Evaluation of the Waste Management Practices With Regard of Sustainable Development Goals By Household: Edirne Case

The concept of sustainable development was suggested through the studies aiming at preserving the natural resources and ensuring continuous fulfillment of needs by giving up this selfish and consumption-oriented style of living. In the 21st century, the whole world has been shifting from linear economy practices to circular economy practices. This means the “Buy-Use-Throw Away” mentality is being replaced by “Buy-Use-Reuse”. This shift is crucial for waste management, which is a subject having an important place in sustainable development. The aim of this study is to reveal the behaviors and evaluations of the people of the region regarding waste management practices. In this research, the behaviors of households in the region, waste sorting, recycling and caring about environmental product emblems and evaluations of EDİKAB (Edirne Solid Waste Association) facility, which started its activities in 2018, are presented.İnsanoğlu tüketim odaklı yaşamı ile sadece diğer canlılar ve doğa için değil kendi neslinin devamı için de tehdit oluşturmaktadır. Bu bencil ve tüketime dayalı yaşam biçiminin terk edilerek doğal kaynakların korunmasını ve ihtiyaçların karşılanmasında devamlılık sağlayabilmeyi amaçlayan çalışmalar ile sürdürülebilir kalkınma kavramı ortaya konmuştur.21. yüzyılda, tüm dünyada doğrusal ekonomi uygulamaları terk edilerek döngüsel ekonomi uygulamalarına geçilmektedir. Bu durum, ‘’Al-Kullan-At’’ politikasının yerini ‘’Al-Kullan- Yeniden Kullan’’ politikasına bırakması anlamına gelmektedir. Bu değişim, sürdürülebilir kalkınmada önemli bir yere sahip olan atık yönetimi konusu için de çok önemlidir. Bu çalışmanın amacı, bölge insanının atık yönetimi uygulamalarına dair davranışlarını ve değerlendirmelerini ortaya koymaktır. Bu araştırmada, bölgedeki hane halkının atık ayrıştırma, geri dönüşüm ve çevreci ürün amblemlerini önemseme davranışları, Edirne’de 2018 yılında faaliyetine başlayan EDİKAB (Edirne Katı Atık Birliği) tesisine dair değerlendirmeleri ortaya konmaktadır
Waste management in sustainable development and externalities created by enterprises
İnsanoğlu tüketim odaklı yaşamı ile sadece diğer canlılar ve doğa için değil
kendi neslinin devamı için de tehdit oluşturmaktadır. Bu bencil ve tüketime dayalı
yaşam biçiminin terk edilerek doğal kaynakların korunmasını ve ihtiyaçların
karşılanmasında devamlılık sağlayabilmeyi amaçlayan çalışmalar ile sürdürülebilir
kalkınma kavramı ortaya konmuştur. 21. yüzyılda birçok araştırmaya konu olan
sürdürülebilir kalkınma ve atık yönetimi uygulamaları insanları ve doğayı etkilediği
gibi işletmeleri de etkilemektedir. Bu etkiler, ekonomi biliminde, karşılıklı bir tüketim
ya da üretim faaliyeti sonucu oluştuğu için ‘’dışsallık’’ olarak adlandırılmaktadır.

boyutlarıyla ortaya koyabilmektir. Bunun yanında, kişilerin sürdürülebilir kalkınma ve
atık yönetimi kavramlarına ve uygulamalarına bakışı, bu uygulamaları benimseyen ya
da benimsemeyen işletmeler arasındaki farklılıklar ve kişilerin ürün ya da hizmet satın
aldığı işletmeleri tercih ederlerken bu uygulamaları önemseyip önemsemedikleri,
kişilerin çevresindeki kurumların atık yönetimi uygulamalarına dair değerlendirmeleri
de ortaya konmuştur.
Bu araştırmada, bölgedeki hanehalkı, işletmeler ve yetkililer olmak üzere 3 ana
gruba ayrılarak yapılmıştır. Araştırma sonucunda, Edirne’de 2018 yılında faaliyetine
başlayan EDİKAB (Edirne Katı Atık Birliği) tesisinin bölge işletmelerine yaratmış
olduğu dışsallıklar tüm boyutları ile ortaya konulmuştur. Bunun yanında, bölgedeki
atık yönetimi hizmetlerinde yetkili olan kişilerin hizmet içi eğitime, atık hizmetleri
bütçesine ve atık yönetimi politikalarına dair görüşleri, hanehalkı ve işletmelerin atık
ayrıştırma, geri dönüşüm ve çevreci ürün amblemlerini önemseme davranışları,
EDİKAB tesisine bakışı ve bölgedeki atık yönetimi uygulamalarına dair
değerlendirmeleri, hanehalkı, işletmeler ve yetkililerin atık yönetimi uygulamalarına
dair görüşleri ve bu görüşlerin karşılaştırılmasına dair bulgular da ortaya konmuştur.Human being poses a threat, with his consumption-oriented life style, not only

century, have effects humans and nature as well as businesses. These
effects are called “externalities” in economics as they result from a mutual
consumption or production activity.

And this study aims to addresses the externalities to businesses resulting from the
waste management practices in sustainable development with all aspects. Besides, it
discusses the individuals’ view of the concepts of sustainable development and waste
management, the differences between the businesses that have adopted these concepts
and those not adopted, whether individuals care about these practices when selecting
the businesses from which they buy products or services, and individuals’ opinion on
the waste management practices of the organizations surrounding them.
This study was conducted in 3 main groups, which are local households,
businesses and authorities. As a result of the study, the externalities to the local
businesses caused by the EDIKAB plant that was commissioned in Edirne in 2018
with all aspects were presented thoroughly. The study also revealed findings from the
local waste management authorities’ opinions on in-service training, waste services
budget and waste management policies, the households’ and businesses’ behaviors of
waste sorting, recycling and caring environment-friendly product emblems and how
they view EDIKAB plant as well as their opinions about the local waste management
practices in place, and the households’, businesses’ and authorities’ opinions on the
waste management practices and the comparison of their opinions
