    Predator State: Corruption in a Council-Manager System–The Case of Bell, California

    This article seeks to explain recent patterns of corruption in the City of Bell, California. After reviewing the literature on municipal corruption, Progressive reform, and political participation in immigrant communities, the article examines the Bell case study. It argues that the council-manager form of government contributes to civic disengagement in California’s high-immigration cities. Insulated from civic accountability, Bell became effectively a ‘predator state’ as local officials exploited governmental power and resources for personal gain. Implications for political reform and local state- building in high immigration cities are discussed

    Doping driven structural distortion in the bilayer iridate (Sr1−x_{1-x}Lax_x)3_3Ir2_2O7_7

    Neutron single crystal diffraction and rotational anisotropy optical second harmonic generation data are presented resolving the nature of the structural distortion realized in electron-doped (Sr1−x_{1-x}Lax_x)3_3Ir2_2O7_7 with x=0.035x=0.035 and x=0.071x=0.071. Once electrons are introduced into the bilayer spin-orbit assisted Mott insulator Sr3_3Ir2_2O7_7, previous studies have identified the appearance of a low temperature structural distortion and have suggested the presence of a competing electronic instability in the phase diagram of this material. Our measurements resolve a lowering of the structural symmetry from monoclinic C2/cC2/c to monoclinic P21/cP2_1/c and the creation of two unique Ir sites within the chemical unit cell as the lattice distorts below a critical temperature TST_S. Details regarding the modifications to oxygen octahedral rotations and tilting through the transition are discussed as well as the evolution of the low temperature distorted lattice as a function of carrier substitution.Comment: 8 pages, 4 figure

    World Wind 3D Earth Viewing

    World Wind allows users to zoom from satellite altitude down to any place on Earth, leveraging high-resolution LandSat imagery and SRTM (Shuttle Radar Topography Mission) elevation data to experience Earth in visually rich 3D. In addition to Earth, World Wind can also visualize other planets, and there are already comprehensive data sets for Mars and the Earth's moon, which are as easily accessible as those of Earth. There have been more than 20 million downloads to date, and the software is being used heavily by the Department of Defense due to the code s ability to be extended and the evolution of the code courtesy of NASA and the user community. Primary features include the dynamic access to public domain imagery and its ease of use. All one needs to control World Wind is a two-button mouse. Additional guides and features can be accessed through a simplified menu. A JAVA version will be available soon. Navigation is automated with single clicks of a mouse, or by typing in any location to automatically zoom in to see it. The World Wind install package contains the necessary requirements such as the .NET runtime and managed DirectX library. World Wind can display combinations of data from a variety of sources, including Blue Marble, LandSat 7, SRTM, NASA Scientific Visualization Studio, GLOBE, and much more.
