Uno de los temas mĂĄs fascinantes del presente debate acerca del papel del Estado en las relaciones internacionales estĂĄ representada por el concepto de la seguridad humana. Este concepto fue introducido por primera vez en el Informe sobre Desarrollo Humano publicado por el UNDP en 1994 como uno de los cinco pilares de un nuevo âorden mundial centrado en las personasâ. En mi intervenciĂłn voy a presentar los rasgos sobresalientes de las teorĂas de la seguridad humana y la gestiĂłn de la seguridad que operan sobre la base de las propuestas de la seguridad global en los documentos oficiales de la ONU, el UNDP y la OSCE, a fin de interpretar la seguridad humana como parte de un contexto mĂĄs amplio de la gubernamentalidad neoliberal colocando tanto individuos y colectividades âen el trabajoâ en una bĂşsqueda de una auto-gobernanza econĂłmica.One of the more fascinating themes of the present debate about the role of the State in international relations is represented by the concept of human security. This concept was first introduced in the Human Development Report published in 1994 by the UNDP as one of the five pillars of a new âpeople-centred world orderâ. In my contribution I will present the salient traits of theories of human security and security governance that operate on the foundation of proposals for global security in the official documents by UN, UNDP, OSCE in order to interprete human security as a part of a wider neo-liberal governmentality, putting both individuals and collectivities âat workâ in a search for an economic self-governance
Human Development Index for Rural Andhra Pradesh
The method used to measure Human Development are reviewed in order to measure Human Development Index for rural AP by considering indicators such as economic attainment, longevity and education. Using UNDP method to estimate Human Development Index, which is predominantly normative approach to club different indicators by giving weights. The estimates are worked out with and without considering inequalities in economic attainment indicator. IAMR survey data for year 2001 is used for this study. However, for making comparison over time, data and analysis undertaken in other study is also used. In other methods, primarily for the analysis of data for year 2001, inequalities in all indicators were taken into consideration to measure Human Development using both UNDP and Principal Component Analysis. The comparison of results show that there has been only marginal improvement in Human development during the 1990s in rural AP considering only inequality in economic indicator using UNDP method. However, the results may differ significantly in case inequalities in all the variables are taken into account and depending upon the methodology used as is demonstrated by analysis of data for year 2001. But unfortunately comparison of analysis over time using the modified approach was not possible due to lack of detailed data for other years.Human Development, Principal Component Analysis, UNDP, Andhra Pradesh

Methodological Developments in Human Development Literature
The present paper is a review of methodological advancements in human development literature starting from 1990 till date. While highlighting the contribution of UNDP to the concept of human development and construction of HDI it mentions that the introduced concept and method of measurement is a huge qualitative improvement over the earlier concept of growth and per capita GDP measurement. Although the human development report started with a poor methodology, thanks to the galaxy of scholars for their untiring efforts and invaluable contributions in the successive years that enabled UNDP in refining its methodology to a large extent. Improving human development: a long-run view.
The pessimistic flavour of the Human Development Reports appears to be in contradiction with their own numbers as developing countries fare comparatively better in human development than in per capita GDP terms. This paper attempts to bridge this gap by providing a new, âimprovedâ human development index (IHDI), informed by welfare economics. The IHDI is presented here alongside the United Nations Development Programmeâs (UNDP) HDI for the world and its main regions since the late 19th century. Social dimensions in the IHDI are derived, following Kakwani (Journal of Development Economics 41 (1993), pp. 307â336), with a convex achievement function, whereas a geometric average is employed to combine its dimensions (longevity, knowledge and income). Thus, the IHDI does not conceal the gap between rich and poor countries and casts a much less optimistic view than the conventional UNDP index, while it fits with the UNDP concern for international differences. This report presents an independent country level evaluation conducted by the UNDP Evaluation Office in 2010. The evaluation examines the strategic relevance and positioning of UNDP support and contributions to the development of Lao PDR under the present UNDP country programme 2007-2011. The report assesses the results of UNDP interventions under various thematic areas and makes forward-looking recommendations for the next country programme starting in 2012
