    Leveraging Disaster: Promoting Social Justice and Holistic Recovery through Policy Advocacy after Hurricane Katrina

    After disasters, the recovery process is uneven, and often, the social vulnerability of populations before a disaster translates into a lack of access to political power after the event. This study proposes that a large-scale event presents an opportunity to overcome these challenges and improve social, economic, political, and environmental conditions for affected communities during the recovery process by involving advocates for traditionally marginalized community members in the recovery. Using textual analysis to code the testimony of 240 witnesses who testified in 41 congressional hearings held after Hurricane Katrina, witnesses who advocated for policies that addressed social inequities are identified and their proposals analyzed. Advocacy groups were well represented, comprising nearly 27 percent of the total witnesses at the congressional hearings, and addressed race, class, poverty, and the environment in recovery proposals. The proposals reflected a holistic recovery approach, incorporating ideas of sustainability, resilience, and considerations of social equity

    Evidence for Quasar Activity Triggered by Galaxy Mergers in HST Observations of Dust-reddened Quasars

    We present Hubble ACS images of thirteen dust reddened Type-1 quasars selected from the FIRST/2MASS Red Quasar Survey. These quasars have high intrinsic luminosities after correction for dust obscuration (-23.5 > M_B > -26.2 from K-magnitude). The images show strong evidence of recent or ongoing interaction in eleven of the thirteen cases, even before the quasar nucleus is subtracted. None of the host galaxies are well fit by a simple elliptical profile. The fraction of quasars showing interaction is significantly higher than the 30% seen in samples of host galaxies of normal, unobscured quasars. There is a weak correlation between the amount of dust reddening and the magnitude of interaction in the host galaxy, measured using the Gini coefficient and the Concentration index. Although few host galaxy studies of normal quasars are matched to ours in intrinsic quasar luminosity, no evidence has been found for a strong dependence of merger activity on host luminosity in samples of the host galaxies of normal quasars. We thus believe that the high merger fraction in our sample is related to their obscured nature, with a significant amount of reddening occurring in the host galaxy. The red quasar phenomenon seems to have an evolutionary explanation, with the young quasar spending the early part of its lifetime enshrouded in an interacting galaxy.     Nature-based tourism represents a growing sector within the tourism industry, and these interests could help improve the conditions of economically disadvantaged rural communities. The new digital landscape, including Internet and social media usage, represents a critical strategic opportunity to inform, educate and reach these tourism segments. The present research examines the impact of social media advertising on nature-based tourism within rural communities. In this research, we utilize the COBRA (Consumers’ Online Brand-Related Activities) model (Muntinga et al., 2011) of consumer behavior to assess the impact social media advertising plays in generating Pre-Consumption, Consumption, Creation, Contribution, and Engagement in rural business. The results are significant, finding that incorporating digital strategies within rural firms is beneficial. According to our research, the careful placement of a social media advertisement can statistically increase engagement components by more than 50%. In theory, this can increase tourism and economic activity in these rural, economically disadvantaged areas

    Novel norovirus recombinants detected in South Africa

    BACKGROUND: Noroviruses (NoV) are the leading cause of viral gastroenteritis worldwide. Recombination frequently occurs within and between NoV genotypes and recombinants have been implicated in sporadic cases, outbreaks and pandemics of NoV. There is a lack of data on NoV recombinants in Africa and therefore their presence and diversity was investigated in South Africa (SA). RESULTS: Between 2010 and 2013, eleven types of NoV recombinants were identified in SA. Amplification of the polymerase/capsid region spanning the ORF1/2 junction and phylogenetic analysis confirmed each of the recombinant types. SimPlot and maximum x(2) analysis indicated that all recombinants had a breakpoint in the region of the ORF1/2 junction (P < 0.05). The majority (9/11) were intergenotype recombinants, but two intragenotype GII.4 recombinants were characterised. Three combinations represent novel recombinants namely GII.P not assigned (NA)/GII.3, GII.P4 New Orleans 2009/GII.4 NA and GII.P16/GII.17. Several widely reported recombinants were identified and included GII.P21/GII.2, GII.P21/GII.3, GII.Pe/GII.4 Sydney 2012, and GII.Pg/GII.12. Other recombinants that were identified were GII.Pg/GII.1, GII.Pe/GII.4 Osaka 2007, GII.P4 New Orleans 2009/GII.4 Sydney 2012, GII.P7/GII.6. To date these recombinant types all have a reportedly restricted geographic distribution. This is the first report of the GII.P4 New Orleans 2009/GII.4 Sydney 2012 recombinant in Africa. CONCLUSIONS: Over the past four years, remarkably diverse NoV recombinants have been circulating in SA. Pandemic strains such as the GII.Pe/GII.4 Sydney 2012 recombinant co-circulated with novel and emerging recombinant strains. Combined polymerase- and capsid-based NoV genotyping is essential to determine the true diversity and global prevalence of these viruses

    Multiplierz: An Extensible API Based Desktop Environment for Proteomics Data Analysis

    BACKGROUND. Efficient analysis of results from mass spectrometry-based proteomics experiments requires access to disparate data types, including native mass spectrometry files, output from algorithms that assign peptide sequence to MS/MS spectra, and annotation for proteins and pathways from various database sources. Moreover, proteomics technologies and experimental methods are not yet standardized; hence a high degree of flexibility is necessary for efficient support of high- and low-throughput data analytic tasks. Development of a desktop environment that is sufficiently robust for deployment in data analytic pipelines, and simultaneously supports customization for programmers and non-programmers alike, has proven to be a significant challenge. RESULTS. We describe multiplierz, a flexible and open-source desktop environment for comprehensive proteomics data analysis. We use this framework to expose a prototype version of our recently proposed common API (mzAPI) designed for direct access to proprietary mass spectrometry files. In addition to routine data analytic tasks, multiplierz supports generation of information rich, portable spreadsheet-based reports. Moreover, multiplierz is designed around a "zero infrastructure" philosophy, meaning that it can be deployed by end users with little or no system administration support. Finally, access to multiplierz functionality is provided via high-level Python scripts, resulting in a fully extensible data analytic environment for rapid development of custom algorithms and deployment of high-throughput data pipelines. CONCLUSION.     While the goal of providing a path to degree completion for master’s level participants is worthy, universities can consider ways for scholarship to have a far-reaching impact beyond the individual benefits to program completers. The field of education is situated in the social sciences and rationale for program development, when tied to a theoretical foundation, provides for theory-to-practice implications. Organizational change theory is an appropriate foundation for a discussion on master’s level culminating research projects designed with a goal of enacting change in classrooms, schools, districts, and even around the globe. One university’s approach will be highlighted and two culminating project paths will be shared as exemplars. Suggestions for future research will provide qualitative and quantitative extensions to further the body of knowledge on organizational change theory as a foundation for research focused on scholarship opportunities designed with a goal of enacting far-reaching change in the field of education

    Outcomes of gallstone disease during pregnancy: a population based data linkage study

    Background Gallstone disease is a leading indication for non-obstetric abdominal surgery during pregnancy. There are limited whole population data on maternal and neonatal outcomes. This population-based study aims to describe the outcomes of gallstone disease during pregnancy in an Australian setting. Methods Linked hospital, birth and mortality data for all women with singleton pregnancies in New South Wales, Australia, 2001-2012 were analysed. Exposure of interest was gallstone disease (acute biliary pancreatitis, gallstones with/without cholecystitis). Outcomes including preterm birth (spontaneous and planned), readmission, morbidity and mortality (maternal and neonatal) were compared between pregnancies with and without gallstone disease and within disease subtypes. Adjusted risk ratios (aRRs) and 99% confidence intervals were estimated using modified Poisson regression and adjusted for maternal and pregnancy factors. Results Among 1,064,089 pregnancies, 1882 (0.18%) had gallstone disease. Of these, 239 (12.7%) had an antepartum cholecystectomy and 1643 (87.3%) were managed conservatively. Of those managed conservatively, 319 (19.0%) had a postpartum cholecystectomy. Gallstone disease was associated with increased risk of preterm birth (aRR 1.3, 99% CI 1.1, 1.6) particularly planned preterm birth (aRR 1.6, 99% CI 1.2, 2.1), maternal morbidity (aRR 1.6, 99% CI 1.1, 2.3), maternal readmission (aRR 4.7, 99% CI 4.2, 5.3), and neonatal morbidity (aRR 1.4, 99% CI 1.1, 1.7). Surgery was associated with decreased risk of maternal readmission (aRR 0.4, 99% CI 0.2, 0.7). Conclusions Gallstone disease during pregnancy was associated with adverse maternal and neonatal outcomes. Most women with gallstone disease during pregnancy are managed conservatively. Surgical management was associated with decreased risk of readmission.NHMRC, AR
