    Immigrant Participation in the Welfare System

    This paper presents an empirical analysis of immigrant participation in the welfare system using the 1970 and 1980 U.S. Censuses. The availability of two cross-sections allows for identification of cohort and assimilation effects. The data indicate that recent immigrant cohorts use the welfare system more intensively than earlier cohorts. In addition, the longer an immigrant household has been in the United States, the more likely it is to receive welfare. The analysis also suggests that a single factor, the changing national origin mix of the immigrant flow, accounts for much of the increase in welfare participation rates across successive immigrant waves.

    The Complexity of Immigrant Generations: Implications for Assessing the Socioeconomic Integration of Hispanics and Asians

    Much of the socioeconomic mobility achieved by U.S. immigrant families takes place across rather than within generations. When assessing the long-term integration of immigrants, it is therefore important to analyze differences not just between the foreign-born and U.S-born, but also across generations of the U.S.-born. Because of data limitations, however, virtually all studies of the later- generation descendants of immigrants rely on subjective measures of ethnic self-identification rather than arguably more objective measures based on the countries of birth of the respondent and his ancestors. In this context, biases can arise from “ethnic attrition†(e.g., U.S.-born individuals who do not self-identify as Hispanic despite having ancestors who were immigrants from a Spanish-speaking country). Analyzing 1994- 2010 data from the Current Population Survey (CPS), we present evidence that such ethnic attrition is sizeable and selective for the second- and third-generation populations of key Hispanic and Asian immigrant groups. In addition, our results suggest that ethnic attrition generates measurement biases that vary across national origin groups in direction as well as magnitude, and that correcting for these biases is likely to raise the socioeconomic standing of the U.S.-born descendants of most Hispanic immigrants relative to their Asian counterparts. Finally, although changes to the CPS Hispanic origin and race questions adopted in 2003 have substantially lowered attrition rates for second- and third- generation Hispanics and Asians, ethnic attrition remains a significant issue even with the improved questionnaire.

    Ethnic Identification, Intermarriage, and Unmeasured Progress by Mexican Americans

    Using Census and CPS data, we show that U.S.-born Mexican Americans who marry non-Mexicans are substantially more educated and English proficient, on average, than are Mexican Americans who marry co-ethnics (whether they be Mexican Americans or Mexican immigrants). In addition, the non-Mexican spouses of intermarried Mexican Americans possess relatively high levels of schooling and English proficiency, compared to the spouses of endogamously married Mexican Americans. The human capital selectivity of Mexican intermarriage generates corresponding differences in the employment and earnings of Mexican Americans and their spouses. Moreover, the children of intermarried Mexican Americans are much less likely to be identified as Mexican than are the children of endogamous Mexican marriages. These forces combine to produce strong negative correlations between the education, English proficiency, employment, and earnings of Mexican-American parents and the chances that their children retain a Mexican ethnicity. Such findings raise the possibility that selective ethnic %u201Cattrition%u201D might bias observed measures of intergenerational progress for Mexican Americans.

    Self-Selection and Internal Migration in the United States

    Within the conceptual framework of the Roy model, this paper provides an empirical analysis of internal migration flows using data from the National Longitudinal Surveys of Youth. The theoretical approach highlights regional differences in the returns to skills: regions that pay higher returns to skills attract more skilled workers than regions that pay lower returns. Our empirical results suggest that interstate differences in the returns to skills are a major determinant of both the size and skill composition of internal migration flows. Persons whose skills are most mismatched with the reward structure offered by their current state of residence are the persons most likely to leave that state. and these persons tend to relocate in states which offer higher rewards for their particular skills.

    The Skills of Female Immigrants to Australia, Canada, and the United States

    Census data for 1990/91 indicate that Australian and Canadian female immigrants appear to have higher levels of English fluency, education, and income (relative to natives) than do U.S. female immigrants. This skill deficit for U.S. female immigrants arises in large part because the United States receives a much larger share of immigrants from Latin America than do the other two countries. However, even among women originating outside Latin America, the proportion of foreign-born women in the United States who are fluent in English is much lower than among foreign-born women in Australia. Furthermore, immigrant/native education gaps are reduced but not eliminated by the exclusion of Latin American women from the analysis. In contrast, other evidence for men suggests that the gap in observed skills among male immigrants to the United States is completely eliminated when Latin American immigrants are excluded from the estimation sample (Borjas, 1993; Antecol, et al., 2001). The importance of national origin and the general consistency in the results for men (who are routinely subjected to the selection criteria of various immigration programs) and women (who are not) suggests that many factors other than immigration policy per se are at work in producing skill variation among these three immigration streams.

    The sorting of G protein-coupled receptors (GPCRs) to lysosomes is critical for proper signaling and cellular responses. We previously showed that the adaptor protein ALIX regulates lysosomal degradation of protease-activated receptor-1 (PAR1), a GPCR for thrombin, independent of ubiquitin-binding ESCRTs and receptor ubiquitination. However, the mechanisms that regulate ALIX function during PAR1 lysosomal sorting are not known. Here we show that the mammalian α-arrestin arrestin domain-containing protein-3 (ARRDC3) regulates ALIX function in GPCR sorting via ubiquitination. ARRDC3 colocalizes with ALIX and is required for PAR1 sorting at late endosomes and degradation. Depletion of ARRDC3 by small interfering RNA disrupts ALIX interaction with activated PAR1 and the CHMP4B ESCRT-III subunit, suggesting that ARRDC3 regulates ALIX activity. We found that ARRDC3 is required for ALIX ubiquitination induced by activation of PAR1. A screen of nine mammalian NEDD4-family E3 ubiquitin ligases revealed a critical role for WWP2. WWP2 interacts with ARRDC3 and not ALIX. Depletion of WWP2 inhibited ALIX ubiquitination and blocked ALIX interaction with activated PAR1 and CHMP4B. These findings demonstrate a new role for the α-arrestin ARRDC3 and the E3 ubiquitin ligase WWP2 in regulation of ALIX ubiquitination and lysosomal sorting of GPCRs

    The Radio Jet Associated with the Multiple V380 Ori System

    The giant Herbig-Haro object 222 extends over \sim6' in the plane of the sky, with a bow shock morphology. The identification of its exciting source has remained uncertain over the years. A non-thermal radio source located at the core of the shock structure was proposed to be the exciting source. However, Very Large Array studies showed that the radio source has a clear morphology of radio galaxy and a lack of flux variations or proper motions, favoring an extragalactic origin. Recently, an optical-IR study proposed that this giant HH object is driven by the multiple stellar system V380 Ori, located about 23' to the SE of HH 222. The exciting sources of HH systems are usually detected as weak free-free emitters at centimeter wavelengths. Here we report the detection of an elongated radio source associated with the Herbig Be star or with its close infrared companion in the multiple V380 Ori system. This radio source has the characteristics of a thermal radio jet and is aligned with the direction of the giant outflow defined by HH~222 and its suggested counterpart to the SE, HH~1041. We propose that this radio jet traces the origin of the large scale HH outflow. Assuming that the jet arises from the Herbig Be star, the radio luminosity is a few times smaller than the value expected from the radio-bolometric correlation for radio jets, confirming that this is a more evolved object than those used to establish the correlation.Comment: 13 pages, 3 figure
