Justifications for the Probation Sanction Among Residents of Virginia--Cool or Un-Cool?
Perhaps as evidence of a growing cultural gap between our students and ourselves, one of the authors was recently amused when a student asked whether probation was a cool sanction. In this study, we begin an investigation into how cool the probation sanction is in the eyes of residents of the Commonwealth of Virginia. Specifically, we use data from a telephone survey of 840 registered voters to explore three questions. First, how often would they recommend the probation sanction in comparison to other sanctions? Second, how do they justify the sanction relative to justifications for other sanctions? Finally, are their justifications and sentencing recommendations consistent across crimes? We address these questions in this study to see whether the sanction is cool or uncool. 'Baumol's Diseases': The Case of Switzerland
Nordhaus (2008) has developed a testing strategy for what he calls Baumol's diseases, by which name he designates a number of by-products of structural change that are unwanted from an economic policy perspective. He finds that the U.S. economy is strongly affected by the diseases. This paper applies Nordhaus's testing methodology to Swiss data. The results suggest that - unlike the U.S. - Switzerland is not affected by the most serious of the diseases, namely the negative impact of structural change on economic growth

Modeling the Behavior of Optical Elements in Radiation Environments
Calculation of heating caused by the deposition of x-rays in thin film optical elements is complicated because the mean free path of photo and autoionization electrons is comparable to the thin film thickness and thus the electron deposition cannot be considered local. This paper describes the modeling in a 1-D code of: (a) x-ray deposition and transport; (b) electron production, deposition and transport; and (c) thermal conduction and transport. X-ray transport is handled by multigroup discrete ordinates, electron transport is done by the method of characteristics, applied to the two term spherical harmonics expansion approximation (P1) to the Spencer-Lewis transport equation, and thermal transport is computed by a simple Richardson extrapolation of a backward Euler solution to the heat conduction equations. Rice Galaxy: An open resource for plant science
Background: Rice molecular genetics, breeding, genetic diversity, and allied research (such as rice-pathogen interaction) have adopted sequencing technologies and high-density genotyping platforms for genome variation analysis and gene discovery. Germplasm collections representing rice diversity, improved varieties, and elite breeding materials are accessible through rice gene banks for use in research and breeding, with many having genome sequences and high-density genotype data available. Combining phenotypic and genotypic information on these accessions enables genome-wide association analysis, which is driving quantitative trait loci discovery and molecular marker development. Comparative sequence analyses across quantitative trait loci regions facilitate the discovery of novel alleles. Analyses involving DNA sequences and large genotyping matrices for thousands of samples, however, pose a challenge to non−computer savvy rice researchers. Findings: The Rice Galaxy resource has shared datasets that include high-density genotypes from the 3,000 Rice Genomes project and sequences with corresponding annotations from 9 published rice genomes. The Rice Galaxy web server and deployment installer includes tools for designing single-nucleotide polymorphism assays, analyzing genome-wide association studies, population diversity, rice−bacterial pathogen diagnostics, and a suite of published genomic prediction methods. A prototype Rice Galaxy compliant to Open Access, Open Data, and Findable, Accessible, Interoperable, and Reproducible principles is also presented. Conclusions: Rice Galaxy is a freely available resource that empowers the plant research community to perform state-of-the-art analyses and utilize publicly available big datasets for both fundamental and applied science
Microscopic theory of quadrupolar ordering in TmTe
We have calculated the crystal electric field of TmTe (T>T_Q) and have
obtained that the ground state of a Tm 4f hole is the doublet in
agreement with Mossbauer experiments. We study the quadrupole interactions
arising from quantum transitions of 4f holes of Tm. An effective attraction is
found at the L point of the Brillouin zone, . Assuming that the
quadrupolar condensation involves a single arm of we show that
there are two variants for quadrupole ordering which are described by the space
groups C2/c and C2/m. The Landau free energy is derived in mean-field theory.
The phase transition is of second order. The corresponding quadrupole order
parameters are combinations of and components. The obtained
domain structure is in agreement with observations from neutron diffraction
studies for TmTe. Calculated lattice distortions are found to be different for
the two variants of quadrupole ordering. We suggest to measure lattice
