PROVIDING REGIONAL SECURITY WITHIN THE FRAMEWORK OF THE SHANGHAI COOPERATION ORGANIZATION

События последних лет в странах Северной Африки и Ближнего Востока («арабская весна»), способствовали актуализации вопросов безопасности в деятельности региональных и глобальных организаций, в частности Шанхайской организации сотрудничества (ШОС). Основным направлением деятельности ШОС является укрепление региональной безопасности. Региональная антитеррористическая структура Шанхайской организации сотрудничества (РАТС ШОС) координирует деятельность, связанную с обменом информацией и укреплением сотрудничества в борьбе с терроризмом, экстремизмом и сепаратизмом.Целью исследования является определение эффективности работы РАТС ШОС в обеспечении региональной безопасности.При исследовании использовались методы как теоретического, так и эмпирического уровня. Особенно полезным оказался системный подход, который позволил рассмотреть деятельность внутренних структур РАТС ШОС и мероприятий проводимых в рамках данного института ШОС в совокупности.В результате выявлено, что ШОС постепенно становится важнейшим инструментом в борьбе с экстремизмом и терроризмом в центральноазиатском регионе. За последние два года, в рамках ШОС была проведена большая серия совместных антитеррористических, военных и военно-морских учений. Важно подчеркнуть, что разработанная договорно-правовая база Организации дает возможность осуществлять антитеррористические мероприятия в рамках международно-правового поля.Материалы статьи могут использоваться для сравнительного анализа работы различных структур, межгосударственных союзов, деятельность которых направлена на борьбу с региональным и международным терроризмом.Recent events in North Africa and the Middle East (the “Arab Spring”) contributed to the mainstreaming of security issues in the regional and global organizations, such as the Shanghai Cooperation Organization (SCO). The main activity of the SCO is a strengthen regional security. The Regional anti-terrorist structure of Shanghai Cooperation Organization (RATS SCO) coordinates activity connected with the information exchange and strengthening cooperation in the struggle against terrorism, extremism and separatism.The objective of the study is to determine the effectiveness of the RATS SCO in regional security.Methods of research are theoretical and empirical level. A systematic approach was particularly useful. He allowed to review the activities of the internal structures of the RATS SCO and activities in the framework of the SCO in as a whole.The results showed that SCO is gradually becoming an important tool in the struggle against extremism and terrorism in the Central Asia region. A large series of joint anti-terrorism, military and navy trainings were conducted in the framework of the SCO. It is significant that developed international legal base of the Organization makes it possible to carry out anti-terrorist activities in the international legal field.The results can be used for comparative analysis of the various interstate structures, whose activities are aimed at struggle with regional and international terrorism

Priorities of Russia in Cooperation with Countries of the Shanghai Cooperation Organization

In the article the basic directions of activity of the Russian Federation in the framework of the Shanghai cooperation organization are considered. The conclusion is that Russia from the moment of foundation of the Organization actively supports association of the member countries’ positions of the Shanghai cooperation organization in the sphere of ensuring regional security. The analysis was carried out of economic policy concerning Organization member countries. As a result revealed that the creation of energy club lobbied by the Russian Federation shows the paramount importance of the energy component of the countries cooperation of the Organization. The article analyzes the economic policy of People’s Republic of China concerning members of the Shanghai cooperation organization. Processes of Heat and Mass Transfer During Grain Mass Storage in Metal Silos of Large Capacity

This study showed that there were some changes in the temperature and humidity parameters of wheat grains during the storage year. The grain moisture content in both the near-wall and central parts of the metal silo largely did not change, remaining at a level of 10-11%. Moisture values were recorded monthly, and grain temperature was recorded in accordance with seasonal changes, thus, the range of temperature changes was from 20 to 32°С at a minimum outdoor temperature of 5°С. The moisture content of the grain in the surface layer increased by 0.4-1.2% and the final moisture content of the grain was 11.6%. Experiments on grain temperature and humidity changes with active ventilation in large-capacity metal silos have shown that the rate of change (decrease) in temperature depends on the specific air flow rate, and the difference in air and grain temperature. Experimental storage showed that a grain with the moisture content up to 13.6% can be stored for up to nine months without deterioration in quality. A longer shelf life is possible for wheat grains with a moisture content of up to 12%. This article pays special attention to the processes occurring in the under-roof space of large-capacity metal silos and suggests methods for solving this problem. Analysis of Shrinkage Phenomena in the Process of Cheese Vacuum Drying

The work is devoted to the study of the shrinkage phenomena during the vacuum dehydration of the cheese varieties “Sovetskiy” and “Gollandskiy”. During the research, the dependences of the cheese shrinkage coefficient on the initial mass fraction of moisture were obtained. It was found that when the mass fraction of the cheese moisture increases, an increase in the shrinkage coefficient of the product occurs. The greatest increase in the cheese shrinkage coefficient is observed when the mass fraction of moisture is more than 50%. It was established that with increasing temperature and heat load, the moisture content on the cheese surface rapidly decreases, while in the central layers it changes more slowly. Shrinkage at elevated temperatures is less; however, dry cheese has a large mass fraction of moisture. It was found that an increase in the difference in the mass fraction of moisture between the inner and surface layers is accompanied by an increase in the difference between the actual shrinkage and possible shrinkage corresponding to the amount of liquid removed. The coefficients of shrinkage in the volume of the “Sovetskiy” and “Gollandskiy” cheese varieties were calculated: they lie in the range of 0.017–0.004 and 0.006–0.003, respectively. ПРОБЛЕМЫ ДЕПРЕССИВНОЙ ИНСОМНИИ

Aim: To evaluate the efficacy and safety of antidepressant agomelatine in relation to the normalization of circadian rhythms in a psychiatric outpatient practice. Patients and methods: It was an open label, non-comparative observational study of 32 patients 18–55 years during the eight-week therapy of major depressive episode mild or moderate severity. For statistical analysis the obtained results were used software package Excel 97. Results: On the background of treatment marked improvement in levels of depression and decreased intra-group scores of the indicators of the scale of Leeds. A statistically significant increase in the proportion of responders and remitters is achieved already in the first 2 weeks of therapy. Conclusion: Thus, in the course of the study, it was shown that along with antidepressant effects, agomelatine able to synchronize disturbed circadian rhythms and to correct sleep disorders in patients with depression.Цель исследования: оценить эффективность и безопасность антидепрессанта агомелатина в отношении нормализации циркадианных ритмов в условиях психиатрической амбулаторной практики. Пациенты и методы: проведено открытое несравнительное наблюдательное исследование, в котором приняли участие 32 пациента в возрасте 18–55 лет, получавшие восьминедельную терапию депрессивного эпизода легкой и средней степени тяжести. Для статистического анализа полученных результатов использовали программный пакет Excel 97. Результаты: на фоне лечения отмечено улучшение показателей уровня депрессии и снижение внутригрупповых баллов показателей по шкале Leeds. Статистически значимое увеличение доли респондеров и ремиттеров достигалось уже в первые 2 нед терапии. Выводы: показано, что наряду с антидепрессивным эффектом агомелатин способен синхронизировать нарушенные циркадианные ритмы и корректировать нарушения сна у пациентов с депрессией

Foreign Policy Interests of the Russian Federation in Central Asia

This work is devoted to the analysis of the evolution priorities and features of the policy declared by Russia in relation to the CIS countries, in particular to the countries of the Central Asian region. Regional policy is important from the viewpoint of building the relationship of a state with a certain region for the realization of its national interests. The article was written using general scientific research methods and methods of political analysis. As a result of the study, the authors concluded that the countries of the Central Asian region occupy a significant place in the Russia’s foreign policy, but there is no clear strategy in relation to the countries of the analyzed region. As for the priorities of Russia’s foreign policy in the countries of Central Asia, they directly depend on the growing importance of the region for the key powers of the world community, especially in terms of energy and security
