    Family communication in the light of the russian verbal ideal: Axiological view (basing on material of family conversations of ural town colloquial language native speakers)

    Purpose of the study: The topicality of the issue under study is caused by the interest to peculiarities of the Russian national routine verbal communication, and to constants and variables thereof. The goal of the article is finding certain peculiarities of family communication which are revealed against the background of the Russian verbal ideal. Methodology: A leading approach to the investigation of this issue is linguo-culturological one which allows revealing value systems, apprehensions and stereotypes realized in family conversations of Ural town colloquial language native speakers and contributing to harmonization of communication between the family circle members, both close and distant. Results: As a result of the undertaken analysis, it was found that communicators’ socio-centric view of life is supported by the value sets on cooperation, the entourage’s respect, jocosity, communicative confidence, and sociability; value of complicity to the family circle and family memory were revealed; the trend to direct valuation use was denominated; it was shown that it is the popular-tongue environment wherein apprehensions of Russian people about children’s obedience, fate and justice are tied up (Alapuro, R., Mustajoki, A., & Pesonen, P. (Eds.). (2011)). Applications of this study: Materials of the article can be of interest for researchers of the Russian communicative culture, colloquialisms, teachers of Russian language as a foreign language, specialists in scope of communication optimization, higher and secondary school teachers, people forming and perfecting skills of conflict-free communication within the Russian verbal ideal. Novelty/Originality of this study: The authors established that participants of a family communication take definite verbal efforts for providing communicative concord and harmony supporting speech traditions flowing out from parents’ families. The socio-centric mental outlook of speech partners is achieved through realization of conversational sets on cooperation, respect to close people, communicative confidence and frankness. Senior family members translate communicative stereotypes that are adopted in their parents’ families.     The article is devoted to the use of the results of linguistic researches of Russian lexical material in the practice of teaching Russian as a foreign or non-native language when training Russian language teachers for national schools. It is argued that accumulated and stored ethno-cultural information in the language units may be the subject of comparative study when learning the non-native language. The didactic potential of linguistic methods is estimated, namely semantic and motivational analysis of words or collocations in different languages, one native, the other learning. The comparison of lexis of the β€œEducation” thematic group in Tajik and Russian languages is made in the context of the search of the material for training Tajik students who plan to become teachers the methods of teaching Russian as a foreign language.     A process of prioritizing topics for health technology assessment in Kazakhstan

    Objectives: The aim of this study was to develop criteria for the prioritization of topics for health technology assessment (HTA) in the healthcare system of Kazakhstan. Methods: Initial proposals for criteria were suggested through consultation with Ministry of Health (MoH) policy areas. These were refined through a workshop attended by HTA department staff, persons from medical universities and research institutes, and MoH policy makers. The workshop included discussion on methods used in international HTA practice. Opinions of participants on selection of criteria from those specified in a review of prioritization processes were used to define a list for inclusion in an instrument for routine use. A scoring system was established in later discussion. Results: Selected criteria for HTA prioritization were burden of disease, availability of alternative technology, clinical effectiveness, economic efficiency, budget impact, and ethical, legal, and/or psychosocial aspects. For each criterion, a health technology under consideration is given a score from 3 (High) to 1 (Low). The total score determines whether the technology is of high to medium priority or of low priority. Determination of priorities for assessment, using the instrument, should be carried out by an expert group appointed by the MoH. The process was applied in 2014 to a selection of topics, and three health technologies were chosen for full assessments. Conclusions: Criteria for prioritization have evolved with development of the HTA program in Kazakhstan. A method for HTA prioritization has been developed that is easy to apply, requires comparatively few resources, and is compatible with processes required by the MoH

    Method for control of the start-up regulating devicefor power transformers of the power supply system

    Three-phase thyristor switches are designed for pulsed formation of inrush currents of electrical equipment with their subsequent shunting in steady state operation. In transformer substations, they perform a bumpless turning on of a power transformer by connecting its primary winding first to two phases of the network at the moment of zero crossing by the phase voltage of the network third phase, and then to the network third phase at the moment of zero crossing by the line voltage of the other two network phases. In this case, the starting currents of the transformer almost immediately enter the steady state without the appearance of constant components in the magnetization currents and voltage drop. To expand the functionality of thyristor switches, it is proposed, in addition to bumpless turning on of a power transformer, to disconnect it without arcing between the contacts of electrical equipment, as well as to carry out continuous voltage regulation for consumers when voltage in the network changes. The proposed method and structure for its implementation on the basis of two three-phase thyristor reactor keys and a capacitor bank make it possible while changing the network voltage to stabilize the generated reactive power at the input of the substation without creating the current distortions in the power transformer and power transmission simultaneously with stabilizing the substation output voltage. Modeling and research of the start-regulating device as part of a transformer substation was carried out in the MatLab environment. The results of numerical experiments in stationary and dynamic modes of the substation operation showed the feasibility of using the developed technical solutions for the industrial power supply system

    COMBINATION OF PENETRATION AND PYLORIC AND DUODENAL STENOSIS IN DUODENAL ULCER

    The review provides an analysis of the literary data devoted to the problem of surgical treatment of duodenal stenosis combined with ulcer penetration. Still in the scientific literature has an ambiguous interpretation of the concept of ulcer penetration: it also exceptionally includes the presence of a large ulcerative crater penetrating into a neighbouring organ with periulcerous inflammatory infiltrate. Hereby, cicatricial adhesions with neighboring organs, as the result of preceded ulcer penetration, are not considered penetration. There are controversial views among the surgeons regarding surgical tactics, volume and surgical technique. The particular situation in surgery of duodenal ulcer is domination of resection methods over organsaving techniques. There’s a wrong opinion of impossibility of organ-saving surgery in penetrating duodenal ulcer. In recent years, the methods of low-invasive surgery have become increasingly popular. The analysis of literary data shows that there is insufficient knowledge of this problem, the debatability of a number of issues requiring their final solution
