This research aims to know the implementation of the policyof retributionMarket Bersehati Subdistrict Detention Manado city. Thisstudy uses qualitative methods with selected informants consisted of Director of PD. The market townof Manado, head of Retribution PD. Manado City Market, Bersehati Market,Officer Coordinator/Billers Levy Bersehati Market, and Traders in the market Bersehati. Datacollection techniques used are interviews, observation and documentation. Qualitative datawereanalyzed with descriptive narrative supported by primary and secondary data.The results showed thatthe implementation of policies related Market levy Bersehati sub-district of Manado City Detention hasshown a fairly good results, in terms ofattitude, and the compliance officer in carrying out the policy. Thiscan be seen on the Apparatus involved in the implementation of the Bersehati sub-districtof Markets ballot levy arbitrary arrest city that transparency in carrying out the tasks and always refers tothe existing regulations. Implementasi Kebijakan Pelimpahan Wewenang Bupati Kepada Camat di Kantor Kecamatan Kawangkoan Utara Kabupaten Minahasa

Sebagai perangkat daerah, camat mendapatkan pelimpahan kewenangan daribupati/walikota yang bermakna untuk urusan pelayanan masyarakat. Selain itu kecamatan jugaakan mengemban penyelenggaraan tugas-tugas umum pemerintahan. Camat melaksanakankewenangan pemerintahan yang dilimpahkan oleh Bupati/Walikota untuk menangani sebagianurusan otonomi daerah, meliputi aspek : perizinan, rekomendasi, koordinasi, pembinaan,pengawasan, fasilitasi, penetapan, dan penyelenggaraan. Peraturan Daerah Kabupaten MinahasaNomor 5 Tahun 2008 tentang Organisasi dan Tata Kerja Pemerintah Kecamatan dan PemerintahKelurahan menetapkan tugas pokok dan fungsi pemerintah kecamatan yang diantaranya yaitutentang pelimpahan wewenang bupati kepada camat. Dengan demikian maka peneliti inginmengetahui bagaimana implementasi pelimpahan wewenang dari bupati kepada camat terutamamengenai pembinaan yang akan dilihat dari model implementasi kebijakan yang di kemukakanoleh G. Shabbir Cheema dan Dennis A. Rondinelli yang mempunyai indikator yaitu kondisilingkungan, hubungan antar organisasi, sumber daya organisasi, dan karakteristik dan kemampuanagen pelaksana. Tujuan dalam penulisan ini terbagi menjadi dua yaitu untuk memenuhi syaratyang di perlukan guna meraih gelar sarjana dan tujuan lainnya yaitu untuk mengetahuipermasalahan yang diangkat dalam skripsi ini.Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Teknik analisadata yang digunakan adalah teknik analisa data model Miles & Huberman yaitu data reduction,data display dan conclusion drawing/verification. Berdasarkan hasil penelitian diperoleh bahwacamat dalam melaksanakan tugasnya dalam membina staf / pegawai belum maksimal dikarenakankualitas staf / pegawai yang belum mencukupi, fasilitas penunjang yang tidak memadai, dilihatdari kondisi lingkungan yaitu masih ada staf/ pegawai dan pimpinan yang tidak mempunyaihubungan yang baik, dan belum maksimalnya pengawasan yang diberikan oleh pemerintah daerah.Karena itu, penulis menyarankan camat harus lebih aktif memantau apakah pembinaan yang telahdiberikan sudah dilaksanakan dengan baik, perlu lagi menambah fasilitas penunjang, danpimpinan harus lebih memperhatikan kondisi dari staf / pegawai yang ada

Partisipasi Masyarakat dalam Pembangunan di Desa Tumokang Baru Kecamatan Dumoga Utara Kabupaten Bolaang Mongondow

Summary: In act no 16 of 2014 explained that the construction of the village aims to improve the welfareof the village community and quality of life of mankind as well as pverty reduction through the fulfillment of basic needs, development of facilities and infrastructure of village, the development potential of the local economy as well as the utilization of natural resources and the environment in a sustainable way.The study uses qualitative methods. The informant is a government research village ( village chif), the village secretary, chairman of the BPD, head of community affairs and the village. The total number of informant there were as many as 10 people. Data collection with interview techniques, documentation, literature studies. While data analysis using descriptive analysis techniques of maleong.Based of the result of the research can be drawn the conclusion of participation in development in the village celebrated by Tumokang New Sub Regency North Bolaang Mongondow Dumoga, not to the maximum because of the willingness and ability of communities that are low and also human resourch community that is still underdeveloped because of the level of education of the community who only completed up to elementary level.Shove off the research results then put forth suggestions: (a) the government of the village is espected opportunities to the public to cntruction of the village (b) to move the willingness of the community to participate in development programs need to be held by the government\u27s own efforts in the delivery of information development (c)foster community awareness to participate, to socialize as well as cooperation from the government in order to make them aware of the meaning of their participation

Pengaruh Budaya Mapalus terhadap Partisipasi Masyarakat dalam Pembangunan di Desa Tombasian Atas Kecamatan Kawangkoan Barat Kabupaten Minahasa

This study aims to identify and analyze the magnitude of mapalus cultural influences againts societyparticipation in development in Tombasian Atas Village, Kawangkoan Barat Sub-District, MinahasaDistrict.Research Methods that the authors use in this study is a quantitative research method, is a research methodbased on the philosophy of positivism, used to examine the population or a particular sample. The samplingtechnique used is a simple random sample technique from research in Tombasian Atas Village as many as50 KK. Data analysis techniques used are simple linear regression analysis and simple correlation analysis.Based on the results of analysis using correlation pearson product moment obtained correlation coefficient(r) = 0.794 while the coefficient of determination (r²) = 0.63. These results show that the coefficient ofdetermination of 63%. With this result it can be explained that the increase of society participation indevelopment is determined by mapalus culture by 63% while 37% is determined by other factors. Based onthe results of the above research, the hypothesis proposed can be accepted that there is a degree of linkageand determination power between mapalus culture againts society participation in development inTombasian Atas Village, Kawangkoan Barat Sub-District, Minahasa District. Based on the results ofsignificance test obtained value = 12.141 at significant level (α) = 0.05 with degrees of freedom (df)= n - 2 = 48, then = 2.010. From the data it is obtained that is greater than where 12.141 > 2.010. Then is accepted and is rejected. It proves that there is a significant amountof influence between mapalus culture againts society participation in development in Tombasian AtasVillage, Kawangkoan Barat Sub-District, Minahasa District.Based on the result of the research, it can be concluded that the culture of mapalus has a strong influenceon society participation in development. So, the more often the society implements the culture of mapalusthen society participation in development will increase. Thus should increase cooperation, pay attention tohabits of helping each other, public interest, and become involved in rural development
