in the formation and implementation of regional innovative development programs, studied in domestic and foreign literature; mathematical apparatus of dichotomous and network programming.Results: the article provides a methodological justification and description of the criteria aspects of managing such tasks, risk analysis, develops a theory of project risks of a complex of innovative development programs for regions, presents models for assessing complex risk of a program, gives a statement of the problem of risk management and the formation of multi-purpose programs taking into account complex risks, as well as limitations for financing medium-risk and high-risk programs, algorithms for solving the risk management problem by dichotomous methods and networks are presented of programming. The transition from program-targeted management to integrated (joint system use of the project and scenario approaches) was completed, which allowed us to consider them holistically, form a complex of projects–programs, apply risk management mechanisms based on qualitative assessments and propose quantitative models for managing project and program risks of a program complex.Conclusions and Relevance: the proposed approach can be used in the formation and implementation of many program-targeted documents of the state and regional level with the transition to project management, as a tool for analysis and accounting of risks

    Integrated Management of Innovative Development of the Region on the basis of Scenariated Approach

    Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches).Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study.Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed.Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents. The cybernetic model of the region's innovative development management system allows making a transition to using an integral approach of sharing scenario and project management in system modeling of the formation and implementation of IRR programs and effectively selecting management solutions for the further implementation of development programs (projects)

    Mobile-Learning Platform for the Development of Entrepreneurial Competences of the Students

    The aim of the study was to determine the effectiveness of using a mobile learning platform for students’ entrepreneurial competence improvement. The platform was implemented by the Russian State Vocational Pedagogical University and the Financial University under the Government of the Russian Federation. It allowed users to publish assignments, exchange ideas, generate photo and video content, demonstrate creative developments, and receive feedback. The research process enrolled 70 experimental group students, 25 control group students, 2 instructors, and 2 administrators from the considered educational institutions, as well as 3 practitioners invited to review projects. As a result of this examination (Cronbach’s alpha ranged from 0.678 to 0.714), it was noted that 41.4% of all research participants rather agreed that the experiment goals were accomplished and noted personal progress in mastering entrepreneurial competences, whereas 53.4% agreed unequivocally that the experiment was fully successful. Analysis of entrepreneurial competences and deviations from repeated competence evaluations before and after the experiment revealed that the experimental group was marked with notable progress (F (1.32) 2 = 42.26, p = 0.00, ?p = 0.56). Average entrepreneurial competence assessment results for this group were slightly higher than those for control – they constituted 4.5 points against 4.0. Research findings are believed to be universal and interesting to educators and administrative staff of educational institutions or those involved in creating and conducting entrepreneurship training courses.
