In the process of building and maintaining houses, residents as individuals and social human beings depend on their respective interests for improving their dwellings. The strength of tradition supports the element of stability from one generation to another. It indicates that there are groups of people whose traditions will generally be passed on to the next generation. Tradition is still maintained when utilizing the home as a Home-based Enterprise (HBE). HBE developments are based on a family’s economic growth rate and also consider their household needs. In homogeneous houses, it appears that there is vernacular activity in building or repairing homes. As an example, in the case of HBEs, housing activities are maintained during the process of urban growth. Houses need to be expanded according to the needs of households and business activities within a limited urban area. In this research the pattern of house development based on vernacular HBEs, encompassing both living activities and business activities, has been investigated

This will create an inclusive, tough, prosperous economic environment and maximize the benefits of agglomeration. Sustainable urban rural development remains one of the most pressing global challenges of the twenty-first century. Central and local governments and their partners should pay greater attention to one another and work together to build on a more harmonious, fair, inclusive and environmentally sustainable planned environment at the urban-rural scale. According to the UN-HABITAT Global Activity Report 2015, the world has experienced rapid urbanization. In 2008, the urban population exceeded the rural population. By 2050, it is expected that two thirds of the world's population will live in urban areas. With more than half of humanity living in cities, it is estimated that urban areas account for 70% of the world's gross domestic product and therefore have led to economic growth and prosperity (UN-HABITAT, 2015)

The design of an environment can affect the quality of any habitable space that humans can live in with a sense of security and comfort. Malang is one of the most developed cities in Indonesia faced with high population and building density problems, where floods and fires are a major threat. This requires a solution that involves planning and physical structuring studies in order to produce a concept of safe urban settlements to improve the safety of city environment toward fire-related disasters. This will also includes planning for evacuation routes, safety facilities and emergency measures within building requirements. It is expected that the concept of fire-responsive settlements will be obtained by using safety-based urban design elements. The method was carried out by conducting an analysis of observing the existing physical conditions by considering socio-cultural, psychological, behavior, and safety aspects. The result of this study will be in the form of design criterias and concepts for residential areas. Furthermore, the concept can be used to support disaster mitigation efforts, reduce fire vulnerability, and increase preparedness to disasters
