    Measurement of CH3_3D on Titan at Submillimeter Wavelengths

    We present the first radio/submillimeter detection of monodeuterated methane (CH3_3D) in Titan's atmosphere, using archival data from of the Atacama Large Millimeter/submillimeter Array (ALMA). The JK=21−11J_K=2_1-1_1 and JK=20−10J_K=2_0-1_0 transitions at 465.235 and 465.250 GHz (∌0.644\sim0.644 mm) were measured at significance levels of 4.6σ4.6\sigma and 5.7σ5.7\sigma, respectively. These two lines were modeled using the Non-linear optimal Estimator for MultivariatE spectral analySIS (NEMESIS) radiative transfer code to determine the disk-averaged CH3_3D volume mixing ratio = 6.157×10−66.157\times10^{-6} in Titan's stratosphere (at altitudes >130\gt130 km). By comparison with the CH4_4 vertical abundance profile measured by Cassini-Huygens mass spectrometry, the resulting value for D/H in CH4_4 is (1.033±0.081)×10−4(1.033\pm0.081)\times10^{-4}. This is consistent with previous ground-based and in-situ measurements from the Cassini-Huygens mission, though slightly lower than the average of the previous values. Additional CH3_3D observations at higher spatial resolution will be required to determine a value truly comparable with the Cassini-Huygens CH4_4 measurements, by measuring CH3_3D with ALMA close to Titan's equator. In the post-Cassini era, spatially resolved observations of CH3_3D with ALMA will enable the latitudinal distribution of methane to be determined, making this an important molecule for further studies.Comment: 9 pages, 4 figure

    Abundance Measurements of Titan's Stratospheric HCN, HC3_3N, C3_3H4_4, and CH3_3CN from ALMA Observations

    Previous investigations have employed more than 100 close observations of Titan by the Cassini orbiter to elucidate connections between the production and distribution of Titan's vast, organic-rich chemical inventory and its atmospheric dynamics. However, as Titan transitions into northern summer, the lack of incoming data from the Cassini orbiter presents a potential barrier to the continued study of seasonal changes in Titan's atmosphere. In our previous work (Thelen et al., 2018), we demonstrated that the Atacama Large Millimeter/submillimeter Array (ALMA) is well suited for measurements of Titan's atmosphere in the stratosphere and lower mesosphere (~100-500 km) through the use of spatially resolved (beam sizes <1'') flux calibration observations of Titan. Here, we derive vertical abundance profiles of four of Titan's trace atmospheric species from the same 3 independent spatial regions across Titan's disk during the same epoch (2012 to 2015): HCN, HC3_3N, C3_3H4_4, and CH3_3CN. We find that Titan's minor constituents exhibit large latitudinal variations, with enhanced abundances at high latitudes compared to equatorial measurements; this includes CH3_3CN, which eluded previous detection by Cassini in the stratosphere, and thus spatially resolved abundance measurements were unattainable. Even over the short 3-year period, vertical profiles and integrated emission maps of these molecules allow us to observe temporal changes in Titan's atmospheric circulation during northern spring. Our derived abundance profiles are comparable to contemporary measurements from Cassini infrared observations, and we find additional evidence for subsidence of enriched air onto Titan's south pole during this time period. Continued observations of Titan with ALMA beyond the summer solstice will enable further study of how Titan's atmospheric composition and dynamics respond to seasonal changes.Comment: 15 pages, 16 figures, 2 tables.     We describe the layout and unique features of the focal plane system for MIRI. We begin with the detector array and its readout integrated circuit (combining the amplifier unit cells and the multiplexer), the electronics, and the steps by which the data collection is controlled and the output signals are digitized and delivered to the JWST spacecraft electronics system. We then discuss the operation of this MIRI data system, including detector readout patterns, operation of subarrays, and data formats. Finally, we summarize the performance of the system, including remaining anomalies that need to be corrected in the data pipeline

    A comparative framework: how broadly applicable is a 'rigorous' critical junctures framework?

    The paper tests Hogan and Doyle's (2007, 2008) framework for examining critical junctures. This framework sought to incorporate the concept of ideational change in understanding critical junctures. Until its development, frameworks utilized in identifying critical junctures were subjective, seeking only to identify crisis, and subsequent policy changes, arguing that one invariably led to the other, as both occurred around the same time. Hogan and Doyle (2007, 2008) hypothesized ideational change as an intermediating variable in their framework, determining if, and when, a crisis leads to radical policy change. Here we test this framework on cases similar to, but different from, those employed in developing the exemplar. This will enable us determine whether the framework's relegation of ideational change to a condition of crisis holds, or, if ideational change has more importance than is ascribed to it by this framework. This will also enable us determined if the framework itself is robust, and fit for the purposes it was designed to perform — identifying the nature of policy change

    Historical-institutionalist perspectives on the development of the EU budget system

    The EU budget has only recently started to feature in theories of European integration. Studies typically adopt a historical-institutionalist framework, exploring notions such as path dependency. They have, however, generally been rather aggregated, or coarse-grained, in their approach. The EU budget has thus been treated as a single entity rather than a series of inter-linked institutions. This paper seeks to address these lacunae by adopting a fine-grained approach. This enables us to emphasize the connections that exist between EU budgetary institutions, in both time and space. We show that the initial set of budgetary institutions was unable, over time, to achieve consistently their treaty-based objectives. In response, rather than reform these institutions at potentially high political cost, additional institutions were layered on top of the extant structures. We thus demonstrate how some EU budgetary institutions have remained unchanged, whilst others have been added or changed over time

    Party finance reform as constitutional engineering? The effectiveness and unintended consequences of party finance reform in France and Britain

    In both Britain and France, party funding was traditionally characterized by a laissez faire approach and a conspicuous lack of regulation. In France, this was tantamount to a 'legislative vacuum'. In the last two decades, however, both countries have sought to fundamentally reform their political finance regulation regimes. This prompted, in Britain, the Political Parties, Elections and Referendums Act 2000, and in France a bout of 'legislative incontinence' — profoundly transforming the political finance regime between 1988 and 1995. This article seeks to explore and compare the impacts of the reforms in each country in a bid to explain the unintended consequences of the alternative paths taken and the effectiveness of the new party finance regime in each country. It finds that constitutional engineering through party finance reform is a singularly inexact science, largely due to the imperfect nature of information, the limited predictability of cause and effect, and the constraining influence of non-party actors, such as the Constitutional Council in France, and the Electoral Commission in Britain

    On the Bilayer Coupling in the Yttrium-Barium Family of High Temperature Superconductors

    We present and solve a model for the susceptibility of two CuO2 planes coupled by an interplane coupling J_perp and use the results to analyze a recent "cross-relaxation" NMR experiment on Y2Ba4Cu7O15. We deduce that in this material the product of J_perp and the maximum value of the in-plane susceptibility chi_max varies from approximately 0.2 at T = 200 K to 0.4 at T = 120 K and that this implies the existence of a temperature dependent in-plane spin correlation length. Using estimates of chi_max from the literature we find 5 meV < J_perp < 20 meV. We discuss the relation of the NMR results to neutron scattering results which have been claimed to imply that in YBa2Cu3O_{6+x} the two planes of a bilayer are perfectly anticorrelated. We also propose that the recently observed 41 meV excitation in YBa2Cu3O7 is an exciton pulled down below the superconducting gap by J_perp.Comment: 11 pages, 3 postscript figures (uuencoded and compressed

    (596) Scheila in outburst: a probable collision event in the main asteroid belt

Texto completo versiĂłn preprint.Images of asteroid (596) Scheila have been acquired at various dates after the discovery of the 2010 outburst. Assuming a short-duration event scenario, as suggested by the quick vanishing of the dust tail brightness with time, and numerically integrating the equation of motion of individual particles ejected from the surface, we have developed a tail model from which we estimate the parameters associated with the geometry of the ejection, the size distribution, and the velocity distribution of the ejected particles, as well as the total mass ejected. We found a weak inverse power-law dependence of ejection velocity versus particle radius, with velocities ranging from 50 to 80 m s–1 for particle radii in the range from 5 cm to 8 × 10–5 cm, respectively. These velocities are very different from those expected from ice sublimation at the asteroid heliocentric distance (~3 AU) and suggest a collision scenario as a likely cause of the outburst. We found that the ejected particles are distributed in size following a power law of index -3, and, based on the ejecta mass and scaling laws, the impactor size is estimated at 30-90 m in radius, assuming an impact velocity of ~5 km s–1, and the same density (1500 kg m–3) for the asteroid as for the projectile. We have inferred an asymmetry in the ejecta along the axis normal to the asteroid orbit plane, a likely indicator of an oblique impact. The impact is estimated to have occurred on November 27, with an accuracy not better than ±3 days.Peer reviewe

    Spin Echo Decay in a Stochastic Field Environment

    We derive a general formalism with which it is possible to obtain the time dependence of the echo size for a spin in a stochastic field environment. Our model is based on ``strong collisions''. We examine in detail three cases where: (I) the local field is Ising-like, (II) the field distribution is continuous and has a finite second moment, and (III) the distribution is Lorentzian. The first two cases show a T2 minimum effect and are exponential in time cubed for short times. The last case can be approximated by a phenomenological stretched exponential.Comment: 11 pages + 3 postscript figure
