Adószerkezeti változások az Európai Unióban

Az Európai Unióban nincs minden területre kiterjedő közös adópolitika, és belátható időn belül nem is lesz. Noha az egyes adónemekre az elmúlt évtizedek során bevezettek közös szabályokat, elvárásokat, minimumkulcsokat, ez szinte alig korlátozza a tagállamokat abban, hogy adópolitikájukat a versenyképesség növelésének egyik legfőbb fegyvereként vessék be, vagy épp ellenkezőleg, hogy egy elhibázott adópolitikával rontsák le akaratlanul saját nemzetközi versenyképességüket. A szerzők cikkükben a visegrádi négyek és az euróövezet magországainak (Németország, Ausztria, Hollandia) adópolitikáját és annak változásait vizsgálják meg az elmúlt évtizedben, az adószerkezeti változások gazdasági növekedésre és foglalkoztatásra gyakorolt hatásának szempontjából

Changes in tax structures in European Union Member States

The European Union does not have a comprehensive common tax policy and substantial changes in this specialized policy area are not likely in the foreseeable future. Albeit common rules, requirements, minimum rates for certain tax types were implemented in the last few decades, they barely limit the Member States in using their tax policies as one of the worthiest elements of their arsenal in increasing competitiveness or quite the contrary, to undermining their own international competitiveness inadvertently through a misguided tax policy. In this article, we put the tax policies of the Visegrad Group and the Eurozone core countries (Germany, Austria and the Netherlands), as well as changes in these policies under the magnifying glass, in terms of the impact of tax structure changes on economic growth and employment in the last decade

The Role of Ontogenetic Development in Fish Scale Shape Change

Fish scale investigation has been used in many ways. Recently several species’ scale shape was used to differentiate species, populations or stocks. Effects of allometric growth on scale shape proved to be a common phenomenon in case of numerous species, however there is no information regarding the impact of temporal (ontogenetic timescale) changes. In this study the effect of intrapopulation age distribution on the scale shape was tested. Seven age groups of a gibel carp (Carassius gibelio) population were identified and analyzed using landmark-based geometric morphometric methods. The results indicated a clear trend of ontogenetic-driven shape change of gibel carp scales: the adult fish specific scale shape occurs at the age of 3+, along with sexual maturation, the alterations among the older age classes show no significant differences. These results suggest that the asymmetric age distribution of fish populations should be taken into consideration during scale morphometric analyses

The Domestic Politics of Public Debt: A Central and Eastern European Perspective

<p>According to Alesina and Tabellini (1990), persistent deficit and its consequence, debt accumulation, cannot be explained by myopia or political business cycles exclusively. Instead, there is a tendency for incumbent politicians to use both deficit and debt strategically in order to severely limit the new incoming coalition’s spending capacities. Although the relevance of the model was tested in the context of advanced industrialised countries, no systematic analysis has been conducted yet on Central and Eastern European ones. The article argues accordingly that public debt did serve the strategic aims of incumbents in Hungary, Poland and, to a lesser extent, the Czech Republic, but the strategic manipulation of debt was much less straightforward in other cases. It was rather the accession to the European Union (especially its timing) that served as a strategic variable in the reform of public finances in most of the countries in the region.</p
