    Invited Paper Sessions (IPS) 21: Statistical reasoning in lawTo establish the link between an arrested suspect and a crime case based on a DNA mixture, one of the two main statistical tools used by forensic scientists is the random man not excluded (RMNE) probability. The tradi- tional RMNE approach omits any knowledge on the number of contributors and is commonly regarded as being less powerful than the likelihood (LR) approach. In view of the simplicity of interpretation of RMNE, which is the major advantage of using it to present DNA evidences in court, we present a new concept for the interpretation and calculation of the RMNE proba- bility. A new approach for determining the non-exclusion of a random man is proposed, upon which a general formula for the calculation of RMNE probability is developed. By taking account of the number of contributors, the new RMNE probability can be much more powerful for evaluating the evidentiary value of non excluded suspects, compared to the traditional RMNE approach. As illustrated by an example based on a real rape case, our approach can be easily implemented and can shorten the gap between the two approaches by utilizing more information of the case.published_or_final_versio

Paroy Indah Jaya di Desa Paroy Kecamatan Lhoong Kabupaten Aceh Besar " dengan pembimbing utama Bapak Dr. Ir. Agus Sabti. M.Si dan pembimbing kedua Bapak Lukman Hakim, S.P. M.PPenelitian ini bertujuan untuk mengetahui bagaimana pengembangan industri pembuatan pupuk organik (Guano} pada CV) Paroy Indah Jaya melalui analisis finanisal dan analisis sosial. Untuk mempersiapkan dan mengumpulkan data dalam penulisan skripsi ini, Peneliti mengadakan penelitian pada industri pembuatan pupuk organik yang terdapat di Kecamatan Lhoong Kabupaten Aceh Besar. Untuk menganalisis serta mengevaluasi pengembangan industri ini digunakan formula melalui pendekatan Kriteria Investasi sebagai berikut: Net Present Value (NPV), Net Benefit Cost Ratio (Net BC Ratio). Internal Rate Of Return (IRR), Break Even Point (BEP) dan Analisis Sensitivitas serta Analisis Sosial.Industri pembuatan pupuk organik pada CV. Paray Indah Jaya layak diusahakan bila ditinjau dari segi ekonomi, hal ini disebabkan NPV > 0, yaitu sebesar Rp 271.255.369,30. Ini berarti penerimaan yang diterima lebih besar dari biaya yang dikeluarkan. Net B/C > 1 yaitu sebesar 2.30 yang berarti setiap penambahan biaya sebesar Rp.1 maka akan memberikan manfaat bersih sebesar Rp 2.30. IRR adalah sebesar 53 %. Ini berarti industri ini layak diusahakan karena IRR > tingkat Suku Bunga ( 17%). BEP Sebesar 4.35 (Tahun ke 4 bu lan ke 4 hari ke 6), ini artinya industri layak diusahakan karena BEP terjadi sebelum umur ekonomis mesin.Hasil analisis sensitivitas NPV > 0 (Untuk biaya Operasional Naik 5 % Rp 7 l.161.651,28 dan benefit turun 5 % Rp 51.913.882.81). ini berarti industri pembuatan pupuk organik (Guano) layak diusahakan karena penerimaan yang diterima lebih besar dari biaya yang dikeluarkan. Net B/C > 1 (Untuk biaya Operasional Naik 5 % adalah 1,42 ini artinya setiap penambahan biaya sebesar Rp 1.- maka akan mendapatk.an manfaat bersih sebesar Rp 1.42 dan benefit turun 5% adalah 1,31 ini artinya setiap penambahan biaya sebesar Rp 1.- maka akan mendapatkan manfaat bersih sebesar Rp 1,31. IRR > tingkat suku bunga yang berlaku ( 17 %) yaitu pada biaya Operasional Naik 5 % adalah 30 % dan benefit turun 5 % adalah 26 %. Ini berarti industri ini layak diusahakan karena IRR> 17%. BEP pada biaya operasional naik 5 % yaitu 5,37 (Tahun ke 5 bulan ke 4 hari ke 113) dan pada saat benefit turun 5 % yaitu 6,39 (Tahun ke 6 bulan ke 4 hari ke 20) ini artinya industri ini layak diusahakan karena BEP terjadi sebelum umur ekonomis mesin. Dari hasil analisis sosial industri pembuatan pupuk organik (Guano) pada CV. Paroy Indah Jaya juga layak diusahakan karena industri ini member pengaruh yang sangat besar terhadap masyarakat setempat dalam hal penyediaan lapangan kerja dan adopsi inovasi.Dengan demikian hipotesis dapat diterima, berarti industri pembuatan pupuk organik (Guanao) pada CV. Paroy Indah Jaya di Kecamatan Lhoong Kabupaten Aceh Besar layak untuk diusahakan bila dilihat dari segi analisis finasial dan analisis sosia

Sistem pengadaan barang/jasa termasuk salah satu kegiatan yang mulai memanfaatkan kemajuan teknologi informasi dan komunikasi, melalui sistem pengadaan barang/jasa secara elektronik (e-Procurement). Gugurnya lelang disebabkan dari pihak rekanan yang mengikuti proses pengadaan barang/jasa pemerintah, dengan banyak terjadinya kegagalan para perusahaan kontraktor dalam proses mengikuti lelang. Ditinjau dari beberapa tahapan diantaranya tahap evaluasi administrasi, tahap evaluasi teknis, tahap evaluasi harga dan tahap pembuktian kualifikasi/klarifikasi. Berdasarkan latar belakang tersebut tujuan penelitian ini adalah mengidentifikasikan faktor-faktor penyebab gugurnya penawaran kontraktor dalam proses lelang di Kota Banda Aceh. Ruang lingkup penelitian adalah kontraktor kelas menengah yang pernah mengikuti lelang dengan sistem pascakualifikasi dalam kurun waktu 3 tahun lebih dan berdomisili di Kota Banda Aceh. Metode yang digunakan yaitu dengan cara mengumpulkan data primer dan data sekunder. Data primer dikumpulkan melalui penyebaran kuesioner kepada 25 perusahaan yang diberikan langsung kepada pihak kontraktor. Sedangkan data sekunder berupa daftar nama-nama perusahaan kontraktor di Kota Banda Aceh yang terdaftar sebagai anggota LPJK (Lembaga Pelayanan Jasa Konstruksi) dan alasan penawaran peserta seleksi gugur dalam tender berdasarkan data LPSE (Layanan Pengadaan Secara Elektronik) Provinsi Aceh Tahun 2016-2018. Hasil penelitian menunjukkan bahwa faktor dominan penentu penawaran pada kontraktor pada variabel aspek administrasi yaitu faktor ketidaklengkapan persyaratan substansial yang diminta pada dokumen pengadaan memperoleh skor 98,4%. Pada variabel aspek biaya yaitu faktor kesesuaian antara disiplin ilmu dengan bidang yang ditangani memperoleh skor 97,6%. Pada variabel aspek teknis yaitu faktor pemenuhan spesifikasi teknis tidak sesuai dengan yang dipersyaratkatkan memperoleh skor 96,8%.Kata kunci: Kontraktor, Lelang, Penawaran, Pengadaan Barang/Jasa

    Arctic sea surface height variability and change from satellite radar altimetry and GRACE, 2003–2014

    Arctic sea surface height (SSH) is poorly observed by radar altimeters due to the poor coverage of the polar oceans provided by conventional altimeter missions and because large areas are perpetually covered by sea ice, requiring specialized data processing. We utilize SSH estimates from both the ice-covered and ice-free ocean to present monthly estimates of Arctic Dynamic Ocean Topography (DOT) from radar altimetry south of 81.5°N and combine this with GRACE ocean mass to estimate steric height. Our SSH and steric height estimates show good agreement with tide gauge records and geopotential height derived from Ice-Tethered Profilers. The large seasonal cycle of Arctic SSH (amplitude ∼5 cm) is dominated by seasonal steric height variation associated with seasonal freshwater fluxes, and peaks in October–November. Overall, the annual mean steric height increased by 2.2 ± 1.4 cm between 2003 and 2012 before falling to circa 2003 levels between 2012 and 2014 due to large reductions on the Siberian shelf seas. The total secular change in SSH between 2003 and 2014 is then dominated by a 2.1 ± 0.7 cm increase in ocean mass. We estimate that by 2010, the Beaufort Gyre had accumulated 4600 km3 of freshwater relative to the 2003–2006 mean. Doming of Arctic DOT in the Beaufort Sea is revealed by Empirical Orthogonal Function analysis to be concurrent with regional reductions in the Siberian Arctic. We estimate that the Siberian shelf seas lost ∼180 km3 of freshwater between 2003 and 2014, associated with an increase in annual mean salinity of 0.15 psu yr−1. Finally, ocean storage flux estimates from altimetry agree well with high-resolution model results, demonstrating the potential for altimetry to elucidate the Arctic hydrological cycle

    Extending the Arctic Sea Ice Freeboard and Sea Level Record with the Sentinel-3 Radar Altimeters

    In February 2016 and April 2018 the European Space Agency launched the Sentinel-3A and 3B satellites respectively, as part of the European Commission’s multi-satellite Copernicus Programme. Here we process Sentinel-3A waveform data to estimate Arctic sea level anomaly and radar freeboard from November 2017 to April 2018. We compare our results to those from the CryoSat-2 satellite, and find an intermission bias on sea-level anomaly of 2 cm. We also find a mean radar freeboard difference of 1 cm, which we attribute to the use of empirical retrackers to retrieve lead and floe elevations. Ahead of Sentinel-3B waveform data being made available, we use orbit files to estimate the improvement in sampling resolution afforded by the addition of Sentinel-3A and 3B data to the CryoSat-2 dataset. By combining data from the three satellites, grid resolution or time-sampling can be almost tripled compared with using CryoSat-2 data alone

    Psychometric properties of sensory processing and self-regulation checklist (SPSRC)

Some children may encounter difficulties in processing sensory stimuli, which may affect their ability to participate in activities of daily living. Self-regulation abilities may also affect children on how to process different sensory experiences. The Sensory Processing and Self-Regulation Checklist (SPSRC) was developed as a single, parent-reported instrument for the examination of sensory processing and self-regulation difficulties in children. Aims. This study is aimed at evaluating the psychometric properties of the SPSRC and examine the patterns of self-regulation and sensory processing in children with and without autism spectrum disorder (ASD). Methods and Procedures. The contents of the SPSRC were validated by a group of experts, and a field test was subsequently conducted to examine the reliability and validity of this instrument in a sample of 997 typically developing children and 78 children with ASD. Outcomes and Results. The results of the validation and field test analyses suggest that the SPSRC exhibits high internal consistency, good intrarater reliability, and a valid ability to measure and discriminate sensory processing and self-regulation in children aged 3-8 years with and without ASD. Conclusions and Implications. The current results supported the reliability and validity of SPSRC to assess a child's sensory processing and self-regulation performance in activities of daily living. The study findings warrant further investigation to compare the performance of the SPSRC with laboratory-based tests, as this would better elucidate sensory responsivity in children with sensory modulation disorders from both clinical and research perspectives.Social Welfare Development Fund, HKSAR

    Optical properties of diffused AlGaAs/GaAs multiple quantum wells and their applications in high power laser

    We will present results for an Al0.24Ga0.76As/GaAs diffused multiple quantum well with five periods of 100/100Å thick welVbarrier layers grown in between Al0.24Ga0.76As guiding layers and cladded on top by a 1µm thick p-Al0.44Ga0.56As layer and on the bottom by an n-Al0.44Ga0.56As layer of equal thickness, on a n+-GaAs buffer layer and n+-GaAs substrate. Vacancy enhanced QW diffusion is employed where a 2000Å thick layer of Si02 is deposited on top of the diffused multiple quantum well structure. Photoluminescence measurement and photovoltage measurement at room temperature show that after rapid thermal annealing for 30 sec at 1000 °C to 1040 °C, a bandgap shift of 30 nm is obtained for the exciton edge. Further, this technique is applied to a ridge waveguide laser structure to make two windows for high power output up to 36 mW.     Currently, fish measurement process is done manually using the gauge which can cause inappropriate, ineffective result, and requires long time to finish, especially for a great amount of fish. Therefore, an automatic fish body measurement technique in the form of estimation of length, width, and height of fish based on visual capture is needed to facilitate fish body measurement to become more effective and efficient. This research uses five samples of fish in measuring length, width, and height manually to obtain the average data/value as the calibration of reference value for calculation process in the system and to be stored in the database. The stages begin with capturing fish image using a digital camera. Then, preprocessing stage was carried out to get the grayscale image of the fish. The object of the grayscale image was then segmented to separate the important and unimportant part of the object. Lastly, feature extraction process of the fish body from the calibration average value was carried out, and the estimated value of length, width, and height of fish are obtained automatically. The results show that the automatic measurement technique of fish body based on visual capture was able to produce the truth degree of accuracy of 80% to 95%

    Aberrant large tumor suppressor 2 (LATS2) gene expression correlates with EGFR mutation and survival in lung adenocarcinomas

    BACKGROUND: Large tumor suppressor 2 (LATS2) gene is a putative tumor suppressor gene with potential roles in regulation of cell proliferation and apoptosis in lung cancer. The aim of this study is to explore the association of aberrant LATS2 expression with EGFR mutation and survival in lung adenocarcinoma (AD), and the effects of LATS2 silencing in both lung AD cell lines. METHODS: LATS2 mRNA and protein expression in resected lung AD were correlated with demographic characteristics, EGFR mutation and survival. LATS2-specific siRNA was transfected into four EGFR wild-type (WT) and three EGFR mutant AD cell lines and the changes in LATS2 expression and relevant signaling molecules before and after LATS2 knockdown were assayed. RESULTS: Fifty resected lung AD were included (M:F=23:27, smokers:non-smokers=19:31, EGFR mutant:wild-type=21:29) with LATS2 mRNA levels showed no significant difference between gender, age, smoking and pathological stages while LATS2 immunohistochemical staining on an independent set of 79 lung AD showed similar trend. LATS2 mRNA level was found to be a significant independent predictor for survival status (disease-free survival RR=0.217; p=0.003; Overall survival RR=0.238; p=0.036). siRNA-mediated suppression of LATS2 expression resulted in augmentation of ERK phosphorylation in EGFR wild-type AD cell lines with high basal LATS2 expression, discriminatory modulation of Akt signaling between EGFR wild-type and mutant cells, and induction of p53 accumulation in AD cell lines with low baseline p53 levels. CONCLUSIONS: LATS2 expression level is predictive of survival in patients with resected lung AD. LATS2 may modulate and contribute to tumor growth via different signaling pathways in EGFR mutant and wild-type tumors.postprin
