    Place ratings, shifting neoliberalism and quality of life in communities

    The publication of place ratings on the basis of their competitive attractiveness and quality of life has been one element of place marketing and promotion agenda associated with the onset of neoliberalism. The Places Rated Almanac in the US has epitomised and led the development of such guides, and after a quarter of a century appears on the basis of sales to continue to offer currency and utility. This paper explores the relevance of this particular almanac and its offsprings within the context of recent accounts of the periodisation of neoliberalism. In particular it considers the extent to which such guides have continued to have resonance through the shift from economic-focussed roll back neoliberalism to more socially-oriented roll out neoliberalism

    Ce texte s'adresse au problÚme de l'analyse sémiotique de la question de l'idéologie. Il montre la faiblesse des principaux dévelop- pements traditionnels sur ce point. Dans cette premiÚre partie, nous rejetons les théories des sémioticiens saussuriens (Hjelmslev, Barthes et Greimas), en raison de leur conception du langage et de la connotation. Dans la seconde partie, nous analyserons les théories sociosémiotiques de Kristeva, Morris et Eco. En conclusion, nous montrerons la pertinence d'une approche peircienne de cette problématique.This paper deals with the problem of analysing the question of ideology as a semiotic one. It shows the weakness of the main traditional developments on this issue. In this first part, the theories of saussurian semioticians (Hjelmslev, Barthes et Greimas) are rejected, because of their conception of language and connotation. In the second part, we will analyse the sociosemiotic theories of Kristeva, Morris and Eco. In conclusion, we will show the relevance of a peircean approach of this problematic

    The Leadership Role of the Chief Administrative Officer (CAO) in Smaller Municipalities: Two Profiles

    This research project describes the leadership roles of the municipal Chief Administrative Officer (CAO) in smaller municipalities through two profiles of experienced professionals working in southwestern Ontario. The CAO is the organizational superior to all municipal employees. The position is the main conduit between council and administration, and is ultimately responsible for policy development and implementation. The profiles were developed through semi-structured interviews. On a much smaller scale, this replicates the method employed by Siegel in his 2015 book, Leaders in the Shadows: The Leadership Qualities of Municipal Chief Administrative Officers (University of Toronto Press). The profiles reveal that there is much commonality between large and small, with specific emphasis on change management
