Fine Structure of the 1s3p ^3P_J Level in Atomic ^4He: Theory and Experiment
We report on a theoretical calculation and a new experimental determination
of the 1s3p ^3P_J fine structure intervals in atomic ^4He. The values from the
theoretical calculation of 8113.730(6) MHz and 658.801(6) MHz for the nu_{01}
and nu_{12} intervals, respectively, disagree significantly with previous
experimental results. However, the new laser spectroscopic measurement reported
here yields values of 8113.714(28) MHz and 658.810(18) MHz for these intervals.
These results show an excellent agreement with the theoretical values and
resolve the apparent discrepancy between theory and experiment.Comment: 9 pages, 3 figure
Logarithmic behavior of degradation dynamics in metal--oxide semiconductor devices
In this paper the authors describe a theoretical simple statistical modelling
of relaxation process in metal-oxide semiconductor devices that governs its
degradation. Basically, starting from an initial state where a given number of
traps are occupied, the dynamics of the relaxation process is measured
calculating the density of occupied traps and its fluctuations (second moment)
as function of time. Our theoretical results show a universal logarithmic law
for the density of occupied traps , i.e., the degradation is logarithmic and its amplitude depends on the
temperature and Fermi Level of device. Our approach reduces the work to the
averages determined by simple binomial sums that are corroborated by our Monte
Carlo simulations and by experimental results from literature, which bear in
mind enlightening elucidations about the physics of degradation of
semiconductor devices of our modern life
The Real Combination Problem : Panpsychism, Micro-Subjects, and Emergence
Panpsychism harbors an unresolved tension, the seriousness of which has yet to be fully appreciated. I capture this tension as a dilemma, and offer panpsychists advice on how to resolve it. The dilemma, briefly, is as follows. Panpsychists are committed to the perspicuous explanation of macro-mentality in terms of micro-mentality. But panpsychists take the micro-material realm to feature not just mental properties, but also micro-subjects to whom these properties belong. Yet it is impossible to explain the constitution of a macro-subject (like one of us) in terms of the assembly of micro-subjects, for, I show, subjects cannot combine. Therefore the panpsychist explanatory project is derailed by the insistence that the worldâs ultimate material constituents (ultimates) are subjects of experience. The panpsychist faces a choice of abandoning her explanatory project, or recanting the claim that the ultimates are subjects. This is the dilemma. I argue that the latter option is to be preferred. This neednât constitute a wholesale abandonment of panpsychism, however, since panpsychists can maintain that the ultimates possess phenomenal qualities, despite not being subjects of those qualities. This proposal requires us to make sense of phenomenal qualities existing independently of experiencing subjects, a challenge I tackle in the penultimate section. The position eventually reached is a form of neutral monism, so another way to express the overall argument is to say that, keeping true to their philosophical motivations, panpsychists should really be neutral monists.Peer reviewedFinal Accepted Versio
Correlated Gravitational Wave and Neutrino Signals from General-Relativistic Rapidly Rotating Iron Core Collapse
We present results from a new set of 3D general-relativistic hydrodynamic
simulations of rotating iron core collapse. We assume octant symmetry and focus
on axisymmetric collapse, bounce, the early postbounce evolution, and the
associated gravitational wave (GW) and neutrino signals. We employ a
finite-temperature nuclear equation of state, parameterized electron capture in
the collapse phase, and a multi-species neutrino leakage scheme after bounce.
The latter captures the important effects of deleptonization, neutrino cooling
and heating and enables approximate predictions for the neutrino luminosities
in the early evolution after core bounce. We consider 12-solar-mass and
40-solar-mass presupernova models and systematically study the effects of (i)
rotation, (ii) progenitor structure, and (iii) postbounce neutrino leakage on
dynamics, GW, and, neutrino signals. We demonstrate, that the GW signal of
rapidly rotating core collapse is practically independent of progenitor mass
and precollapse structure. Moreover, we show that the effects of neutrino
leakage on the GW signal are strong only in nonrotating or slowly rotating
models in which GW emission is not dominated by inner core dynamics. In rapidly
rotating cores, core bounce of the centrifugally-deformed inner core excites
the fundamental quadrupole pulsation mode of the nascent protoneutron star. The
ensuing global oscillations (f~700-800 Hz) lead to pronounced oscillations in
the GW signal and correlated strong variations in the rising luminosities of
antineutrino and heavy-lepton neutrinos. We find these features in cores that
collapse to protoneutron stars with spin periods <~ 2.5 ms and rotational
energies sufficient to drive hyper-energetic core-collapse supernova
explosions. Hence, joint GW + neutrino observations of a core collapse event

Correlations and scaling in one-dimensional heat conduction
We examine numerically the full spatio-temporal correlation functions for all
hydrodynamic quantities for the random collision model introduced recently. The
autocorrelation function of the heat current, through the Kubo formula, gives a
thermal conductivity exponent of 1/3 in agreement with the analytical
prediction and previous numerical work. Remarkably, this result depends
crucially on the choice of boundary conditions: for periodic boundary
conditions (as opposed to open boundary conditions with heat baths) the
exponent is approximately 1/2. This is expected to be a generic feature of
systems with singular transport coefficients. All primitive hydrodynamic
quantities scale with the dynamic critical exponent predicted analytically.Comment: 7 pages, 11 figure
Competing magnetic fluctuations in Sr3Ru2O7 probed by Ti doping
We report the effect of nonmagnetic Ti4+ impurities on the electronic and
magnetic properties of Sr3Ru2O7. Small amounts of Ti suppress the
characteristic peak in magnetic susceptibility near 16 K and result in a sharp
upturn in specific heat. The metamagnetic quantum phase transition and related
anomalous features are quickly smeared out by small amounts of Ti. These
results provide strong evidence for the existence of competing magnetic
fluctuations in the ground state of Sr3Ru2O7. Ti doping suppresses the low
temperature antiferromagnetic interactions that arise from Fermi surface

Semiclassical properties and chaos degree for the quantum baker's map
We study the chaotic behaviour and the quantum-classical correspondence for
the baker's map. Correspondence between quantum and classical expectation
values is investigated and it is numerically shown that it is lost at the
logarithmic timescale. The quantum chaos degree is computed and it is
demonstrated that it describes the chaotic features of the model. The

Changing Project Delivery Strategy: An Implementation Framework
For organizations such as departments of transportation, other public agencies, or private companies, adopting a new
approach to procure services for delivery of construction projects requires significant organizational changes; modifications
to both their work processes and existing organizational structures may be needed. These adjustments, encompassing many
different aspects of the organizationâs interests, must occur for the change initiative to be successfully put into practice.
Research at the Center for Construction Industry Studies is investigating the adoption of integrated project delivery
methods within the transportation project sector to better understand the dynamics of this change. This paper will present
findings from a study of Public Owner organizations that have implemented the design-build method for delivering
highway projects.
Using as a case study the new $1.3 billion SH 130 tolled expressway project in Central Texas, we have analyzed project
documentation, held a workshop and conducted 39 interviews with individuals affiliated with owner, legal, engineering
consultants, and contractors. Findings suggest that project representatives institutionalize practices and routines connected
to the new approach by adapting to new challenges, rather than âoverwritingâ previously existing practices. Consequently,
the institutionalization of innovative approaches to project delivery happens concurrently with a deinstitutionalization of
the previous approaches. This concurrency produces different effects on the project environment, depending on the
mediating action of some emerging practices and the perspective of the involved parties.
Building upon these findings, we have developed a conceptual framework for helping Owner organizations implement a
change in their project delivery strategy. In the context of this paper, an Ownerâs project delivery strategy is defined as the set
of project delivery methods that are adopted for delivering capital projects. We further refined this framework by making a
comparative study of four transportation projects in the United States. In addition, 35 experts in the implementation of the
design-build method for transportation projects participated in a Delphi study in order to validate the developed
framework. Findings from these studies, including application to the construction industry and to other industries will be
presented in this paper
