The following “Recommendations for Open Access transition” have been compiled by the Ad-hoc workgroup “Open-Access-Gold” in the priority initiative “Digital Information” of the Alliance of Science Organizations in Germany . They are based on “Positions on creating an Open Access publication market which is scholarly adequate” as mapped out by the workgroup. They mainly address academic libraries as well as publishing houses and other actors in the field of scientific publishing. The recommendations are designed to help find orientation for strategic and practical anchorage of Open Access in the information provisioning of scholarly institutions

Positions on creating an Open Access publication market which is scholarly adequate : Positions of the Ad Hoc Working Group Open Access Gold in the priority initiative 'Digital Information' of the Alliance of Science Organisations in Germany

This position paper is the working group's first result. It is directed at scholarly institutions dealing with aspects of Open Access publishing, and bundles and evaluates the requirements for contracts based on the publication cost model. It also raises the question of linking subscriptions and Open Access and gives the institutions targeted ideas for formulating their Open Access strategies. It aims to create transparency and sustainability in the field of scholarly publishing in the interests of the sciences and to avoid perpetuating mistakes of the past

Die vorliegenden „Empfehlungen zur Open-Access-Transformation“ wurden von der Ad-hoc-Arbeitsgruppe „Open-Access-Gold“ im Rahmen der Schwerpunktinitiative „Digitale Information“ der Allianz der deutschen Wissenschaftsorganisationen erarbeitet und basieren auf den von der AG formulierten „Positionen zur Schaffung eines wissenschaftsadäquaten Open-Access-Publikationsmarktes“. Sie richten sich in erster Linie an wissenschaftliche Bibliotheken, aber auch an Verlage und weitere Akteure im Bereich des wissenschaftlichen Publizierens. Die Empfehlungen geben Orientierungshilfen für die strategische und praktische Verankerung von Open Access in der Informationsversorgung wissenschaftlicher Einrichtungen im Sinne einer aktiven Unterstützung der Open-Access-Transformation. Ausgehend von der Beschreibung der Open-Access-Transformation sowie ihrer Mechanismen und Akteure, die den Bibliotheken eine zentrale Rolle in diesem Prozess zuweist, werden einzelne Aktivitäten benannt, über die Bibliotheken ihre exponierte Rolle im Transformationsprozess aktiv wahrnehmen können

Positions pour la création d’un marché de publications Open Access approprié aux exigences de la Science : Document de positionnement du Groupe de travail ad-hoc «Open Access Gold» dans le cadre de l’Initiative prioritaire «Information numérique» de l’Alliance des organisations de recherche allemandes

Comme premier résultat de son travail, le groupe ad hoc Open-Access-Gold présente cette prise de position. Il s’adresse à des institutions scientifiques qui sont impliquées dans divers aspects de la publication Open Access. Il structure et évalue les exigences dans les contrats basés sur le modèle auteur-payeur. De plus, il évoque les liens entre abonnement et Libre accès et émet des suggestions aux institutions concernées pour la mise en oeuvre de leurs stratégies en matière de Libre accès. L’objectif est d’établir, dans le domaine de la publication scientifique, de la transparence et de la pérennité selon les principes de la Science, et d’éviter la répétition de certaines dérives observées dans le passé

Als erstes Arbeitsergebnis legt die Ad-hoc-AG Open-Access-Gold dieses Positionspapier vor. Es richtet sich an wissenschaftliche Einrichtungen, die sich aktiv mit Aspekten des Open-Access-Publizierens befassen und bündelt und bewertet die Anforderungen an Verträge nach dem Publikationskostenmodell. Darüber hinaus greift es die Verknüpfung von Subskription und Open Access auf und gibt den adressierten Institutionen Anregungen zur Gestaltung ihrer Open-Access-Strategien. Das Ziel ist es, im Bereich des wissenschaftlichen Publizierens Transparenz und Nachhaltigkeit im Sinne der Wissenschaft herzustellen und die Perpetuierung früherer Fehlentwicklungen zu vermeiden
