From HORSA huts to ROSLA blocks : the school leaving age and the school building programme in England, 1943–1972
This paper examines the connections between the school building programme in England and the raising of the school leaving age (ROSLA) from 14 to 15 in 1947 and then to 16 in 1972. These two major developments were intended to help to ensure the realisation of ‘secondary education for all’ in the postwar period. The combination led in practice to severe strains in the education system as a whole, with lasting consequences for educational planning and central control. ROSLA was a key issue for the school building programme in terms of both finance and design. School building was also a significant constraint for ROSLA, which was marred by temporary expedients in building accommodation both in the 1940s with ‘HORSA huts’ and in the 1970s with ‘ROSLA blocks’, as well as by the cheap construction of new schools that soon became unfit for purpose. Together, school building needs and ROSLA helped to stimulate pressures towards centralisation of planning that were ultimately to undermine postwar partnerships in education, from the establishment of the Ministry of Education’s Architects and Building (A&B) Branch in 1948, through the Crowther Report of 1959 and the Newsom Report of 1963, to the assertion of central state control by the 1970s. The pressures arising from such investment and growth in education again became a key issue in the early twenty-first century with the Labour Government’s support for raising the participation age to 18 combined with an ambitious ‘Building Schools for the Future’ programme. The historical and contemporary significance of these developments has tended to be neglected but is pivotal to an understanding of medium-term educational change in its broader policy and political contexts
Addressing ethnicity in social care research
This article surveys recent developments in relation to the dimensions of ethnicity and ethnicdisadvantage in social policy research and practice, with a focus on social care. While therehas been limited increase in attention to ethnicity within general policy discussion andincreasing sophistication within specialist debates, advances in theory and methodology havelargely failed to penetrate the research mainstream, let alone policy or practice. This is along-standing problem. We advocate more focussed consideration of ethnicity and ethnicdisadvantage at all levels. Failure to do so creates the risk of social policy research being leftbehind in understanding rapid changes in ethnic minority demographics and patterns of migration, with increasing disadvantage to minorities
Role of gut microbiota-generated short chain fatty acids in metabolic and cardiovascular health
Purpose of this Review:
This review assesses the latest evidence linking short-chain fatty acids (SCFA) with host metabolic health and cardiovascular disease (CVD) risk and presents the latest evidence on possible biological mechanisms.
Recent Findings:
SCFA have a range of effects locally in the gut and at both splanchnic and peripheral tissues which together appear to induce improved metabolic regulation and have direct and indirect effects on markers of CVD risk.
Summary:
SCFA produced primarily from the microbial fermentation of dietary fibre appear to be key mediators of the beneficial effects elicited by the gut microbiome. Not only does dietary fibre fermentation regulate microbial activity in the gut, SCFA also directly modulate host health through a range of tissue-specific mechanisms related to gut barrier function, glucose homeostasis, immunomodulation, appetite regulation and obesity. With the increasing burden of obesity worldwide, the role for gut microbiota-generated SCFA in protecting against the effects of energy dense diets offers an intriguing new avenue for regulating metabolic health and CVD risk
Tools to Apply to Financial Statements to Identify Errors, Omissions and Fraud in Business Valuations
Often economists are asked to value business. Many times the information provided is minimal and of questionable value. Data may be provided by parties wishing to bias the valuation. The financial statements typically provided are balance sheets and income statements. These sources can be fraught with errors, omissions and even fraud. The cash flow statements derived from these statements can be misleading and any analysis from these spurious statements is sure to be questioned. A set of tools exists that can use to establish the reliability of these financial statements. Reliability is usually taken for granted in basic accounting and finance and reality is often not as assumed. The tool kit uses basic accounting and mathematical logic. This logic, teamed with basic accounting definitions and conventions, allows the economist some comfort that the statements provided for use in the business valuation are free of obvious misinformation. These tools can also help uncover some less detectable fraud. For the analysis to proceed there must be two balance sheets and the intervening income statement. By applying the accounting conventions and definitions, real, probable and possible solutions are developed and explained. After examining the relationship between the financial statements one is better able to value the business and be confident of the analysis

Structure of cytochrome a3-Cua3 couple in cytochrome c oxidase as revealed by nitric oxide binding studies
The addition of NO to oxidized cytochrome c oxidase (ferrocytochrome c:oxygen oxidoreductase, EC 1.9.3.1) causes the appearance of a high-spin heme electron paramagnetic resonance (EPR) signal due to cytochrome a3. This suggests that NO coordinates to Cu{a3}+2 and breaks the antiferromagnetic couple by forming a cytochrome a3+3-Cu{a3}+2-NO complex. The intensity of the high-spin cytochrome a3 signal depends on the method of preparation of the enzyme and maximally accounts for 58% of one heme. The effect of N3- on the cytochrome a3+3-Cu{a3}+2-NO complex is to reduce cytochrome a3 to the ferrous state, and this is followed by formation of a new complex that exhibits EPR signals characteristic of a triplet species. On the basis of optical and EPR results, a NO bridge between cytochrome a3+2 and Cu{a3}+2 is proposed-i.e., cytochrome a3+2-NO-Cu{a3}+2. The half-field transition observed at g = 4.34 in the EPR spectrum of this triplet species exhibits resolved copper hyperfine splittings with |A{}| = 0.020 cm-1, indicating that the Cu{a3}+2 in the cytochrome a3+2-NO-Cu{a3}+2 complex is similar to a type 2 copper site
Estimating the location of the open-closed magnetic field line boundary from auroral images
The open-closed magnetic field line boundary (OCB) delimits the region of open magnetic flux forming the polar cap in the Earth’s ionosphere. We present a reliable, automated method for determining the location of the poleward auroral luminosity boundary (PALB) from far ultraviolet (FUV) images of the aurora, which we use as a proxy for the OCB. This technique models latitudinal profiles of auroral luminosity as both a single and double Gaussian function with a quadratic background to produce estimates of the PALB without prior knowledge of the level of auroral activity
or of the presence of bifurcation in the auroral oval. We
have applied this technique to FUV images recorded by the
IMAGE satellite from May 2000 until August 2002 to produce
a database of over a million PALB location estimates,
which is freely available to download. From this database,
we assess and illustrate the accuracy and reliability of this technique during varying geomagnetic conditions. We find that up to 35% of our PALB estimates are made from double Gaussian fits to latitudinal intensity profiles, in preference to single Gaussian fits, in nightside magnetic local time (MLT) sectors. The accuracy of our PALBs as a proxy for the location of the OCB is evaluated by comparison with particle precipitation boundary (PPB) proxies from the DMSP satellites. We demonstrate the value of this technique in estimating the total rate of magnetic reconnection from the time variation of the polar cap area calculated from our OCB estimates
