    Virtually all youth not connected by age 25 begin the process of disconnection much earlier, usually before age 19. In our society, almost all youth require support until they have connected successfully with the labor force, which generally does not occur until their mid-twenties. Most young adults experience detours on the road to economic independence, including periods of unemployment and periodic interruptions in their education. In this paper, we address several issues relevant to developing such a system of services. We begin by identifying those groups of youth at highest risk of long-term disconnection.This is critical for developing policies and programs and for deciding how to target such rograms. Research indicates that those youth who are unable to make a successful ransition differ in important ways from other out of school/unemployed youth

    Case Study: School Discipline Reform in California

    At the core of The California Endowment's (TCE) work is their Health Happens Here strategy. Health Happens in Neighborhoods, in Schools, and with Prevention -- and Health Happens with All Our Sons and Brothers. TCE sponsored a case study of school discipline reform in California, and engaged Nancy Latham (LFA's Chief Learning Officer) and two other consultants (Tia Martinez and Arnold Chandler) to research and write the study. The case study tells the story of how community and youth organizers, public interest lawyers, and statewide advocates came together to support school discipline reform. In a remarkably short period of time during 2011 and 2012, this issue went from the fringes to the center of policy debate -- with ten bills introduced, seven passed, and five ultimately signed into law. These new policies are an important milestone in the effort to back away from overly punitive "zero tolerance" school discipline that fuels high drop-out rates among young people of color. These policies will make it easier for schools to support and educate, rather than marginalize, our sons and brothers

    Supporting English Language Acquisition: Opportunities for Foundations to Strengthen Immigrant Families

    By investing strategically in English acquisition programs, foundations can make an important contribution to improve social and economic outcomes for working-poor immigrant families. To help funders gain a better understanding of the issues, this briefing paper provides an overview of characteristics of the LEP immigrant population in the United States and discusses the impact of limited English skills on newcomer families. It highlights proven and promising language acquisition programs and strategies that help improve immigrant families' social, educational, and economic well-being. Finally, the paper offers a set of recommendations for investing in effective language acquisition programs that can help immigrants maintain strong family relationships, improve their long-term economic security, and become full, participating members of our community

    A significant increase in kdr in Anopheles gambiae is associated with an intensive vector control intervention in Burundi highlands.

    OBJECTIVES AND METHODS: In Burundi, the occurrence of the knock down resistance (kdr) mutation in Anopheles gambiae sensu lato (s.l.) was determined for six consecutive years within the framework of a vector control programme. Findings were also linked with the insecticide resistance status observed with bioassay in An. gambiae s.l. and An. funestus. RESULTS: The proportion of An. gambiae s.l. carrying the East Leu-Ser kdr mutation was 1% before the spraying intervention in 2002; by 2007 it was 86% in sprayed valleys and 67% in untreated valleys. Multivariate analysis showed that increased risk of carrying the kdr mutation is associated with spraying interventions, location and time. In bioassays conducted between 2005 and 2007 at five sites, An. funestus was susceptible to permethrin, deltamethrin and DDT. Anopheles gambiae s.l. remained susceptible or tolerant to deltamethrin and resistant to DDT and permethrin, but only when kdr allele carriers reached 90% of the population. CONCLUSIONS: The cross-resistance against DDT and permethrin in Karuzi suggests a possible kdr resistance mechanism. Nevertheless, the homozygous resistant genotype alone does not entirely explain the bioassay results, and other mechanisms conferring resistance cannot be ruled out. After exposure to all three insecticides, homozygote individuals for the kdr allele dominate among the surviving An. gambiae s.l. This confirms the potential selection pressure of pyrethroids on kdr mutation. However, the high occurrence of the kdr mutation, even at sites far from the sprayed areas, suggests a selection pressure other than that exerted by the vector control programme

    Adipose Gene Expression Prior to Weight Loss Can Differentiate and Weakly Predict Dietary Responders

    BACKGROUND: The ability to identify obese individuals who will successfully lose weight in response to dietary intervention will revolutionize disease management. Therefore, we asked whether it is possible to identify subjects who will lose weight during dietary intervention using only a single gene expression snapshot. METHODOLOGY/PRINCIPAL FINDINGS: The present study involved 54 female subjects from the Nutrient-Gene Interactions in Human Obesity-Implications for Dietary Guidelines (NUGENOB) trial to determine whether subcutaneous adipose tissue gene expression could be used to predict weight loss prior to the 10-week consumption of a low-fat hypocaloric diet. Using several statistical tests revealed that the gene expression profiles of responders (8-12 kgs weight loss) could always be differentiated from non-responders (<4 kgs weight loss). We also assessed whether this differentiation was sufficient for prediction. Using a bottom-up (i.e. black-box) approach, standard class prediction algorithms were able to predict dietary responders with up to 61.1%+/-8.1% accuracy. Using a top-down approach (i.e. using differentially expressed genes to build a classifier) improved prediction accuracy to 80.9%+/-2.2%. CONCLUSION: Adipose gene expression profiling prior to the consumption of a low-fat diet is able to differentiate responders from non-responders as well as serve as a weak predictor of subjects destined to lose weight. While the degree of prediction accuracy currently achieved with a gene expression snapshot is perhaps insufficient for clinical use, this work reveals that the comprehensive molecular signature of adipose tissue paves the way for the future of personalized nutrition

    Impact of three years of large scale Indoor Residual Spraying (IRS) and Insecticide Treated Nets (ITNs) interventions on insecticide resistance in Anopheles gambiae s.l. in Benin

    <p>Abstract</p> <p>Background</p> <p>In Benin, Indoor Residual Spraying (IRS) and long-lasting insecticidal nets (LLINs) are the cornerstones of malaria prevention. In the context of high resistance of <it>Anopheles gambiae </it>to pyrethroids, The National Malaria Control Program (NMCP) has undertaken a full coverage of IRS in a no-flood zone in the Oueme region, coupled with the distribution of LLINs in a flood zone. We assessed the impact of this campaign on phenotypic resistance, <it>kdr </it>(knock-down resistance) and <it>ace-1<sup>R </sup></it>(insensitive acetylcholinesterase) mutations.</p> <p>Methods</p> <p>Insecticides used for malaria vector control interventions were bendiocarb WP (0.4 g/m<sup>2</sup>) and deltamethrin (55 mg/m<sup>2</sup>), respectively for IRS and LLINs. Susceptibility status of <it>An. gambiae </it>was assessed using World Health Organization bioassay tests to DDT, permethrin, deltamethrin and bendiocarb in the Oueme region before intervention (2007) and after interventions in 2008 and 2010. <it>An. gambiae </it>specimens were screened for identification of species, molecular M and S forms and for the detection of the West African <it>kdr </it>(L1014F) as well as <it>ace-1<sup>R </sup></it>mutations using PCR techniques.</p> <p>Results</p> <p>The univariate logistic regression performed showed that <it>kdr </it>frequency has increased significantly during the three years in the intervention area and in the control area. Several factors (LLINs, IRS, mosquito coils, aerosols, use of pesticides for crop protection) could explain the selection of individual resistant <it>An. gambiae</it>. The <it>Kdr </it>resistance gene could not be the only mechanism of resistance observed in the Oueme region. The high susceptibility to bendiocarb is in agreement with a previous study conducted in Benin. However, the occurrence of <it>ace-1<sup>R </sup></it>heterozygous individuals even on sites far from IRS areas, suggests other factors may contribute to the selection of resistance other than those exerted by the vector control program.</p> <p>Conclusion</p> <p>The results of this study have confirmed that <it>An.gambiae </it>have maintained and developed the resistance to pyrethroids, but are still susceptible to bendiocarb. Our data clearly shows that selection of resistant individuals was caused by other insecticides than those used by the IRS and LLINs.</p
