Assessment of a satellite power system and six alternative technologies
The satellite power system is assessed in comparison to six alternative technologies. The alternatives are: central-station terrestrial photovoltaic systems, conventional coal-fired power plants, coal-gasification/combined-cycle power plants, light water reactor power plants, liquid-metal fast-breeder reactors, and fusion. The comparison is made regarding issues of cost and performance, health and safety, environmental effects, resources, socio-economic factors, and institutional issues. The criteria for selecting the issues and the alternative technologies are given, and the methodology of the comparison is discussed. Brief descriptions of each of the technologies considered are included

Arms control and the rule of law
Many who speak of the end of the Cold War emphasize the warming of international relations when they speak of the momentous consequences of this event. According to this image, the half century since Trinity has been a period of sparse international communication during which the Eastern and Western blocs hibernated in their isolated dens of security alliances. Yet it is equally valid to consider the implications of the end of the war footing that has underlain the policies of all of the major military powers during the last fifty years. While meaningful international dialogue was in a state of relative lethargy during much of this period, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. International discourse, at least in English, was rife with such military images as appeasement, containment, crisis stability, and tripwires. From the military posture of the U.S. and Russia a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to control weapons of mass destruction through the rule of law developed by John Rawls. The progression of agreements during this century to limit weapons of mass destruction testifies to this new development. Implementing the chemical weapons convention: The nuts and bolts of compliance
This paper is a presentation prepared for the American Bar Association in which the author discusses the issue of rights to privacy in the United States in the face of implementing the Chemical Weapons Convention inspections. The author points out that there are no clear precedents in law which deal with all the issues which will result from international inspections for verification which are required by the treaty. In particular as inspections tread on the issue of personal rights or private property there is a fairly ill defined legal area which needs to be developed to allow such inspections in the face of constitutional guarantees

Controlling weapons of mass destruction through the rule of law

The emphasis in the phrase ``Cold War`` was on the word ``cold,`` and relations with the former Communist regimes are now ``warm`` by comparison. It is equally valid to consider what has happened to the word ``was` in this highly descriptive phrase. While meaningful international dialogue was in a state of relative lethargy during much of the last fifty years, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. Out of these military postures a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to controlling weapons,of mass destruction through the ``rule of law.`` Rawls wrote that ``legal system is a coercive order of public rules addressed to rational persons for the purpose of regulating their conduct and providing the framework for social cooperation. The regular and impartial administration of public rules, becomes the rule of law when applied to the legal system.`` Inparticular, Rawls identifies as part of this system of public rules those laws that aim to prevent free riders on the economic system and those that aim to correct such externalities as environmental pollution.`

Model National Implementing Legislation for the Chemical Weapons Convention
It is an honor to address this distinguished audience. We are grateful to the Republique Gabonaise for hosting this important gathering and to the staff of the Organization for the Prohibition of Chemical Weapons (OPCW) for supporting it. This seminar is another excellent opportunity for all of us to learn from each other about how the Chemical Weapons Convention (CWC) can become a foundation of arms control in Africa and around the world. At this meeting we speak only for ourselves, neither for the government of the United States of America nor for any other institution. This paper discusses model national implementing legislation under the CWC. Every State Party likely must enact implementing legislation - not only the few States Parties that will declare and destroy chemical weapons, but also the many States Parties that have never had a chemical weapons programme
Exploring Gut Biofilm Dynamics: Effects of TiO₂, Antibiotics, and Probiotics in the Small Intestine
Chemicals like nanoparticles and antibiotics are increasingly used in daily life, raising concerns about their effects on gut microbiota. Titanium dioxide (TiO₂), a common food additive, and antibiotics can disrupt microbial communities, affecting gastrointestinal function and contributing to gut-related diseases. Microbial disruption may be alleviated by probiotics, known for stabilizing and protecting the gut microbiome. This study focused on the small intestine, a key site for nutrient absorption, microbial diversity, and immune regulation. The hypothesis was that probiotics could mitigate the effects of TiO₂ on a synthetic small intestine microbiome. A biofilm of four bacteria was established, and probiotics, TiO₂ and doxycycline were introduced separately in the system. Probiotics did not affect the healthy gut microbiome, indicating its stability, which is beneficial as it shows probiotics do not disrupt normal gut conditions. TiO₂ and doxycycline had dose-dependent effects, particularly reducing S. salivarius. These findings highlight the probiotics do not have any effect on health microbiome, TiO₂ and doxycycline have selective impacts on gut microbial communities.https://orb.binghamton.edu/research_days_posters_2025/1075/thumbnail.jp

Excess Success for Psychology Articles in the Journal Science
This article describes a systematic analysis of the relationship between empirical data and theoretical conclusions for a set of experimental psychology articles published in the journal Science between 2005-2012. When the success rate of a set of empirical studies is much higher than would be expected relative to the experiments' reported effects and sample sizes, it suggests that null findings have been suppressed, that the experiments or analyses were inappropriate, or that the theory does not properly follow from the data. The analyses herein indicate such excess success for 83% (15 out of 18) of the articles in Science that report four or more studies and contain sufficient information for the analysis. This result suggests a systematic pattern of excess success among psychology articles in the journal Science
