La fonction de partition de Minc et une conjecture de Segal pour certains spectres de Thom
On construit dans cet article une résolution injective minimale dans la catégorie \U des modules instables sur l'algèbre de Steenrod modulo , de la cohomologie de certains spectres obtenus à partir de l'espace de Thom du fibré, associé à la représentation régulière réduite du groupe abélien élémentaire , au dessus de l'espace . Les termes de la résolution sont des produits tensoriels de modules de Brown-Gitler et de modules de Steinberg introduits par S. Mitchell et S. Priddy. Ces modules sont injectifs d'après J. Lannes et S. Zarati, de plus ils sont indécomposables. L'existence de cette résolution avait été conjecturée par Jean Lannes et le deuxième auteur. La principale indication soutenant cette conjecture était un résultat combinatoire de G. Andrews : la somme alternée des séries de Poincaré des modules considérées est nulle

Im Untersuchungszeitraum von Januar 1992 bis Februar 2004 wurde bei 57 frühgeborenen Kindern mit einem Geburtsgewicht bis 1500 g auf der Kinderintensivstation des Universitätsklinikum Münster der Ductus arteriosus Botalli chirurgisch verschlossen. Die Resultate der Studie zeigen, dass der Verschluss auf der Kinderintensivstation sicher und effektiv ist
Inverse velocity statistics in two dimensional turbulence
We present a numerical study of two-dimensional turbulent flows in the
enstrophy cascade regime, with different large-scale forcings and energy sinks.
In particular, we study the statistics of more-than-differentiable velocity
fluctuations by means of two recently introduced sets of statistical
estimators, namely {\it inverse statistics} and {\it second order differences}.
We show that the 2D turbulent velocity field, , cannot be simply
characterized by its spectrum behavior, . There
exists a whole set of exponents associated to the non-trivial smooth
fluctuations of the velocity field at all scales. We also present a numerical
investigation of the temporal properties of measured in different

Fast and Efficient Compressive Sensing using Structurally Random Matrices
This paper introduces a new framework of fast and efficient sensing matrices
for practical compressive sensing, called Structurally Random Matrix (SRM). In
the proposed framework, we pre-randomize a sensing signal by scrambling its
samples or flipping its sample signs and then fast-transform the randomized
samples and finally, subsample the transform coefficients as the final sensing
measurements. SRM is highly relevant for large-scale, real-time compressive
sensing applications as it has fast computation and supports block-based
processing. In addition, we can show that SRM has theoretical sensing
performance comparable with that of completely random sensing matrices.
Numerical simulation results verify the validity of the theory as well as
illustrate the promising potentials of the proposed sensing framework
Estimating the welfare loss to households from natural disasters in developing countries: a contingent valuation study of flooding in Vietnam
Background: Natural disasters have severe impacts on the health and well-being of affected households. However, we find evidence that official damage cost assessments for floods and other natural disasters in Vietnam, where households have little or no insurance, clearly underestimate the total economic damage costs of these events as they do not include the welfare loss from mortality, morbidity and reduced well-being experienced by the households affected by the floods. This should send a message to the local communities and national authorities that higher investments in flood alleviation, reduction and adaptive measures can be justified since the social benefits of these measures in terms of avoided damage costs are higher than previously thought. Methods: We pioneer the use of the contingent valuation (CV) approach of willingness-to-contribute (WTC) labour to a flood prevention program, as a measure of the welfare loss experienced by household due to a flooding event. In a face-to-face household survey of 706 households in the Quang Nam province in Central Vietnam, we applied this approach together with reported direct physical damage in order to shed light of the welfare loss experienced by the households. We asked about households’ WTC labour and multiplied their WTC person-days of labour by an estimate for their opportunity cost of time in order to estimate the welfare loss to households from the 2007 floods. Results: The results showed that this contingent valuation (CV) approach of asking about willingness-to-pay in-kind avoided the main problems associated with applying CV in developing countries. Conclusion: Thus, the CV approach of WTC labour instead of money is promising in terms of capturing the total welfare loss of natural disasters to households, and promising in terms of further application in other developing countries and for other types of natural disasters
