Making use of historical accounts, and principles of international law and politics, Lee C. Buchheit examines one of the most intractable and perplexing problems of this era: self-determination, The author is a cum laude graduate of the University of Pennsylvania Law School, where he served as editor of the law review. The recipient of a fellowship to study public international law, Buchheit received a diploma in international law from Cambridge University in 1976. The focus of his book is on the implications for the world community of appeals to the principle of self-determination by secessionist elements within independent states. An effort is made to explore the status within international law of claims to secessionist self-determination and to suggest considerations that might influence a collective international decision regarding the legitimacy of these claim

Effects of Intermittent Pneumatic Compression on Delayed Onset Muscle Soreness (DOMS) in Long Distance Runners

International Journal of Exercise Science 13(2): 75-86, 2020. The purpose of this study was to observe the effectiveness of intermittent pneumatic compression (IPC) on reducing C-reactive protein (CRP) and DOMS after long distance running.Ten distance runners, five males and five females, ages 20-53 years performed two 20-mile runs at 70% VO2max. Each run was followed by either no treatment (control) or IPC treatment for five consecutive days. For the IPC run, participants were treated for one hour immediately following the run and daily for five more days thereafter. On control runs, participants did not receive any treatment. Serum CRP was measured pre- and post-run, and daily thereafter for five days for both trials. Results indicated no significant difference (p \u3e 0.05) between control and treatment runs in CRP levels. Subjective pain ratings indicated no significant difference in pain between control and treatment runs. In conclusion, there appear to be no substantial benefits of IPC in promoting recovery

Understanding regional climate variability can further evaluation of climate change, seasonal climate prediction, and teleconnection impacts. SIMPLE TRANSIENT CALCULATIONS OF CELL FLAMMABLE GAS CONCENTRATIONS

The Saltstone Facility at Savannah River Site (SRS) mixes low-level radiological liquid waste with grout for permanent disposal as cement in vault cells. The grout mixture is poured into each cell in approximately 17 batches (8 to 10 hours duration). The grout mixture contains ten flammable gases of concern that are released from the mixture into the cell. Prior to operations, simple parametric transient calculations were performed to develop batch parameters (including schedule of batch pours) to support operational efficiency while ensuring that a flammable gas mixture does not develop in the cell vapor space. The analysis demonstrated that a nonflammable vapor space environment can be achieved, with workable operational constraints, without crediting the ventilation flow as a safety system control. Isopar L was identified as the primary flammable gas of concern. The transient calculations balanced inflows of the flammable gases into the vapor space with credited outflows of diurnal breathing through vent holes and displacement from new grout pours and gases generated. Other important features of the analyses included identifying conditions that inhibited a well-mixed vapor space, the expected frequency and duration of such conditions, and the estimated level of stratification that could develop

Increasing multi-hazard climate risk and financial and health impacts on northern homeowners

Currently, more than half of the world’s human population lives in urban areas, which are increasingly affected by climate hazards. Little is known about how multi-hazard environments affect people, especially those living in urban areas in northern latitudes. This study surveyed homeowners in Anchorage and Fairbanks, USA, Alaska’s largest urban centers, to measure individual risk perceptions, mitigation response, and damages related to wildfire, surface ice hazards, and permafrost thaw. Up to one third of residents reported being affected by all three hazards, with surface ice hazards being the most widely distributed, related to an estimated $25 million in annual damages.
