Gatekeepers changing consumers' behaviour in energy consumption

Changing people's behaviour and reducing energy consumption has proved to be more difficult than attitudes or technical possibilities would imply. In this paper we discuss how to intervene the individual decisions that significantly determine energy consumption. When analysing energy-relevant decisions, we have noticed that the scale of energy-relevant decisions varies greatly in accordance with the situation of life. There are once-in-a-lifetime decisions (e.g. choosing the family home) that set the energy consumption, at a relatively fixed level, for years to come

Administrators' report

On 22 December 2010, Minister of Housing Jan Vapaavuori invited Kaj Hedvall, Doctor of Science (Econ), Tuuli Kaskinen, Master of Science (Econ), and Matias Johansson, Master of Arts (M.A.) to form a committee of enquiry, with the task of exploring the current status of residential property housing management and obstacles preventing development in the field. The committee was also tasked with proposing development measures based on its report. This report makes the focal observation that the field of housing management is affected by challenges very similar to those faced by other property sector services: building a genuine customer relationship is difficult, quality service is not differentiated from low grade service, and pricing principles are unclear. Other important development areas covered include the development of customer relationships, improving the comparability of prices and services, reorganising housing management tasks, and networking. The report also examines the prospects of expanding the rather minor role of housing managers in order to improve energy efficiency, and questions pertaining to education. Asuntoministeri Jan Vapaavuori kutsui 22.12.2010 KTT Kaj Hedvallin, KTM Tuuli Kaskisen ja FM Matias Johanssonin selvitysryhmäksi, jonka tehtävänä oli selvittää erityisesti asuinkiinteistöjen isännöinnin nykytilanne sekä toimialan kehittymiseen liittyvät esteet ja tehdä selvitystyön perusteella ehdotukset kehittämistoimenpiteistä. Selvityksen keskeisenä havaintona on, että isännöinnin toimialaan vaikuttavat hyvin samantyyppiset haasteet kuin kiinteistöalan muihinkin palveluihin: aidon asiakassuhteen rakentaminen on hankalaa, laadukas palvelu ei erotu huonolaatuisesta ja hinnoitteluperusteet ovat epäselvät. Muita tärkeitä selvityksessä käsiteltyjä kehitysalueita ovat asiakassuhteen kehittäminen, hintojen ja palveluiden vertailtavuuden parantaminen ja isännöinnin tehtävien uudelleenjärjestely sekä verkostoituminen. Selvityksessä käsitellään myös isännöitsijän melko vähäisen roolin vahvistamista energiatehokkuuden parantamisessa sekä koulutukseen liittyviä kysymyksiä. Selvityksen keskeiset tulokset on tiivistetty yhdeksään väitteeseen, väitteisiin liittyviin havaintoihin ja tehtäviin
