Composition of primary cosmic rays near the bend from a study of hadrons in air showers at sea level
Data on hadrons in air showers arriving at sea level were studied to find sensitivity to primary cosmic ray composition. The rate of showers which satisfy minimum shower density and hadron energy requirements as well as the rate of showers containing hadrons delayed with respect to the electron shower front are compared to Monte Carlo simulations. The data on the rate of total triggers and delayed hadrons are compared to predicted rates for two models of primary composition. The data are consistent with models which require an increasing heavy nuclei fraction near 10 to the 15th power eV. The spectra which are consistent with the observed rate are also compared to the observed shower size spectrum at sea level and mountain level
Tests of Statistical Significance and Background Estimation in Gamma Ray Air Shower Experiments
In this paper we discuss several methods of significance calculation and
point out the limits of their applicability. We then introduce a self
consistent scheme for source detection and discuss some of its properties. The
method allows incorporating background anisotropies by vetoing existing small
scale regions on the sky and compensating for known large scale anisotropies.
By giving an example using Milagro gamma ray observatory we demonstrate how the
method can be employed to relax the detector stability assumption. Two
practical implementations of the method are discussed. The method is universal
and can be used with any large field-of-view detector, where the object of
investigation, steady or transient, point or extended, traverses its field of

State education as high-yield investment: human capital theory in European policy discourse
Human Capital Theory has been an increasingly important phenomenon in economic thought over the last 50 years. The central role it affords to education has become even more marked in recent years as the concept of the ‘knowledge economy’ has become a global concern. In this paper, the prevalence of Human Capital Theory within European educational policy discourse is explored. The paper examines a selection of policy documents from a number of disparate European national contexts and considers the extent to which the ideas of Human Capital Theory can be seen to be influential. In the second part of the paper, the implications of Human Capital Theory for education are considered, with a particular focus on the possible ramifications at a time of economic austerity. The paper argues that Human Capital Theory risks offering a diminished view of the person, a diminished view of education, but that with its sole focus on economic goals leaves room for educationists and others to argue for the educational, social, and moral values it ignores, and for the conception of the good life and good society it fails to mention
Wage returns to university disciplines in Greece: are Greek Higher Education degrees Trojan Horses?
This paper examines the wage returns to qualifications and academic disciplines in the Greek labour market. Exploring wage responsiveness across various degree subjects in Greece is interesting, as it is characterised by high levels of graduate unemployment, which vary considerably by field of study, and relatively low levels of wage flexibility. Using micro-data from recently available waves (2002-2003) of the Greek Labour Force Survey (LFS), the returns to academic disciplines are estimated by gender and public/private sector. Quantile regressions and cohort interactions are also used to capture the heterogeneity in wage returns across the various disciplines. The results show considerable variation in wage premiums across the fields of study, with lower returns for those that have a marginal role to play in an economy with a rising services/shrinking public sector. Educational reforms that pay closer attention to the future prospects of university disciplines are advocated
The Study of TeV Variability and Duty Cycle of Mrk 421 from 3 Years of Observations with the Milagro Observatory
TeV flaring activity with time scales as short as tens of minutes and an
orphan TeV flare have been observed from the blazar Markarian 421 (Mrk 421).
The TeV emission from Mrk 421 is believed to be produced by leptonic
synchrotron self-Compton (SSC) emission. In this scenario, correlations between
the X-ray and the TeV fluxes are expected, TeV orphan flares are hardly
explained and the activity (measured as duty cycle) of the source at TeV
energies is expected to be equal or less than that observed in X-rays if only
SSC is considered. To estimate the TeV duty cycle of Mrk 421 and to establish
limits on its variability at different time scales, we continuously observed
Mrk 421 with the Milagro observatory. Mrk 421 was detected by Milagro with a
statistical significance of 7.1 standard deviations between 2005 September 21
and 2008 March 15. The observed spectrum is consistent with previous
observations by VERITAS. We estimate the duty cycle of Mrk 421 for energies
above 1 TeV for different hypothesis of the baseline flux and for different
flare selections and we compare our results with the X-ray duty cycle estimated
by Resconi et al. 2009. The robustness of the results is discussed.Comment: 27 pages, 6 figures, ApJ accepte
Economics of education research: a review and future prospects
In this paper we offer an appraisal of the economics of education research area, charting its history as a field and discussing the ways in which economists have contributed both to education research and to education policy-making. In particular, we highlight the theoretical and methodological contributions that economists have made to the field of education during the last 50 years. Despite the success of the economics of education as a field of inquiry, we argue that some of the contributions made by economists could be limited if the economics of education is seen as quite distinct from the other disciplines working in the field of education. In these areas of common interest, economists need to work side by side with the other major disciplines in the field of education if their contribution to the field is to be maximised, particularly in terms of applying improved methodology. We conclude that the study of education acquisition and its economic and social impact in the economics of education research area is very likely to remain a fertile research ground. Acknowledgement
Spectrum and Morphology of the Two Brightest Milagro Sources in the Cygnus Region: MGRO J2019+37 and MGRO J2031+41
The Cygnus region is a very bright and complex portion of the TeV sky, host
to unidentified sources and a diffuse excess with respect to conventional
cosmic-ray propagation models. Two of the brightest TeV sources, MGRO J2019+37
and MGRO J2031+41, are analyzed using Milagro data with a new technique, and
their emission is tested under two different spectral assumptions: a power law
and a power law with an exponential cutoff. The new analysis technique is based
on an energy estimator that uses the fraction of photomultiplier tubes in the
observatory that detect the extensive air shower. The photon spectrum is
measured in the range 1 to 200 TeV using the last 3 years of Milagro data
(2005-2008), with the detector in its final configuration. MGRO J2019+37 is
detected with a significance of 12.3 standard deviations (), and is
better fit by a power law with an exponential cutoff than by a simple power
law, with a probability % (F-test). The best-fitting parameters for the
power law with exponential cutoff model are a normalization at 10 TeV of
, a spectral
index of and a cutoff energy of TeV. MGRO
J2031+41 is detected with a significance of 7.3, with no evidence of a
cutoff. The best-fitting parameters for a power law are a normalization of
and a
spectral index of . The overall flux is subject to an
30% systematic uncertainty. The systematic uncertainty on the power law
indices is 0.1. A comparison with previous results from TeV J2032+4130,
MGRO J2031+41 and MGRO J2019+37 is also presented.Comment: 11 pages, 10 figure
Calibration of the Milagro Cosmic Ray Telescope
The Milagro detector is an air shower array which uses the water Cherenkov
technique and is capable of continuously monitoring the sky at energies near 1
TeV. The detector consists of 20000 metric tons of pure water instrumented with
723 photo-multiplier tubes (PMTs). The PMTs are arranged in a two-layer
structure on a lattice of 3 m spacing covering 5000 area. The direction
of the shower is determined from the relative timing of the PMT signals,
necessitating a common time reference and amplitude slewing corrections to
improve the time resolution. The calibration system to provide these consists
of a pulsed laser driving 30 diffusing light sources deployed in the pond to
allow cross-calibration of the PMTs. The system is capable of calibrating times
and the pulse-heights from the PMTs using the time-over-threshold technique.
The absolute energy scale is provided using single muons passing through the
detector. The description of the calibration system of the Milagro detector and
