Application of new methods of environment analysis and assessment in landscape audits : case studies of urban areas like Czestochowa, Poland
Following the 2000 European Landscape Convention, a new act strengthening landscape protection
instruments has been in force since 2015. It sets forth legal aspects of landscape shaping (Dziennik Ustaw 2015, poz.
774) and introduces landscape audits at the province level. A landscape audit consists in identification and
characterization of selected landscapes, assessment of their value, selection of so-called priority landscapes and
identification of threats for preservation of their value. An audit complies with GIS standards. Analyses use source
materials, i.e. digital maps of physical-geographical mesoregions, current topographic maps of digital resources of
cartographic databases, latest orthophotomaps and DTMs, maps of potential vegetation, geobotanic regionalization,
historic-cultural regionalization and natural landscape types, documentation of historical and cultural values and
related complementary resources. A special new methodology (Solon et al. 2014), developed for auditing, was tested
in 2015 in an urban area (Myga-Piatek et al. 2015). Landscapes are characterized by determining their analytic
(natural and cultural) and synthetic features, with particular focus on the stage of delimitation and identification of
landscape units in urban areas. Czestochowa was selected as a case study due to its large natural (karst landscapes of
the Czestochowa Upland, numerous forests, nature reserves) and cultural (Saint Mary’s Sanctuary, unique urban
architecture) potential. Czestochowa is also a city of former iron ore and mineral resources exploitation, still active
industry, dynamic urban sprawl within former farming areas, and dynamically growing tourism. Landscape
delimitation and identification distinguished 75 landscape units basing on uniform landscape background (uniform
cover and use of the land). Landscape assessment used a new assessment method for anthropogenic transformation of
landscape – the indicator describing the correlation between the mean shape index (MSI) and the Shannon diversity
index (SHDI) (Pukowiec-Kurda, Sobala 2016). Particular threats and planning suggestions, useful in development of
urban areas, were presented for selected priority landscapes

a great changeability of the light conditions
in a breeding period characterized by the tendency
to worsen of the light conditions in the
pond till the extreme conditions of a complete
absorption of the sunlight by the surface
layers of the pond water and, observed from
the middle of June, 24 hours – night on the
pond bottom
Możliwości adaptacji francuskich rozwiązań prawnych i planistycznych w zakresie ochrony krajobrazu do warunków polskich
Skuteczna ochrona krajobrazu zależy od przyjętych instrumentów prawnych oraz ich akceptacji społecznej. Polski system prawnej ochrony krajobrazu oparty jest głównie na ochronie obszarów cennych przyrodniczo oraz instrumentach wynikających z planowania przestrzennego. W artykule przedstawiono możliwości ochrony krajobrazu wypływające z polskiego prawa oraz opisano system ochrony krajobrazu funkcjonujący we Francji. We Francji ochrona krajobrazu wynika z przepisów prawa obowiązującego na poszczególnych szczeblach administracji. Uprawnienia oraz szczegółowość opracowań zależą od poziomu administracyjnego. Skuteczna ochrona krajobrazu we Francji jest między innymi realizowana poprzez identyfikację krajobrazów w formie obowiązkowego atlasu krajobrazów, jak również opracowania załącznika krajobrazowego, stanowiącego element wniosku o pozwolenie na budowę. Dużą rolę odgrywają certyfikacja wartościowych krajobrazów w zakresie przyznawanych etykiet, edukacja krajobrazowa i upowszechnianie wiedzy na temat ochrony krajobrazów. Pomimo długiej tradycji ochrony przyrody i krajobrazu naturalnego, ratyfikacji Europejskiej Konwencji Krajobrazowej oraz licznych prokrajobrazowych zapisów w prawie, w Polsce nadal obserwuje się postępującą degradację krajobrazu. Dokumenty planistyczne szczebla lokalnego wciąż nie zapobiegają chaotycznemu rozwojowi zabudowy, a instrumenty ochrony obszarowej umożliwiają ochronę krajobrazu tylko na niewielkiej powierzchni kraju. W obecnej sytuacji inspirującymi mogą się okazać obserwacje rozwiązań planistycznych pochodzących z krajów europejskich, które lepiej radzą sobie z wykonywaniem zaleceń prawnych dotyczących omawianej kwestii. Przykład francuski doskonale obrazuje zastosowanie w praktyce zapisów teoretycznych, które de facto nie różnią się znacznie od zapisów prawa polskiego. Analiza przepisów prawnych, a przede wszystkim sposobów ich wdrażania we Francji, jest inspirująca dla Polski, szczególnie w kontekście wdrażania Europejskiej Konwencji Krajobrazowej oraz dążenia do osiągnięcia jak najlepszego zarządzania i ochrony krajobrazu
Integrating ecosystem service assessment as a tool to support decision-making in the framework of environmental impact assessment
In the current legal system concerning the environmental legislation in Poland, environmental impact assessment (EIA) constitutes an essential tool for the protection of ecosystems. A report that is being prepared within EIA includes different methods to assess the impact of a given project on the environment. The combination of the currently used methods and ecosystem services assessment may allow for a better understanding of the consequences of the environmental change. This article presents the theoretical framework of integrating the ecosystem services assessment into the EIA procedure and its use in a report on the environmental impact assessment of a given project
Implementation of Water Framework Directive in Barycz river basin
Ramowa Dyrektywa Wodna 2000/60/WE (RDW) z dnia 23 października 2000 r. ustanawiająca ramy wspólnotowego działania w dziedzinie polityki wodnej jest wynikiem wieloletnich prac Wspólnot Europejskich zmierzających do lepszej ochrony wód. Zobowiązuje państwa członkowskie do racjonalnego wykorzystywania i ochrony zasobów wodnych w myśl zasady zrównoważonego rozwoju. Zlewnia Baryczy jest jedną z dwunastu zlewni bilansowych na obszarze Regionalnego Zarządu Gospodarki Wodnej we Wrocławiu. Cechuje się bogactwem krajobrazu oraz dużą bioróżnorodnością. Na jej obszarze rozwinęła się gospodarka stawowa. Stawy hodowlane są jednocześnie unikatową w skali światowej ostoją wielu gatunków ptaków. Przeprowadzona analiza wdrażania Ramowej Dyrektywy Wodnej w zlewni Baryczy obejmuje wszystkie etapy działań przeprowadzonych od momentu przystąpienia Polski do Unii Europejskiej. Na podstawie przeprowadzonej analizy stwierdzono, że wszystkie działania związane z wdrożeniem RDW w zlewni Baryczy przeprowadzono zgodnie z przyjętym harmonogramem. Z analizy wynika, że cały obszar zlewni Baryczy zagrożony jest nieosiągnięciem celów środowiskowych dyrektywy w 2015 r.Water Framework Directive 2000/60/WE of 23 October establishing
a framework for community action in the field of water policy is the result of
extensive works of European communities aiming at better water protection. It
obliges the member states to rationally use and protect water resources according
to the rules of sustainable development. The Barycz river basin is one of the twelve
bilans river basins on the area of the Regional Water Management Authority in
Wroclaw. It is characterised by the richness of landscapes and biodiversity. Pond
industry has developed on its area. At the same time farm ponds are unique bird
sites for many species. The conducted analysis of the implementation of Water
Framework Directive in the Barycz river basin embraces all the stages of actions
conducted from the moment of Poland’s accession to the European Union. Based
on the results of the analysis it was stated that all the actions connected with the
implementation of Water Framework Directive in the Barycz river basin were
conducted in compliance with the approved schedule. The analysis shows that the
whole area of the Barycz river basin is at risk of not achieving the environmental
aims of the directive in 2015
The influence of agriculture and water balance on the landscape variety of the Barycz valley
W średniowieczu płaskie i bagniste dno doliny Baryczy zaczęto wykorzystywać do zakładania stawów rybnych. Pierwsze stawy rybne zostały założone prawdopodobnie już w połowie XII wieku przez zakon Cystersów. Rozpoczęte w ten sposób użytkowanie doliny Baryczy przez człowieka zapoczątkowało powstanie unikalnego krajobrazu, złożonego z mozaiki stawów, pól uprawnych, kompleksów leśnych i osad ludzkich. Budowanie stawów rybnych to także początek prac melioracyjnych w dolinie Baryczy. Regulacje koryta rzeki, budowanie jazów na rzece oraz system zasilania stawów w wodę zmieniły zupełnie pierwotny charakter rzeki i jej doliny.
W artykule przeanalizowano wpływ dwóch czynników antropogenicznych - rolnictwa oraz gospodarki wodnej na różnorodność krajobrazową doliny Baryczy. Na rolnictwie spoczywa znaczna część odpowiedzialności za kształtowanie środowiska, zachowania jego walorów przyrodniczych i krajobrazowych oraz zasobów naturalnych. Drugim elementem omawianym w artykule są warunki wodne, które w przypadku doliny Baryczy stanowią o walorach przyrodniczych i krajobrazowych i dlatego ich ochrona oraz racjonalne wykorzystanie (szczególnie
z uwagi na ujemny bilans wodny) będą decydowały o skuteczności ochrony tego terenu.In medieval times the flat and marshy bottom of the Barycz valley was used
to create fish ponds. The first ones were established probably as early as in the XII
century by the Order of Cistercians. The human use of the valley which began
caused a unique mosaic landscape, consisting of ponds, farming fields, forest
complexes and human settlements to develop. Building the fish ponds was also the
beginning of reclamation in the valley area. Adjusting the riverbed, building weirs
on the river and the augmentation system changed the area's initial form completely.
The article analyzes the influence of two anthropogenic factors, agriculture
and water balance, on the landscape variety of the Barycz Valley. Farming is
highly responsible for shaping the environment, maintaining natural and landscape
quality and protecting natural resources. The other element considered in
the article are the water conditions, which define the landscape quality of the
area. Their protection and rational use will determine the effectiveness of protecting
the whole area
Abandoned basalt quarry in Strzegom - a chance for reopening
Celem pracy jest przedstawienie historii, stanu obecnego, a także analiza możliwości zabezpieczenia historycznego dziedzictwa górnictwa odkrywkowego na przykładzie nieczynnego kamieniołomu bazaltu w Strzegomiu. Wyrobisko w oficjalnej dokumentacji występuje pod nazwą złoże bazaltu "Żółkiewka", jednak mieszkańcy miasta Strzegomia rozpoznają to miejsce pod nazwą kamieniołom bazaltu i taką nazwę przyjęto w tej pracy. Pod względem geologicznym, eksploatowana tu skala to wczesnomioceński bazalt alkaliczny, którego wiek oszacowano na 19,84 - 0,93 mln lat. Wydobycie w tym wyrobisku trwało od XIX wieku do 1986 r. Planowana jest adaptacja omawianego kamieniołomu na potrzeby mieszkańców oraz turystów, opracowanie geologicznej ścieżki edukacyjnej i zaplecza do prowadzenia zajęć edukacyjnych.The paper presents the history, current state and possible future protection, and development of the open-cast mining heritage. An example is the abandoned basalt quarry in Strzegom known under official name "The Żółkiewka Quarry" although local community uses rather the term "basalt quarry". The rock is an Early Miocene alkaline basalt of K-Ar isotopic age 19.84 - 0,93 Ma. Mining operations had lasted from the XlXth century until 1986. The plans are currently prepared to adapt the quarry for local community and for tourism by development of geological thematic trail and construction of educational infrastructure
Delimitation of landscape units for initial identification of landscape of Wrocław suburban zone
Tematem podjętym w niniejszym artykule jest delimitacja jednostek krajobrazowych oraz wstępne określenie cech charakterystycznych poszczególnych krajobrazów na przykładzie strefy podmiejskiej Wrocławia. W ramach badań stworzono trzystopniową strukturę, w której wyodrębniono 4 typy krajobrazu, 9 podtypów krajobrazu oraz 36 jednostek krajobrazowych. Każda z jednostek krajobrazowych została scharakteryzowana pod kątem jej elementów swoistych. Wyniki badań stanowią wkład w tematykę zarządzania krajobrazem oraz przybliżają problematykę aplikacji tych rozwiązań w skali lokalnej.The theme undertaken in this article is the delimitation of landscape units and pre-determine of characteristics of the different landscapes on the example of the Wroclaw suburban zone. The study created three-level structure in which 4 types of landscape, 9 subtypes of landscape and 36 landscape units were distinguished. Each of the landscape unit has been characterized in terms of its specific components. The results are a contribution to the topic of landscape management and discuss the problem of application of these solutions on a local scale

Dużą rolę odgrywają tutaj wiedza i umiejętności projektowe, co ma szczególne znaczenie w realizacjach, gdzie stosuje się kamień będący materiałem znanym ze swojej trwałości. W artykule wykazano wagę wiedzy i umiejętności projektanta w zakresie prawidłowego projektowania z użyciem kamienia, a także zaprezentowano innowacyjny projekt edukacyjny łączący wiedzę naukową oraz praktyczną w zakresie projektowania w kamieniu
Urban adaptation to climate change plans and policies: The conceptual framework of a methodological approach
The adaptation of urbanised areas to climate change is currently one of the key challenges in the domain of urban policy. The diversity of environmental determinants requires the formulation of individual plans dedicated to the most significant local issues. This article serves as a methodic proposition for the stage of retrieving data (with the PESTEL and the Delphi method), systemic diagnosis (evaluation of risk and susceptibility), prognosis (goal trees, goal intensity map) and the formulation of urban adaptation plans. The suggested solution complies with the Polish guidelines for establishing adaptation plans. The proposed methodological approach guarantees the participation of various groups of stakeholders in the process of working on urban adaptation plans, which is in accordance with the current tendencies to strengthen the role of public participation in spatial management.
