    The appropriateness of the selection of four issues (advanced materials development, analysis/design methods, tests of large flexible structures, and structural concepts) was evaluated. A cross-check of the issues and their relationship to the technology drivers is presented. Although all of the issues addressed numerous drivers, the advanced materials development issue impacts six out of the seven drivers and is considered to be the most crucial. The advanced materials technology development and the advanced design/analysis methods development were determined to be enabling technologies with the testing issues and development of structural concepts considered to be of great importance, although not enabling technologies. In addition, and of more general interest and criticality, the need for a Government/Industry commitment which does not now exist, was established. This commitment would call for the establishment of the required infrastructure to facilitate the development of the capabilities highlighted through the availability of resources and testbed facilities, including a national testbed in space to be in place in ten years

    The Interests of Children and the Interests of the State: Rethinking the Conflict between Child Welfare Policy and Foster Care Practice

    The social welfare literature -- whether embodied in the ideology of the profession, claimed in its social policy, substantiated through empirical research, or espoused in practice -- suggests that children should not be removed from their natural hones as a solution to economic woes or to the unavailability of social support services. This apparent convergence of ideology, policy and practice -- buttressed by social values which recognize the importance of family life -- would suggest that few children, if any, would enter foster care because of inadequate income or the absence of social services. Yet, in 1977, between one quarter and one half a million children in the United States are in foster care and most of them are children of the poor. While policy statements claim that substitute care should be a last resort, it is more often than not the only resource available to child welfare practitioners

    Rene Magritte ne conservait pas de copie de ses propres lettres ni en regle generale de celles qu'il recevait en reponse. Dans le cas present toutefois le lecteur decouvrira une correspondance complete et pleine de vie de Magritte accompagnee de lettres ou de commentaires de Harry Torczyner qui fournissent une pleine intelligence tant du contexte que de la signification des messages de l'artiste. Avec simplicite Magritte se montre aux prises avec les preoccupations de sa vie quotidienne. Par ses mots comme par ses dessins explicatifs il devoile les sentiers qu'emprunte sa creativite. Parallelement il y fait part de son constant interet pour la perception et le sort reserves a ses oeuvres de par le monde. Proche ami de Magritte durant les dix dernieres annees de la vie de l'artiste Torczyner expose dans ces pages ses souvenirs d'evenements passes et s'exprime egalement en temoin. Bien qu'ils appartinssent a des tribus differentes Magritte le peintre et Torczyner l'avocat international avaient en commun un univers mental similaire et une vive curiosite. La connexion Magritte-Torczyner etablie sur ces bases remarquables est fidelement refletee dans ce livre
