    WHY DOES TRANSMISSION LICENSEE SHOULD HAVE BULK SUPPLY TRANSACTION ACCOUNT IN VERTICALLY INTEGRATED UTILITY IN MONOPOLISTIC ELECTRICITY MARKET OF SRI LANKA

    Sri Lanka has monopolistic electricity market dominated by Ceylon Electricity Board (CEB) in all three aspects of electricity i.e. Generation, transmission and distribution. The Public Utilities Commission of Sri Lanka (PUCSL) is the regulatory authority for the electricity sector. PUCSL has informed CEB for establishment of an effective and transparent mechanism to carry out Bulk Supply Transaction Account (BSTA) for implementation of a transparent Tariff Regime. However still CEB has not agreed to establish the BSTA. Since this is an issue where both parties are arguing advantages and disadvantages it was studied qualitatively to figure out the reasons and solution. Hence the objective of the study is to reason out the importance of BSTA and to identify the obstacles of establishing BSTA. We interviewed Director General PUCSL, Transmission Licensee and Distribution licensees of CEB, Lanka electricity Company officials, Donor Agencies and independent experts. It was revealed that the reasons highlighted by the advantages of having BSTA are improvement of efficiency, monitoring by the management on functions and sound financial situation of utility and the counter arguments made by Senior officials of CEB are at present CEB has separate accounting system for transactions, threat of unbundling, no legal provision to do it. However, under the existing legal framework there is no requirement to establish separate physical bank accounts for each licensee of CEB, considering the reasons explained by both parties it can be concluded that implementation of BSTA is important to improve the effective and transparent financial system in the CEB. But it is necessary to have clear legal provisions. However, BSTA is an integral part of tariff methodology. Hence it is necessary to have good tariff methodology for the sector to ensure the financial viability of the utilities

    This paper discussed the two cases of the regulatory decisions of the electricity sector regulator of Sri Lanka on renewable energy tariff calculation and approval of long term generation Expansion plan. The objectives of the analysis of the case studies are to examine how does utility can react on the regulatory decisions in the monopolistic market and whether it leads to a situation of Indirect Regulatory Capture. The regulatory process is examined from the perspective of various interest groups over the time, using Public Interest theory and Interest Group theory. The two cases are shown to have been strongly influenced by the interests of the different stakeholders of the electricity sector themselves, indicating a degree of 'regulatory capture'. The relationship of the utility and the regulator has been increasingly challenged by external pressures, interests of the stakeholders, and by, the level of resistance of the monopolistic utility. The paper concludes that in the monopolistic electricity market regulators decision can be reversed if the Utility is strong enough to resist the regulators decision if not favorable for the public or the utilities’ interest

    Hydro-Meteorological Disaster Incidents and Associated Weather Systems in Sri Lanka

    This paper presents a comprehensive seasonal analysis of disaster incidents with their associated weather systems happened in Sri Lanka since 1907 to 2019. Disaster incidents and weather records were collected from different reliable sources and analysed with the observed weather systems to understand the formation and development of the weather systems. According to the observations, frequent hydro-meteorological hazards experienced by the country are extreme winds, floods, and landslides. The seasonal analysis shows that majority of these hydro-meteorological disasters have occurred during the southwest monsoon, where the weather was mainly dominated by the monsoon winds entering from the southwest of Sri Lanka which creates torrential rainfall mainly in the wet zone of the country. The frequency of formation of depression and deep depression, from 1907 to 2019 shows that most of these are formed in the Bay of Bengal (BoB), North Indian Ocean, from October to January while having the highest frequency in November followed by December. The study will help to understand the possible damages, and thereby help the community to be prepared for such future hazards. The need for a central platform for generating timely impact-based warnings and helping the community to act was also identified. Further, the census block can be suggested as the smallest; Micro-Geographic Incident Response Unit (MG-IRU) to grant the decision-making power and connect the institution and community in the disaster risk management process.</p

    Efficiency of the Sri Lankan Stock Market during the COVID 19 Period

    The study looks into how the COVID 19 affects the Sri Lankan stock market. The purpose of this study is to determine if the COVID 19 Pandemic has made the Sri Lankan stock market more efficient or inefficient. The study employed secondary data in the form of time series for a six-month period commencing September 2nd, 2019 and concluding March 31st, 2020. The pre-COVID period runs from September 2nd to December 31st, 2019, while the COVID period runs from January 1st to March 31st, 2020. The study's findings indicated that the Sri Lankan stock market became more inefficient after COVID 19

    Unusual Thermodynamics on the Fuzzy 2-Sphere

    Higher spin Dirac operators on both the continuum sphere(S2S^2) and its fuzzy analog(SF2S^2_F) come paired with anticommuting chirality operators. A consequence of this is seen in the fermion-like spectrum of these operators which is especially true even for the case of integer-spin Dirac operators. Motivated by this feature of the spectrum of a spin 1 Dirac operator on SF2S_F^2, we assume the spin 1 particles obey Fermi-Dirac statistics. This choice is inspite of the lack of a well defined spin-statistics relation on a compact surface such as S2S^2. The specific heats are computed in the cases of the spin 12\frac{1}{2} and spin 1 Dirac operators. Remarkably the specific heat for a system of spin 12\frac{1}{2} particles is more than that of the spin 1 case, though the number of degrees of freedom is more in the case of spin 1 particles. The reason for this is inferred through a study of the spectrums of the Dirac operators in both the cases. The zero modes of the spin 1 Dirac operator is studied as a function of the cut-off angular momentum LL and is found to follow a simple power law. This number is such that the number of states with positive energy for the spin 1 and spin 12\frac{1}{2} system become comparable. Remarks are made about the spectrums of higher spin Dirac operators as well through a study of their zero-modes and the variation of their spectrum with degeneracy. The mean energy as a function of temperature is studied in both the spin 12\frac{1}{2} and spin 1 cases.     High dietary diversity is associated with obesity in Sri Lankan adults: An evaluation of three dietary scores.

    Background: Dietary diversity is recognized as a key element of a high quality diet. However, diets that offer a greater variety of energy-dense foods could increase food intake and body weight. The aim of this study was to explore association of diet diversity with obesity in Sri Lankan adults. Methods: Six hundred adults aged > 18 years were randomly selected by using multi-stage stratified sample. Dietary intake assessment was undertaken by a 24 hour dietary recall. Three dietary scores, Dietary Diversity Score (DDS), Dietary Diversity Score with Portions (DDSP) and Food Variety Score (FVS) were calculated. Body mass index (BMI) ≥ 25 kg.m−2 is defined as obese and Asian waist circumference cut-offs were used diagnosed abdominal obesity. Results: Mean of DDS for men and women were 6.23 and 6.50 (p=0.06), while DDSP was 3.26 and 3.17 respectively (p=0.24). FVS values were significantly different between men and women 9.55 and 10.24 (p=0.002). Dietary diversity among Sri Lankan adults was significantly associated with gender, residency, ethnicity, education level but not with diabetes status. As dietary scores increased, the percentage consumption was increased in most of food groups except starches. Obese and abdominal obese adults had the highest DDS compared to non-obese groups (p<0.05). With increased dietary diversity the level of BMI, waist circumference and energy consumption was significantly increased in this population. Conclusion: Our data suggests that dietary diversity is positively associated with several socio-demographic characteristics and obesity among Sri Lankan adults. Although high dietary diversity is widely recommended, public health messages should emphasize to improve dietary diversity in selective food items

    Genera of phytopathogenic fungi: GOPHY 1

    Genera of Phytopathogenic Fungi (GOPHY) is introduced as a new series of publications in order to provide a stable platform for the taxonomy of phytopathogenic fungi. This first paper focuses on 21 genera of phytopathogenic fungi: Bipolaris, Boeremia, Calonectria, Ceratocystis, Cladosporium, Colletotrichum, Coniella, Curvularia, Monilinia, Neofabraea, Neofusicoccum, Pilidium, Pleiochaeta, Plenodomus, Protostegia, Pseudopyricularia, Puccinia, Saccharata, Thyrostroma, Venturia and Wilsonomyces. For each genus, a morphological description and information about its pathology, distribution, hosts and disease symptoms are provided. In addition, this information is linked to primary and secondary DNA barcodes of the presently accepted species, and relevant literature. Moreover, several novelties are introduced, i.e. new genera, species and combinations, and neo-, lecto- and epitypes designated to provide a stable taxonomy.     Fusariosis in haematological malignancy – the skin is the clue… Experiences from the National Cancer Institute of Sri Lanka: a case report

    We present two patients with haematological malignancies who developed skin lesions while neutropaenic and were subsequently diagnosed as having fusariosis. Although fusariosis is not as common as other fungal infections such as aspergillosis and candidiasis, it has to be considered in the diagnosis of immunocompromised patients who present with skin manifestations. Awareness of fusariosis, and early diagnosis and appropriate treatment is essential to reduce mortality. </p
