This paper presents combined IRAC and COS
results for a double-blind survey of 195 single and 22 wide binary white dwarfs
for infrared excesses and atmospheric metals. The selection criteria include
cooling ages in the range 9 to 300 Myr, and hydrogen-rich atmospheres so that
the presence of atmospheric metals can be confidently linked to ongoing
accretion from a circumstellar disc. The entire sample has infrared photometry,
whereas 168 targets have corresponding ultraviolet spectra. Three stars with
infrared excesses due to debris discs are recovered, yielding a nominal
frequency of per cent, while in stark contrast, the
fraction of stars with atmospheric metals is per cent. Thus, only one
out of 30 polluted white dwarfs exhibits an infrared excess at 3-4 m in
IRAC photometry, which reinforces the fact that atmospheric metal pollution is
the most sensitive tracer of white dwarf planetary systems. The corresponding
fraction of infrared excesses around white dwarfs with wide binary companions
is consistent with zero, using both the infrared survey data and an independent
assessment of potential binarity for well-established dusty and polluted stars.
In contrast, the frequency of atmospheric pollution among the targets in wide
binaries is indistinct from apparently single stars, and moreover the
multiplicity of polluted white dwarfs in a complete and volume-limited sample
is the same as for field stars. Therefore, it appears that the delivery of
planetesimal material onto white dwarfs is ultimately not driven by stellar

Local Revenue Hills: Evidence from Four U. S. Cities
We provide estimates of the impact and long-run elasticities of tax base with respect to tax rates for four large U.S. cities: Houston (property taxation), Minneapolis (property taxation), New York City (property, general sales, and income taxation), and Philadelphia (property, gross receipts, and wage taxation). Results suggest that three of our cities are near the peaks of their revenue hills; Minneapolis is the exception. A significant negative effect of a balanced budget increase in city property tax rates on city property base is interpreted as a capitalization effect and suggests that marginal increases in city spending do not provide positive net benefits to property owners. Estimates of the effects of taxes on city employment levels for New York City and Philadelphia -- the two cities for which employment series are available -- show the local income and wage tax rates have significant negative effects on city employment levels.Local Taxation, City Fiscal Policy, Urban Economic Development
Data compilation of respiration, feeding, and growth rates of marine pelagic organisms
The metabolic rate of organisms may either be viewed as a basic property from which other vital rates and many ecological patterns emerge and that follows a universal allometric mass scaling law; or it may be considered a property of the organism that emerges as a result of the organism's adaptation to the environment, with consequently less universal mass scaling properties. Data on body mass, maximum ingestion and clearance rates, respiration rates and maximum growth rates of animals living in the ocean epipelagic were compiled from the literature, mainly from original papers but also from previous compilations by other authors. Data were read from tables or digitized from graphs. Only measurements made on individuals of know size, or groups of individuals of similar and known size were included. We show that clearance and respiration rates have life-form-dependent allometries that have similar scaling but different elevations, such that the mass-specific rates converge on a rather narrow size-independent range. In contrast, ingestion and growth rates follow a near-universal taxa-independent ~3/4 mass scaling power law. We argue that the declining mass-specific clearance rates with size within taxa is related to the inherent decrease in feeding efficiency of any particular feeding mode. The transitions between feeding mode and simultaneous transitions in clearance and respiration rates may then represent adaptations to the food environment and be the result of the optimization of tradeoffs that allow sufficient feeding and growth rates to balance mortality
TB171: Investigations into the Potential of Measuring Biodiversity in Maine\u27s Forests with Forest Inventory and Analysis (FIA) Data
We present here the results of our initial effort to use FIA data to assess biodiversity in Maine\u27s forests. Biodiversity is a complex issue and, from the start, it was apparent that the FIA data are inadequate for examining all facets of biodiversity. Nevertheless, the FIA provides the most comprehensive and detailed data on Maine\u27s forests and can be used to measure some indicators of forest biodiversity, in particular those related to tree species and stand characteristics.https://digitalcommons.library.umaine.edu/aes_techbulletin/1047/thumbnail.jp
The True Colours of Carbon
Carbon offset projects in developing countries are one of the principal mechanisms designed to reduce greenhouse gas emissions and promote sustainable development yet have critical limitations in both areas. Here we present a framework for categorizing carbon offset projects according to four general approaches to the reduction of greenhouse gas emissions: (1) efficiency ('Brown'); innovation ('Red'), terrestrial sequestration ('Green') or sequestration in aquatic environments ('Blue'). Analysis of the 6109 CDM projects currently in the CDM "pipeline" reveals that 99% are Brown or Red, and only 1% are Green or Blue, yet Green and Blue projects typically offer a far greater range of benefits for ecosystems and society. The analysis concludes that the designers of emissions trading schemes should endorse Green and Blue offset projects as preferred forms of emissions offsetting, and that firms using offsets for compliance purposes be required to declare in public reports the colours of their offset acquisitions. Such reform will help redirect demand in carbon markets toward blue and green offset projects, increasing the sustainability outcomes of carbon offset developments
