Purinergic regulation of rat heart function in ontogeny
The effect of exogenous ATP and its analogs on heart function was studied in 14-100-day-old rats. Extracellular purines had a positive chronotropic effect on the heart. Intravenous administration of exogenous ATP and its stable analogs induced a dose-dependent increase in heart rate depending on animal age. The analysis of isometric contraction of myocardial strips demonstrated a dose-dependent positive inotropic effect of ATP. The family and subtype of the P2 receptors realizing the positive chronotropic and inotropic effects were identified using selective agonists and blockers. P2X receptors demonstrated the highest sensitivity during early postnatal ontogeny. The age-related pattern of the receptor response to exogenous purines indicated the heterochronic maturation of P2X and P2Y receptors in the myocardium. © 2008 MAIK Nauka
Evaluation of the Reform Efficiency in Public Social Sector Management of the Republic of Kazakhstan
The paper aims at studying the retrospective public administration reform the social sphere, the classification of its main results, and formation of proposals for further improvement of public governance. As a result, authors implemented a comprehensive systematization of the key stages of the reform and measures taken to improve the functioning of the institute of public administration in the social sphere of the Republic of Kazakhstan in the context of administrative and social reforms. The results of the reforms are determined; the shortcomings of state control over the implementation of social programs are identified. Article suggests the prospects and directions of development of the social protection system in the Republic of Kazakhstan with an account of current socio-economic conditions and the parameters of international social standards.

A water accounting procedure to determine the water savings potential of the Fergana Valley
The Syrdarya River basin in Central Asia exhibits symptoms of scarcity because of growing competition between hydropower upstream and environment, cities and agriculture downstream. Different approaches to water management, based on water savings in agriculture could relieve the stress of competition, yet keep alive a vibrant agriculture. The Fergana Valley, a highly productive area within the upstream of the Syrdarya River, was analyzed to determine the water savings potential of agriculture. This paper used a water accounting procedure to identify both the scope for savings and the strategies to realize those gains. Significant nonproductive depletion of water at 2681�4164 million m3 (Mm3) was identified in the form of evaporation, flows to sinks and pollution. The water-saving potential is estimated at 2823 Mm3 annually, which is about 10% of the total inflow into the area, through a range of practical approaches. This strategy would bring regional benefits by reallocation of surplus winter flow from the upstream for summer use in the downstream
Managed aquifer recharge: the solution for water shortages in the Fergana Valley
Doubling of population, since the 1970s, in the Aral Sea Basin of Central Asia led to the increased demand for water and energy. The shift of the key upstream reservoir on the Naryn River, main tributary of the Syrdarya River, from irrigation to hydropower generation reduced available water for irrigation in the summer and created excessive flows in the winter. The downstream reservoirs do not have free capacities for storing the excessive winter flows. This report examines the possibility of additional subsurface storages of water in a part of the Syrdarya River Basin, the Fergana Valley. The report aims to bring the attention of policymakers to alternative development of basin water management, which requires cooperation of riparian states in the use of water and energy
