PATICIPAÇÃO POPULAR E PODER LOCAL - Um Exercício de Cidadania

Este trabalho discute a questão da participação popular na esfera do poder local, com base em uma experiência desenvolvida em alguns municípios do interior da Bahia. Identificando as possibilidades e dificuldades dessa participação, ele mostra como esse processo não depende apenas das decisões do poder ou de condições institucionais prévias, mas significa, antes, aprendizado, construção e conquista, como ocorre com a própria democracia. AS DIMENSÕES DA PARTICIPAÇÃO CIDADÃ

A participação política, entendida como processo contraditório, abrange várias modalidades de ação, desde a eleitoral e partidária a de movimentos sociais, a de controle social, até formas manipuladas ou induzidas por elites dirigentes. Diante disso, busca-se redefinir o conceito em termos de participação cidadã em que diferentes atores sociais assumem deveres e responsabilidades políticas, criam e exercitam direitos, inclusive o de controle social do Estado e do mercado.Nessa perspectiva, a participação cidadã se efetiva em várias dimensões: decisória, educativa, integração, controle social e expressivo-simbólica. Nos últimos anos, as duas últimas passam a desempenhar um papel estratégico para revitalização do regime democrático. A de controle social do Estado através da accountability e da responsabilização dos agentes políticos e econômicos por atos e decisões. A dimensão expressivo-simbólica, pela construção de espaços públicos autônomos onde os diferentes atores se manifestam e publicizam seus questionamentos e proposições.A participação cidadã, nas suas diferentes dimensões, utilizando mecanismos institucionais, contribui para o fortalecimento da sociedade civil que passa a exercer importante papel na democratização do Estado e das instituições. The Dimensions of the Citizenship Participation Elenaldo Celso Teixeira The political participation seen as a contradictory process comprises several forms of actions, from the voting and partisan social movements, the social control ones, up to those manipulated or induced by the governing elite. Therefore, there is an attempt to redefine the concept in terms of citizenship participation, where different social actors assume political responsibilities and obligations, create and practice their rights, including the social control of the State and market. Under this perspective, the citizenship participation assumes its decisive, educational, integrating, social control and expressive-symbolic features. During the last years, the last two ones started playing a strategic role for the revitalization of the democratic regime. The State social control through accountability with the political and economic agents assuming the responsibility for acts and decisions, and the expressive-symbolic dimension respon-sible for the creation of autonomous public spaces where different actors manifest themselves and express their questions and propositions. With its different dimensions, using institutional mechanisms, the citizenship participation strengthens the civil society, who then starts playing an important role in the democratization of the State and Institutions. Sociedade Civil e seu Papel Político: O Local e o Global como Espaços de Participação Cidadã

Este artigo discute o papel político da sociedade civil no local e no global. Analisa as ações da sociedade civil nas Conferências Internacionais da ONU e sua relação com os organismos internacionais. Quanto ao Esta¬do Nacional destaca o papel propositivo e de controle. A sociedade civil no poder local desenvolve experiências de parcerias e procura influir na for¬mulação de políticas públicas, através da participação no orçamento, nos conselhos setoriais e nos outros espaços públicos.
