    Perspectives on the emerging ASEAN political-security community: motivations, barriers, and strategies

    In 2003, ASEAN issued the Bali Concord II. In this declaration, ASEAN set the goal of creating the people-oriented ASEAN Community (AC) by 2015. The ASEAN Political-Security Community (APSC) is a pillar of the AC. The APSC’s blueprint addressed several security issues that are central to ASEAN’s own objectives, which are prominent in the ASEAN Charter and which play no less an important role in the ASEAN Socio-Cultural Community (ASCC). However, although ASEAN has pledged to address these security issues, many Southeast Asians continue to suffer from significant security threats. This study will explore why ASEAN has not brought adequate security to the region’s peoples despite ASEAN’s decision to create the people-oriented APSC. The research question guiding this study is simple, but no comprehensive answer is readily forthcoming because so diverse a population of actors and security issues has been involved in the creation of the APSC. Hence, rather than adopt a traditional state-centric approach, this study starts from the human-security concept to explore the creation of the APSC. I argue that traditional state-centric approaches have failed to rigorously explore security issues in Southeast Asia, owing to discrepancies between the state-centric approaches and Southeast Asian security culture. The human-security concept discursively embraces both the diversity of threats in the world and the wisdom of having diverse actors address these diverse threats. Because the human-security concept is not a theoretical approach, I endeavour in this study to transform the concept into a theory before embarking on an exploration of the ongoing effort to create the APSC

    Visual Weather Temperature Prediction

    In this paper, we attempt to employ convolutional recurrent neural networks for weather temperature estimation using only image data. We study ambient temperature estimation based on deep neural networks in two scenarios a) estimating temperature of a single outdoor image, and b) predicting temperature of the last image in an image sequence. In the first scenario, visual features are extracted by a convolutional neural network trained on a large-scale image dataset. We demonstrate that promising performance can be obtained, and analyze how volume of training data influences performance. In the second scenario, we consider the temporal evolution of visual appearance, and construct a recurrent neural network to predict the temperature of the last image in a given image sequence. We obtain better prediction accuracy compared to the state-of-the-art models. Further, we investigate how performance varies when information is extracted from different scene regions, and when images are captured in different daytime hours. Our approach further reinforces the idea of using only visual information for cost efficient weather prediction in the future.Comment: 8 pages, accepted to WACV 201

    Synchronous Occurrence of Primary Neoplasms in the Uterus with Squamous Cell Carcinoma of the Cervix and Adenocarcinoma of the Endometrium

    SummaryObjectiveSynchronous primary malignant neoplasms of the uterus are uncommon. Patients with synchronous cervical and endometrial cancers are even rarer. We describe a case of cervical squamous cell carcinoma and endometrial endometrioid adenocarcinoma occurring simultaneously in a 47-year-old woman presenting with massive menstrual bleeding. The concept of synchronous primary malignancies of the genital tract is also reviewed in this report.Case ReportA 47-year-old overtly obese female presented with menometrorrhagia of over 6 months' duration. Pelvic examination detected a large cervix but apparently normal externals. Magnetic resonance imaging revealed a mass over the cervical region and endometrial lesions in the uterine cavity. Surgical exploration disclosed a cervical tumor and erosion of the endometrium. The pathologic findings were compatible with synchronous occurrence of primary neoplasms in the uterus with squamous cell carcinoma of the cervix and adenocarcinoma of the endometrium.ConclusionSynchronous genital tract neoplasms are rare but cause more clinical problems than a single neoplasm. It is practical to pay more attention to the differential diagnosis of primary and metastatic tumors. The second primary cancer that occurs in an individual with endometrial cancer may offer an opportunity for early detection. The prognosis for a patient with synchronous gynecologic malignancies does not seem to be worse

    The Design a TDCP-Smoothed GNSS/Odometer Integration Scheme with Vehicular-Motion Constraint and Robust Regression

    Global navigation satellite system (GNSS) is widely regarded as the primary positioning solution for intelligent transport system (ITS) applications. However, its performance could degrade, due to signal outages and faulty-signal contamination, including multipath and non-line-of-sight reception. Considering the limitation of the performance and computation loads in mass-produced automotive products, this research investigates the methods for enhancing GNSS-based solutions without significantly increasing the cost for vehicular navigation system. In this study, the measurement technique of the odometer in modern vehicle designs is selected to integrate the GNSS information, without using an inertial navigation system. Three techniques are implemented to improve positioning accuracy; (a) Time-differenced carrier phase (TDCP) based filter: A state-augmented extended Kalman filter is designed to incorporate TDCP measurements for maximizing the effectiveness of phase-smoothing; (b) odometer-aided constraints: The aiding measurement from odometer utilizing forward speed with the lateral constraint enhances the state estimation; the information based on vehicular motion, comprising the zero-velocity constraint, fault detection and exclusion, and dead reckoning, maintains the stability of the positioning solution; (c) robust regression: A weighted-least-square based robust regression as a measurement-quality assessment is applied to adjust the weightings of the measurements adaptively. Experimental results in a GNSS-challenging environment indicate that, based on the single-point-positioning mode with an automotive-grade receiver, the combination of the proposed methods presented a root-mean-square error of 2.51 m, 3.63 m, 1.63 m, and 1.95 m for the horizontal, vertical, forward, and lateral directions, with improvements of 35.1%, 49.6%, 45.3%, and 21.1%, respectively. The statistical analysis exhibits 97.3% state estimation result in the horizontal direction for the percentage of epochs that had errors of less than 5 m, presenting that after the intervention of proposed methods, the positioning performance can fulfill the requirements for road level applications.     A unified framework using spatial color descriptor and motion-based post refinement for shot boundary detection

    Abstract. We propose a unified framework which combines a novel color representation, i.e. spatial color descriptors, and a post-refinement process to detect various types of shot boundaries, including abrupt shot changes, flashlights, dissolves, fade-ins and fade-outs. The spatial color descriptor involving color adjacency and color vector angle histograms incorporates spatial information into color representation and provides robust performance in shot boundary detection. Moreover, a motionbased post-refinement process is developed to effectively eliminate false positives in gradual transition detection, where rapid camera motion or object movement may lead to performance degradation. Experimental results show that these two techniques are integrated seamlessly to give satisfactory performance and present the robustness of spatial color descriptors
