    Farm-gate phosphorus balances and soil phosphorus concentrations on intensive dairy farms in the south-west of Ireland

Agriculture is an important source of this P. There is concern about balancing agronomic requirements and environmental protection in regulations prescribing P management on farms. This study examined farm-gate (P) balances and soil test P (STP) concentrations on 21 dairy farms in the south west of Ireland over four years, from 2003 to 2006 inclusive. Stocking density on the farms averaged 2.4 (s.d. = 0.4) livestock units (LU) per ha. Annual mean import of P onto farms was 21.6 (1.9) kg P/ha. Fertilizer P accounted for 47% (0.041), concentrates 35% (0.060) and organic manures 18% (0.034) of imported P. The mean annual P balance per farm was 9.4 (1.2) kg/ha, ranging from –3 to 47 kg/ha and mean P use efficiency was 0.71 (0.05) ranging from 0.24 to 1.37. The mean STP per farm following extraction using Morgan’s solution was 8.15 (2.9) mg/L of soil and ranged from 4.4 (2.2) to 14.7 (6.4) mg/L. There was a positive relationship (R2 = 0.34; P < 0.01) between STP and P balance; farms with a deficit of P tended to have agronomically sub-optimal STP and vice versa. The high between- and withinfarm variation in STP indicates that farmers were either unaware or were not making efficient use of STP results, and consequently there was agronomically sub-optimal soil P status in some fields and potentially environmentally damaging excesses on others (often within one farm).     Farm-gate nitrogen balances on intensive dairy farms in the south west of Ireland

    peer-reviewedNitrogen management and farm-gate N balances were evaluated on 21 intensive dairy farms in the south west of Ireland for each of four years (2003 to 2006). The mean annual stocking density was equivalent to 202 kg/ha (s.d. 29.6) of N excreted by livestock on the farm. The mean annual farm-gate N surplus (imports – exports) declined between 2003 and 2006 (277 to 232 kg/ha, s.e. 6.8; P < 0.001) due to a decline in annual N imports (fertilizer, feed and imported manures; 335 to 288 kg/ha, s.e. 6.9; P < 0.001). Overall annual fertilizer N use on the farms decreased during the study period (266 to 223 kg/ha, s.e. 6.5; P < 0.001) mainly due to lower inputs for the first application in spring and for the production of first-cut silage. These decreases were partly offset by applying more slurry in spring for early grazing and for first-cut silage. The introduction of white clover resulted in lower N imports on four farms. Export of N from farms was unaffected by reductions in N imports. The mean efficiency of N use tended to increase over time (0.18 in 2003 to 0.20 in 2006). The large variation in quantities of fertilizer N applied on farms with similar stocking densities suggests potential for further improvements in the efficiency of N use. In terms of fertilizer N use, complying with S.I.     Fatigue load estimation for road bridges using long term WIM monitoring

    As bridges form the keystone of transport networks, their safe operation with minimal maintenance closures is paramount for efficient operation. Yearly increases in the volume of heavy traffic mean a higher number of fatigue damaging load cycles. The study utilises real traffic streams from Weigh-In-Motion (WIM) monitoring within the Swiss highway network performed continuously over a number of years. The concept of a Standard Fatigue Bridge Model (SFBM) is introduced which provides long term fatigue cycle data for road bridges based on the real traffic data. An algorithm was developed which simulates vehicle passages over a bridge model and calculates fatigue load effects using the axle positions recorded in real time. This information could serve as an identification tool for bridges within a stock where fatigue is likely to be a problem and could form part of a full bridge management framework

    Public health information in crisis-affected populations: a review of methods and their use for advocacy and action.

    Valid and timely information about various domains of public health underpins the effectiveness of humanitarian public health interventions in crises. However, obstacles including insecurity, insufficient resources and skills for data collection and analysis, and absence of validated methods combine to hamper the quantity and quality of public health information available to humanitarian responders. This paper, the second in a Series of four papers, reviews available methods to collect public health data pertaining to different domains of health and health services in crisis settings, including population size and composition, exposure to armed attacks, sexual and gender-based violence, food security and feeding practices, nutritional status, physical and mental health outcomes, public health service availability, coverage and effectiveness, and mortality. The paper also quantifies the availability of a minimal essential set of information in large armed conflict and natural disaster crises since 2010: we show that information was available and timely only in a small minority of cases. On the basis of this observation, we propose an agenda for methodological research and steps required to improve on the current use of available methods. This proposition includes setting up a dedicated interagency service for public health information and epidemiology in crises

    Variable response to phosphorus mitigation measures across the nutrient transfer continuum in a dairy grassland catchment

    peer-reviewedPhosphorus (P) loss from soils to water can be a major pressure on freshwater quality and dairy farming, with higher animal stocking rates, may lead to potentially greater nutrient source pressures. In many countries with intensive agriculture, regulation of P management aims to minimise these losses. This study examined the P transfer continuum, from source to impact, in a dairy-dominated, highly stocked, grassland catchment with free-draining soils over three years. The aim was to measure the effects of P source management and regulation on P transfer across the nutrient transfer continuum and subsequent water quality and agro-economic impacts. Reduced P source pressure was indicated by: (a) lower average farm-gate P balances (2.4 kg ha−1 yr−1), higher P use efficiencies (89%) and lower inorganic fertilizer P use (5.2 kg ha−1 yr−1) relative to previous studies; (b) almost no recorded P application during the winter closed period, when applications were prohibited, to avoid incidental transfers; and (c) decreased proportions of soils with excessive P concentrations (32–24%). Concurrently, production and profitability remained comparable with the top 10% of dairy farmers nationally with milk outputs of 14,585 l ha−1, and gross margins of € 3130 ha−1. Whilst there was some indication of a response in P delivery in surface water with declines in quick flow and interflow pathway P concentrations during the winter closed period for P application, delayed baseflows in the wetter third year resulted in elevated P concentrations for long durations and there were no clear trends of improving stream biological quality. This suggests a variable response to policy measures between P source pressure and delivery/impact where the strength of any observable trend is greater closer to the source end of the nutrient transfer continuum and a time lag occurs at the other end. Policy monitoring and assessment efforts will need to be cognisant of this

    Updating existing railway bridges based on monitoring data

    Due to the important direct and indirect costs of the intervention, more detailed examination methods based on data as obtained from monitoring is suggested. This paper reports on an ongoing study to examine the fatigue safety of one standard bridge type, i.e. riveted steel truss structure. First results show that all bridge members are safe under the various limit states. The level of stress ranges found in the truss members due to fatigue loading are low such that only two members experience fatigue damage. The bridge structure has thus significant reserves in capacity which makes a future increase in axle loads feasible
